RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. At a public hearing held on March 13, 2008, the Landmark Preservation Commission voted to recommend designation of this property as a landmark for its significance to Fort Collins as a very nice example of the Mediterranean Renaissance architectural style. EXECUTIVE SUMMARY The owners of the property, Dale and Mary Eggleston, are initiating this request for Fort Collins Landmark designation for the property. The Hale House and Detached Garage qualify for individual Landmark designation under Landmark Standard(3). The buildings on the property embody many distinctive characteristics of the Mediterranean Renaissance architectural style of the early twentieth century.The house's flat roof with castellated parapets and heavy tile combines with its stucco walls, arched windows,and arched porch entrance to represent a relatively unaltered example of this form of construction.Popular in Colorado during the 1920s,homes of this style are relatively uncommon in Fort Collins. BACKGROUND Built in 1925 by H. H. Hale,a building contractor,the Hale House at one time featured a decorative classically styled rounded front potico supported by classical columns. City records do not indicate when this feature was removed from the house,but material found at the Fort Collins Museum does provide the exact nature of its dimensions, removing the need for any guesswork in future rehabilitation efforts. Building permits also indicate that a basement entrance was added on the rear right side of the house in 1943. The main structure and its accompanying garage, also built in 1925, do not appear significantly altered in other ways. In 1927, Seymour Bellairs and his wife purchased the home from the Hales. City records show that the Paul Corey family owned the home from 1932-33,but it has not been determined how long they resided in the house. Marion Bradford owned the home in 1943 when the basement entrance was June 3, 2008 -2- Item No. 24 added. In the late 1940s,the property was sold to Clyde and Margol Hutchins who were the owners until 1963 when Warren E. Garst and his wife Genevieve bought the house.This is the last recorded transaction until 1994 when M & M Investments sold the home to Dale and Mary Eggleston, the current owners seeking Landmark Designation. STATEMENT OF SIGNIFICANCE The Hale House and Garage, located at 529 S Whitcomb, are eligible for recognition as Fort Collins Landmarks under Standard 3. The property embodies many distinctive characteristics of the eclectic Mediterranean Period Renaissance architectural style of the early twentieth century. HISTORICAL INFORMATION Built in 1925, this home was originally owned by H. H. Hale, a building contractor. After two years at 529 S. Whitcomb, Hale sold the property, in 1927, to Seymour Bellairs and his wife Eleanor. City records show that, by 1932, the Paul Corey family owned the home. It has not been determined how long the Coreys resided in the house, but city records indicate that, by 1943, Marion Bradford owned the home. In the late 1940s the home was again sold to Clyde and Margol Hutchins, who owned the house until it was sold to Warren E. Garst and his wife Genevieve in 1963. From this point forward city records do not indicate who owned the property, however, in 1994 M & M Investments sold the home to Dale and Mary Eggleston, the current owners seeking Landmark designation. Revised 09-2004 Page 2 ARCHITECTURAL INFORMATION Construction Date: 1925 Architect/Builder: H. H. Hale Building Materials: Concrete foundation, wood framed. Architectural Style: Mediterranean The key to distinguishing the Mediterranean Renaissance style of architecture is the tile roof and restrained ornamentation (as opposed to the elaborate details on a Spanish Colonial structure). Popular in Colorado during the 1920s, these structures are generally stucco or brick, often painted white to contrast with the brightly colored roof tiles. Roofs are low pitched gable or flat (behind a parapet) on smaller houses and are low pitched hipped on some larger homes. Another characteristic feature is the extension of a side or front wall to form an arcaded entrance or porch. Windows are often casements, framed by wooden or wrought iron grills or small second-story balconies called balconets. Designers used the Mediterranean Renaissance style for churches, schools and residences, both on a grand scale and on more modest buildings. Mediterranean Renaissance houses, in contrast to Spanish Colonial dwellings, typically have flat or plain surfaces, few projections, and more limited ornamentation. The heavy tile roof is generally the dominant characteristic. The Hale House is a one story dwelling with a rectangular floor plan. Typical of the Mediterranean Renaissance style, it features a flat red tile and asphalt roof, and is clad in stucco. The building rests on a concrete foundation. Notable features include a castellated parapet, arched multi-light windows, and an arched porch entrance. A large open concrete porch follows the parapet design of the house. The house, at one time, featured a decorative, classically styled rounded portico, supported by decorative classical columns. This feature has been removed; however, the current owner is enthusiastic about reconstructing this element. The detached garage is a stucco building with parapet roof. Also constructed in 1925, it reflects the home's unusual architectural characteristics, and is an important element of the property's significance.
