SUBJECT
Resolution 2005-043 Determining that a Modern Roundabout is the Appropriate Type of
Intersection Improvement to be Constructed at the Crossing of Ziegler and Kechter Roads.
RECOMMENDATION
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT
Improvements are planned in conjunction with normal Street Oversizing Program roadway
construction. Funding for Street Oversizing Program improvements are through developer
participation and impact fees. Staff anticipates an appropriation ordinance to transfer funding into
a capital project account for construction to follow the determination of this Resolution.
EXECUTIVE SUMMARY
When Modern Roundabouts were first being considered for intersections in Fort Collins, City
Council requested final approval for any roundabouts being constructed. As per Resolution 2001-
120, adopted by the City Council on September 4, 2001, City Council currently requires that any
improvement to arterial intersections follow these steps:
1. Transportation staff prepares an Intersection Alternative Analysis which
addresses 6 specific criteria.
2. If Transportation staff believes a modern roundabout is the most suitable
alternative, then they send a recommendation to the City Manager.
3. The City Manager then submits a proposal to City Council for review and
final determination on the arterial intersection improvements.
Transportation staff has completed the Intersection Alternative Analysis for the Ziegler and Kechter
intersection and recommends a modern roundabout for the construction of this intersection
Ziegler and Kechter are both two-lane arterial roadways with low to moderate traffic volumes
compared to other roadways in the City. However, its location in this southeast area makes it an
important crossroad for the neighborhood. There are four schools within one mile of the

intersection, including a high school,junior high and two elementary school where the majority of
students are bussed in. Transportation staff feels safety is a key design criteria at this location.
The Street Oversizing Program is preparing to construct the last remaining leg of these roadways,
including the intersection of Ziegler/Kechter. In accordance with City policy,an alternative analysis
was completed.
The alternative analysis showed a roundabout design would reduce delays, reduce emissions, and
decrease the severity and related costs of accidents while being neutral with respect to pedestrians
and bicyclists. However, the roundabout design did have a higher cost for both construction and
right-of-way acquisition than a traditional intersection.
Staff believes that a roundabout design for this intersection would have significant benefits to traffic
flow and reduce the severity of accidents and is recommending City Council adopt this design for
construction, even though the construction cost is slightly higher.
The Transportation Board heard this proposal at their April 20,2005 meeting and voted unanimously
to endorse this plan for a modern roundabout subject to the development of a youth pedestrian safety
education plan.
Construction of Ziegler south of Kechter with its connection to Kinard Jr High will be conducted
this summer,with completion before the new 2005-06 school year. To assure that the roundabout
construction does not interfere with school traffic,the existing interim intersection with a four way
stop will remain in place until Summer 2006,when,with Council approval, the roundabout will be
installed.
BACKGROUND
In accordance with Resolution 2001-120 of the Council of the City of Fort Collins, staff has
completed its analysis of the Ziegler/Kechter intersection. Transportation staff believes that a
modern roundabout would be a suitable alternative for the improvement of this intersection and
respectfully submits such proposal to Council for its review and final determination.
There are six modern roundabouts in Fort Collins as of 2004,mostly at collector street intersections.
The proposed roundabout at Ziegler and Kechter would be the first arterial/arterial roundabout in
the City. However,many other communities in Colorado have used modern Roundabouts at arterial
intersections. A listing of roundabouts in Colorado compiled by CDOT is included.
The Ziegler and Kechter intersection was paved as an interim improvement with the Sage Creek
residential development. Existing irrigation structures in use at the time did not allow the
intersection to be built to its final configuration. The irrigation lines have since been re-routed and
final construction of the intersection has been planned in conjunction with roadway improvements
to Ziegler Road for the Kinard Junior High School.
There are four schools within one mile of this intersection where the vast majority of students are
bused in. The Fossil Ridge High School, Zach Elementary, Bacon Elementary, and the Kinard

Junior High scheduled for construction in 2006,all place morning and afternoon commuter traffic
through the intersection. Ziegler and Kechter are also the main commuter routes into and out of the
area neighborhoods, with the HP and Celestica sites one mile north of this intersection.
In accordance with City Council policy, anytime an arterial/arterial improvement is planned, an
alternative analysis of the intersection for potential placement of a roundabout is required. This
analysis was completed. It included review of intersection level of service and delay times,
automobile emissions/environmental calculations, accident severity and related costs, alternative
mode mobility, cost to construct, and spatial requirements for right-of-way acquisition. The
analysis concluded that a modern roundabout would be a suitable solution for this intersection.
Level of Service—Level of Service is a rating system based on the delay time at an intersection and
is graded A thru F. Level of Service A being the least amount of delay at 0-10 seconds and Level
of Service F being a failing intersection with over 80 seconds of delay time. At the Ziegler/Kechter
location, a traditional intersection will maintain an acceptable Level of Service"C". The modern
roundabout alternative would result in a Level of Service "A".
Automobile Emissions—With less delay time at the intersection,a modern roundabout would result
in less emissions. Staff estimates a reduction of 1.3 tons of pollutants by using the roundabout
alternative.
Accident Anal — The Insurance Institute for Highway Safety concludes injury accidents in a
roundabout are extremely rare. Comparing accidents and accident related costs,such as car damage
and bodily injury, shows the roundabout alternative saving Fort Collins citizens over $32,000 per
year. With a large number of new teenage drivers attending the adjacent high school, reducing
accidents and accident severity makes the roundabout is a better choice for intersection design.
Spatial Requirements—The traditional intersection will fit into the right-of-way already dedicated
with development. The roundabout design has been estimated to be 130 feet in diameter,requiring
the acquisition of additional right-of-way at the intersection. Some of the impacts to existing
developments can be minimized by shifting the circle somewhat. The roundabout also requires
some utilities to be relocated.
Construction Costs—The traditional intersection is slightly lower in construction costs. The modern
roundabout design is 15% higher to initially construct. The roundabout design does save some
traffic signal maintenance and operating costs,which in the long term, may offset the higher initial
cost. With this being the first experience the City has with roundabouts, extra design engineering
and consulting fees can be expected with this project. As staff becomes more familiar with the
important design parameters of these types of intersections, these additional design fees will
decrease.
Alternative Mode Mobility — The traditional intersection has a signal to assist bicyclists and
pedestrians in crossing the road. Pedestrians need to pay attention to vehicles operating in the same
phase (left turn on green). A roundabout does not have a signal, however, with slow operating
speeds(20 mph) and only one lane of traffic to cross between refuge areas,the roundabout is easily
negotiated. If this intersection were to become a"safe route to school'with either design,it would
most likely have a crossing guard to assist elementary school students.

This report has been prepared in conformance with City Council Resolution 2001-120 requiring
that an intersection analysis be completed prior to public roadway improvements being
implemented at arterial/arterial intersections. The analysis requires the operation and
construction comparisons between improvements for a traditional signalized intersection and
those of a modern roundabout. This particular analysis is for the intersection of Ziegler Road and
Kechter Road. Improvements to this intersection are currently scheduled for the summer of 2006.
Average Delay and Level of Service
Calculating and comparing the level of service (LOS) and the average delay is typical in
a traffic engineering analysis. For the analysis, the 2025 projections for the intersection
were used and only comparisons of approach delays were calculated. The morning and
afternoon peak hours are most representative of the worst-case traffic condition at the
intersection.
The traditional intersection can maintain reasonable and acceptable levels of service in
the 2025 scenario. The intersection is considered a low to moderate volume
arterial/arterial intersection and these particular levels of service are better than most
arterial/arterial intersections in the current year.
A single-lane 130-foot roundabout alternative was designed and modeled and shows LOS
A for both peak hours in the year 2020. It should be noted that no arterial/arterial
intersection in today's system is at LOS A. Based on the LOS criteria, the roundabout
satisfies the criteria better than a traffic signal and additional travel lanes

Emissions Comparisons
Three separate automobile emissions were calculated as part of the evaluation; carbon
dioxide, oxides of nitrogen, and volatile organic compounds. The emission rates are
directly tied to delay from the peak hour capacity analysis. The table below displays the
projected peak hour emissions for the two alternatives with the units given in kilograms
per hour. The roundabout alternative would result in a significant reduction in all three
emission classifications.

Construction Costs/Maintenance Costs
Construction and maintenance costs are an important factor in evaluating the differences
between the two alternatives. Conceptual estimates were developed for the construction
costs and found that there is relatively no difference in the construction costs between the
two alternatives. The conceptual cost estimates are provided on the following pages.
In terms of maintenance, the pavement maintenance aspect of the two alternatives is
considered to be neutral. However, the traditional intersection will require a traffic signal
that requires electrical power and maintenance. Currently the annual maintenance cost,
including electricity, of a traffic signal is approximately $2,500/year. Over a 20 year
period and not including inflation, the cost of maintaining the intersection would be
approximately $50,000.
Overall, the roundabout is slightly more cost efficient to the City of Fort Collins than a
traditional intersection.

Accident Analysis
A review of accident related costs was also undertaken in the alternatives analysis for the
project. The intersection is currently under stop sign control but is expected to need a
traffic signal within the next few years.
The installation of a traffic signal always increases the accident rate of an intersection. It
is reasonable to assume that if a traffic signal was installed at the intersection of
Ziegler/Kechter, the accident rate would be average for the city which is approximately
1.05 accidents per million vehicles entering the intersection. In real numbers, the number
of accidents per year could be expected to increase to approximately 7.5 accidents/year.
To obtain costs for the average accident, information from the National Safety Council
was used. In 2004, the average property damage accident cost $2,804 and the average
bodily injury accident had a cost of$9,920. The cost of a fatality was not included in the
accident analysis.
Injury accidents in a roundabout are an extremely rare occurrence (Insurance Institute for
Highway Safety, Status Report, Volume 35). However, in an effort to present a
conservative comparison, it has been assumed that .20 injuries per year may occur in the
roundabout.
The table below displays the comparison accidents and accident related costs between a
traditional intersection and a roundabout alternative. The table shows that the roundabout
is a better choice for the intersection design.

Alternative Mode Mobility
The mobility/safety of the intersection for alternative modes (bikes and pedestrians) is
basically neutral. At a signalized intersection, the bikelpedestrians have the luxury of a
signal phase to assist in crossing the road. However, the bikes and pedestrians also need

to pay attention to right and left turning vehicles operating on the same phase. In the
roundabout, although there is not a protected or specific signal phase, there is only one
direction of travel and one lane of travel to cross prior to reaching a refuge island.
Additionally, the speeds are low (approximately 20 mph) and can be easily negotiated by
a pedestrian
The mobility/safety of bicyclists and pedestrians is more than likely neutral for the two
alternatives.
Spatial Requirements
The improvements planned for the summer of 2006 include auxiliary turning lanes on all
of the approaches. The current right-of-way for the standard intersection is sufficient to
build the planned improvements. The roundabout alternative would require additional
ROW on two of the corners. There are no natural or environmental features that fall into
the impact zone under either alternative.
The spatial requirement criteria are better met with the traditional intersection.
Conclusion
Based on the above analysis, it is obvious that the roundabout would be the better
alternative to pursue. It is my professional opinion, that a roundabout at the intersection
of Kechter Road and Ziegler Road is a better short and long-term solution to the
assignment of right-of-way than a traffic signal.

RESOLUTION 2001-120
OF THE COUNCIL OF THE CITY OF FORT COLLINS
ESTABLISHING CRITERIA FOR
ARTERIAL INTERSECTION ANALYSIS
WHEREAS, some cities and states across the country have begun to construct
roundabouts at roadway intersections in place of traffic signals and auxiliary lanes; and
WHEREAS, the modem roundabout can be a safer and more efficient intersection than an
intersection controlled by traffic signals; and
WHEREAS, roundabout construction may have cost savings in both the short term
capital costs and long term operation and maintenance costs.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby determines for any major planned roadway
improvement (other than maintenance projects and improvements funded through the Pavement
Management Program) which involves an arterial/arterial or an arterial/collector intersection, an
Intersection Alternative Analysis will be conducted to, assist the Transportation staff in
determining the most appropriate improvements for the intersection in question.
Section 2. That each Intersection Alternative Analysis shall include the following
evaluations of standard intersection improvements and roundabout improvements:
• Accident Analysis — a short-term accident analysis shall be conducted for
each of the alternatives analyzed. Costs associated with accidents will be
based on data provided through the National Institute for Insurance Safety.
• Average delay — the morning, noon, and afternoon peak hours shall be
compared and analyzed through capacity analyses to determine the average
vehicle delay for each leg of the intersection. The capacity analysis shall
include 20-year traffic projections.
• Environmental Factors—an air quality comparison between a roundabout and
signalized intersection shall be included in the report.
• Cost — capital costs as well as long-term maintenance and operation costs
shall be included in the study.
• Alternative Mode Mobility — the study shall include an evaluation of
pedestrian and bicycle mobility.
• Spatial Requirements — the study shall evaluate the amount of land area
needed for each type of intersection and the costs associated with the
acquisition of the same.
Section 3. That if, after applying the foregoing criteria to a particular intersection,
Transportation staff believes that a roundabout would be the most suitable alternative for the
improvement of such intersection, the City Manager shall submit such proposal to the City
Council for its review and for a final determination of the kind of improvements to be
constructed at such intersection.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held

RESOLUTION 2005-043
OF THE COUNCIL OF THE CITY OF FORT COLLINS
DETERMINING THAT A MODERN ROUNDABOUT IS THE APPROPRIATE
TYPE OF INTERSECTION IMPROVEMENT TO BE CONSTRUCTED AT THE
CROSSING OF ZIEGLER AND KECHTER ROADS
WHEREAS, through the adoption of Resolution 2001-120 the Council has established a
policy that any time an arterial/arterial intersection in the City is planned to be improved, an
alternative analysis of the intersection for the potential placement of a roundabout is required and,
if a roundabout is recommended by City staff, a Council determination is to be made regarding the
suitability of a roundabout at such location; and
WHEREAS,intersection improvements are planned for the crossing of Ziegler and Kechter
Roads, thus triggering the analysis of the viability of a roundabout at that intersection; and
WHEREAS, as a result of the analysis conducted by the staff, the Council believes that a
modern roundabout at that intersection would result in an improved level of service with respect to
traffic delays, as well as a decrease in automobile emissions, and would reduce the severity of
accidents occurring at the intersection; and
WHEREAS,the analysis further shows that a roundabout would neither improve nor worsen
the usefulness of the intersection for alternative modes of transportation such as pedestrians and
bicyclists; and
WHEREAS, although initial construction costs would be higher for the construction of the
modern roundabout, the Council believes that the benefits of a roundabout at such location would
outweigh those additional costs.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that City staff is hereby authorized to proceed with the construction of a modern
roundabout at the intersection of Ziegler and Kechter Roads.
Passed and adopted at a regular meeting of the City Council held this 3rd day of May,A.D.
