RECOMMENDATION: Staff recommends adoption of the Resolution. The Transportation Board unanimously recommended adoption of the minor amendments at its October 18 meeting. The Planning and Zoning Board unanimously recommended adoption of the minor amendments at its October 19 meeting. EXECUTIVE SUMMARY: Staff has compiled a list of minor changes necessary to help "clean up" the City of Fort Collins Master Street Plan. These proposed changes to the Master Street Plan consist of correcting alignments and classifications shown currently on the map to more accurately reflect actual built alignments or to reflect alignments shown in approved development plans. In addition street name changes previously approved by Council are to be amended on the Master Street Plan. These changes are minor in scope and do not require extensive public process. Master Street Plan changes as a result of approved development plans have already received public input as part of development review process. Proposed Master Street Plan Revisions. Each of the following proposed amendments to the Master Street Plan is illustrated in the attached "Master Street Plan Amendments - 4th Quarter, 2000". 1. Correct mapping error on South Overland Trail. The Minor Arterial portion of Overland Trail between County Road 38E and Horsetooth Road is located in the wrong place. It doesn't appear to be associated with any existing road on the city system and, in fact,does go through a residential area. The correct alignment of this portion of Overland Trail Road is slightly to the west of its present location, aligning with Red Fox Road. This alignment was intended to preserve right-of-way for a future trail or road connection in this area. This was a simple mapping error and will be corrected. 2. Correct mapping error on Snow Mesa Drive. This change to the Master Street Plan would correct the alignment of a Collector roadway connecting Timber Creek Drive and Harmony Road as part of the PVH South Campus development. See attached graphic showing the current Master Street Plan alignment and proposed correction in closer detail. Revisions need to be made to the Master Street Plan to reflect the accurate alignment of the roadway in question. DATE: November 7, 2000 2 ITEM NUMBER: 25 The Master Street Plan was amended in April, 2000 to reflect the addition of a north-south Collector roadway as approved as part of the Poudre Valley Hospital (PVH)South Campus development. The Collector was intended to be shown as a northward extension of Snow Mesa Drive. The road was inadvertently shown as an extension of Saw Hill Drive, which lies just east of Snow Mesa Drive. Saw Hill Drive is a cul-de-sac road with houses existing in the way of the alignment currently shown in error. 3. Reflect eastern portion of Timberwood Drive as a Collector roadway. The Master Street Plan should be corrected to reflect the portion of Timberwood Drive,east of Corbett Drive, as a Collector roadway to match"as built"conditions. Revisions need to be made to the Master Street Plan to reflect the portion of Timberwood Drive east of Corbett Drive as a Collector roadway. The Master Street Plan currently does not show the portion of Timberwood Drive, east of Corbett Drive, as a Collector roadway. The street was approved, designed, and built as a Collector roadway. The portion of Timberwood Drive west of Corbett Drive is currently shown as a Collector roadway. 4. Addition of Morningstar Way and Brightwater Drive (Richards Lake PUD) as Collector roadways. Morningstar Way and Brightwater Drive should be added to the Master Street Plan as Collector roadways to match approved development plans. Revisions need to be made to the Master Street Plan to reflect Morningstar Way and Brightwater Drive as Collector roadways to match approved development plans. As part of the Richards Lake PUD(Phase I)development,Morningstar Way and Brightwater Drive were designed and approved as Collector roadways. These two relatively short portions of road will connect to Hearthfire Way to the west and to County Road 11 to the east. 5. Change of road names in southeast quadrant of the City. Road name changes need to be made on Master Street Plan to reflect name changes made in June,2000 following Council adoption of a revised list of names in May 2000. The roads involved in this change are: • County Road 32 from the east 600 block at the intersection of Timberline Road(C.R. 11). Name changed to Carpenter Road. • County Road 36 from the east 2600 block through to the east 3000 block and from the east 2600 (350 feet east from 1/4 section corner) block through to the east 2900 block (660 feet west from the intersection with County Road 7). Name changed to Kechter Road. • County Road 7 from Horsetooth Road(the south 3600 block to the south 5000 block) south 1/2 mile past East Harmony Road. Name changed to Strauss Cabin Road. November 7, 2000 3 DATE: ITEM NUMBER: 25 • County Road 9 from the south 3300 block to the south 5000 block and the south 5400 and 5500 blocks. Name changed to Ziegler Road. 10 • County Road 11 from the south 4600 block to the south 5700 block, the south 6200 to south 6350 blocks, and the south 6800 through the south 7500 blocks. Name changed to Timberline Road. 6. Correct JFK Parkway mapping error. The alignment of JFK Parkway should be changed to match actual built condition. The current Master Street Plan incorrectly shows the alignment of JFK Parkway just north of its intersection with Harmony Road. Change map to reflect more accurate alignment of the actual roadway. 7. Extend Four-lane Arterial Designation of Ziegler Road(CR 9) to Rock Creek Drive. This change would extend the facility type designation of Ziegler Road(CR 9)as a four-lane arterial south to Rock Creek Drive, as per the approved Harmony Technology Park ODP. Transportation impacts resulting from the addition of the Harmony Technology Park ODP require that Ziegler Road (CR 9) be designed, built, and operate as a four-lane Arterial roadway. Currently,the Master Street Plan shows this portion of Ziegler Road transitioning to a Minor Arterial roadway. The developer and staff are in agreement that this portion of road needs to be a four-lane arterial. Ziegler Road will now transition to a Minor Arterial facility type south of Rock Creek Drive. 8. Correct alignment of proposed collectors in Registry Ridge, 1st Filing. The Master Street Plan currently reflects an incorrect alignment for two proposed Collector roadways approved and currently being built as part of Registry Ridge, Ist Filing. The Master Street Plan should be corrected to reflect actual built conditions for Truxun Drive and Ranger Road. RESOLUTION 2000-132 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING REVISIONS TO THE MASTER STREET PLAN WHEREAS, the City has developed and the Council has approved a City Master Street Plan, most recently updated in April 2000, as a component of the City's Transportation Master Plan; and WHEREAS, City staff has prepared revisions to the Master Street Plan that more accurately reflect actual or planned and approved roadway alignments and classifications; and WHEREAS, the Planning and Zoning Board and the Transportation Board have considered and approved the proposed revisions to the Master Street Plan and have recommended the adoption of the revised Master Street Plan; and WHEREAS, the City Council has determined that it is in the best interest of the City that said proposed revisions be made to the City Master Street Plan. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the proposed revised Master Street Plan, dated November 7, 2000, incorporated herein by this reference and on file in the office of the City Clerk, is hereby adopted by the City Council and shall hereafter be maintained in the Office of the City Clerk.
