SUBJECT:
First Reading of Ordinance No. 51, 1998, Appropriating Prior Year Reserves in the Transportation
Services Fund to be Used for Lease Purchase Payments For Control Access Parking Equipment.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
The Transportation Fund Reserve will be reduced by $13,000. This will not have a significant
impact on the long term fiscal health of the fund.

EXECUTIVE SUMMARY:
The 1996 Downtown Parking Plan included several action items designed to address downtown
parking needs through the year 2015, to improve the management and operation of the current
system of public parking, and to identify methods to fund both existing and future improvements.
One of those action items was to convert the existing parking garage to a controlled access facility
with an attendant to collect fees based on flexible hourly rates. The intent is to improve patron safety
and promote a more effective use of the total parking supply.
Bids for the equipment to implement that action item were received in January and a contract has
been awarded to Mountain Parking Equipment. The total cost of the system is $106,131. The lease
payment for 1998 is $13,000. This amount must be appropriated from Transportation Reserves to
the Parking Services Program as it was not included in the 1998 budget. This appropriation from
reserves was expected as the bid process for the equipment could not proceed in a timeframe that
allowed this lease payment to be included in the budget.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PRIOR YEAR RESERVES IN THE
TRANSPORTATION SERVICES FUND TO BE USED FOR LEASE
PURCHASE PAY"vIENTS FOR CONTROL ACCESS PARKING EQUIPMENT
WHEREAS, in 1996, City staff worked to address certain issues in connection with the
City's parking facilities and policies, including parking issues in the Colorado State University
neighborhoods and the downtown area: and
WHEREAS,the aforementioned work involved discussions with various neighborhood focus
groups, the Downtown Merchant's Association, Midtown Merchant's Association, Downtown
Development Authority, and City staff from the Land Use, Transportation, and Air Quality
Committee with the intent of developing a plan that would be a component part of the City's
Comprehensive Plan and Transportation Master Plan, and fit in with other adopted City plans; and
WHEREAS, as a result of the aforementioned efforts, staff prepared a Parking Plan for the
City of Fort Collins, which was presented to City Council on September 17, 1996; and
WHEREAS,the City Council passed Resolution 96-107, on September 17, 1996, adopting
the Parking Plan as a component of the City's Comprehensive Plan and the Transportation Master
Plan; and
WHEREAS, one of the actions identified in the Parking Plan was to convert the existing
parking garage to a controlled access facility in order to improve patron safety and promote a more
effective use of the total parking supply; and
WHEREAS, bids for the equipment needed to convert the downtown parking garage to a
controlled access facility were received in January, 1998; and
WHEREAS, the total cost of the equipment is $106,133 and is included in Ordinance No.
54, 1998, authorizing the purchasing agent to enter into an agreement for the financing by lease-
purchase and appropriating the proceeds of such financing, adopted by City Council on April 21,
1998; and
WHEREAS, the lease-purchase payment for 1998, on the aforementioned equipment, is
Thirteen Thousand Dollars ($13,000)and is not included in the Transportation Services Fund 1998
budget; and
WHEREAS, funds for the lease-purchase payments associated with the controlled access
parking equipment are available in the Transportation Services Fund prior year reserves; and
WHEREAS, Article V, Section 9. of the Charter of the City of Fort Collins permits the City
Council to appropriate by ordinance at any time during the fiscal year such funds for expenditure as
may be available from reserves accumulated in prior years,notwithstanding that such reserves were
not previously appropriated; and
WHEREAS, it is the desire of the City Council to appropriate Thirteen Thousand Dollars
($11,000) from prior year reserves in the Transportation Services Fund to be used for lease-purchase
payments on equipment needed to convert the parking garage to a controlled access facility.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from prior year reserves in the
Transportation Services Fund the sum of THIRTEEN THOUSAND DOLLARS($13,000)to be used
for lease-purchase payments on equipment needed to convert the parking garage to a controlled
access facility.
Introduced and considered favorably on first reading and ordered published this 7th day of
April, A.D. 1998, and to be presented for final passage on the 21 st of April, A.D. 1998.
