HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 09/02/2000 - FIRST READING OF ORDINANCE NO. 119, 2000, APPROPRI AGENDA ITEM SUMMARY ITEM NUMBER: 28 FORT COLLINS CITY COUNCIL DATE: September 5, 2000 STAFF: Joanne Sizemore SUBJECT: First Reading of Ordinance No. 119, 2000, Appropriating Unanticipated Revenue in the General Fund for the Purchase of the Computer Aided Dispatch System, the Fire Records Management System, and the Automatic Vehicle Locating System. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The total budget for the purchase of the Computer Aided Dispatch, Police Records Management, Fire Records Management, Court Records Management, Laptops, and Automatic Vehicle Locating Software, Hardware, Services, and related equipment is $3.2 million. The Computer Aided Dispatch, Fire Records Management, and Automatic Vehicle Locating Systems will be purchased with funds from Police Services Equipment Replacement reserves ($1.3 million), from Poudre Valley Hospital ($192,027), and from Poudre Fire Authority ($488,290) for their share of the project cost. The remaining Police Records Management, Court Records Management and Laptops systems will be lease-purchased. The annual lease costs in future years, beginning in 2002, are budgeted at $726,000. Revenues from Poudre Fire Authority, Poudre Valley Hospital and the City (Police Services and Municipal Court) will go toward the lease payments. EXECUTIVE SUMMARY: Police Services (FCPS), Poudre Fire Authority (PFA), Poudre Valley Hospital (PVH), and Municipal Court are cooperatively replacing existing computer aided dispatch(CAD),Police records management (Police RMS), Fire records management (Fire RMS), and court computer systems. PFA and PVH have agreed to purchase an automatic vehicle locating system (AVL)that will allow real time tracking and monitoring of their vehicle fleets. FCPS and PFA will be purchasing laptops to replace existing mobile data terminals in their vehicles. The total budget for this project is$3.2 million. Funds have been identified from Police equipment savings and contributions from PVH and PFA to purchase the CAD, Fire RMS, and AVL Systems. The remaining Police RMS,laptops and Court equipment and software will be lease-purchased. The lease-purchase was approved by City Council in February of this year via Ordinance No. 18, 2000. This Ordinance appropriates the PVH and PFA share of the project cost to complete the purchase of the CAD, Fire RMS, AVL systems and related equipment. PVH's share of the CAD system is $105,750. This amount also includes hardware and software necessary to set up a CAD workstation. PVH will also pay an additional $86,277 once AVL has been installed later this year. PFA will pay $488,290, which is the total of its share of this project. The total amount to be appropriated from these agencies is $680,317. Project costs are illustrated in the attached graphs. Lease Costs ■Ancillary OCrimevw Costs ❑Laptops 0% 17% 29% O, M Courts, 10% mLRMS 44% ■LRMS ■Courts ❑Laptops pCrimevw ■Ancillary Costs Cash Costs ❑FRN6 ■AVL 15% 10% 0 ■CAD 75% • ■AVL■CAD 0 FRNt6 ORDINANCE NO. 119, 2000 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR THE PURCHASE OF THE COMPUTER AIDED DISPATCH SYSTEM, THE FIRE RECORDS MANAGEMENT SYSTEM, AND THE AUTOMATIC VEHICLE LOCATING SYSTEM WHEREAS, Police Services, Municipal Court, Poudre Fire Authority (PFA), and Poudre Valley Hospital (PVH)are cooperatively replacing the existing Computer Aided Dispatch System, Police Records Management System, Fire Records Management System, and court computer systems; and WHEREAS, the City Council approved the lease-purchase of the Police RMS and court computer systems via Ordinance No. 18, 2000, earlier this year; and WHEREAS,the Computer Aided Dispatch system,Fire Records Management System,and Automatic Vehicle Locating system(the "Purchased Equipment") will be purchased in 2000; and WHEREAS,the City will receive$105,750 from PVH for PVH's share of the CAD system; and WHEREAS, the City will receive $574,567 from PFA for PFA's share of the Purchased Equipment, $86,277 of which is for the Automatic Vehicle Locating system; and WHEREAS,these funds need to be appropriated to complete the purchase of the Computer Aided Dispatch System,Fire Records Management System,and Automatic Vehicle Locating System this year; and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of SIX HUNDRED EIGHTY THOUSAND THREE HUNDRED SEVENTEEN DOLLARS ($680,317) for expenditure in the General Fund for the purchase of the Computer Aided Dispatch System, Fire Records Management System, and Automatic Vehicle Locating System. Introduced, considered favorably on first reading, and ordered published this 5th day of September, A.D. 2000, and to be presented for final passage on the 19th day of September, A.D. 2000.
