Resolution 2005-082 Making Appointments to Various Boards and Commissions.
RECOMMENDATION
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY
Vacancies currently exist on the Air Quality Advisory Board due to the resignations of Jassen
Bowman and John Long. Applications were solicited, Councilmembers Roy and Weitkunat
reviewed the applications on file and conducted interviews. Bruce Macdonald and Gregory
McMaster are being recommended to fill the vacancies with terms to begin immediately and set to
expire on December 31, 2008 and December 31, 2009 respectively.
A vacancy also exists on the Landmark Preservation Commission due to the resignation of Janet
Ore. Applications were solicited and Councilmembers Roy and Weitkunat conducted interviews.
The Council interview team is recommending Earan Russell to fill the vacancy with a term to begin
immediately and set to expire on December 31, 2006.
The Parks and Recreation Board has a vacancy due to the resignation of Dean Hoag. Applications
were solicited and Councilmembers Ohlson and Brown conducted interviews. Scott Ohm is being
recommended to fill the vacancy with a term to begin immediately and set forth to expire on
December 31, 2006.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO
VARIOUS BOARDS AND COMMISSIONS
WHEREAS,vacancies currently exist on the Air Quality Advisory Board due to the resignations
of Jassen Bowman and John Long; and
WHEREAS, a vacancy currently exists on the Landmark Preservation Commission due to the
resignation of Janet Ore; and
WHEREAS,a vacancy currently exists on the Parks and Recreation Board due to the resignation
of Dean Hoag; and
WHEREAS, Council wishes to fill said vacancies.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following named persons are hereby appointed as a members of the following boards
and commissions, with terms to begin immediately and to expire as set forth after each name:

government for 28 years including the past 13 years with ENSR in Fort Collins. I am familiar with air quality
regulations, measurements, meteorology, and the overall reouirements for air permits in Colorado. I have a
Ph.D. in atmospheric science from Colorado State University.

Collins. including providing services to Catholic Charities Northern and Habitat for Humanity. (2001-2004).

Why do you want to become a member of this particular board or commission? I have a professional and personal
interest in preserving air quality in our community and state. The front range communities' air quality needs
to be maintained. I'd like to serve my community, and this is an area where I have extensive applicable
education and experience.
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) The Board must work with the transportation board to minimize traffic impacts on air quality, including development
of alternative transportation. The community needs to recognize that emissions from traffic are a major contributor
to air pollution in Ft Collins. and with that knowledge to support initiatives to improve transportation in the city,
including the evaluation of the vehicle inspection program.
Z) Climate change is a serious social issue, and the city is well recognized for its role in supporting renewable energy
generation. The Board can provide guidance to the city on the implications of various activities on greenhouse gas
emissions and on the effectiveness of those emissions on global climate.
3) The Board should provide advice to the city in terms of implementing regulations that are proposed or in place under
the Colorado Air Pollution Control Commission. The commission often reviews changes in regulations and needs
citizen input on many issues. The goal is to make the regulations effective but not require controls or limits that are
costly but provide little air quality benefit.
List any abilities, skills, certificates, specialized training, or interests you have which are applicable to this
board or commission:
have a Ph.D. in atmospheric science from Colorado State University, and am familiar with air quality dispersion
modeling technical issues, measurements of ambient air quality, interpretation of air quality data and issues related
to climate change.
Please specify any activities which might create a serious conflict of interest if you should be appointed to this board
or commission:
There are none at the present time. The only possibility is that if one of my clients had an issue with an air permit at
the state or with the city, I would recuse myself from providing guidance to the city on that issue. But there are none
at this time, and none is expected in the near future.

Briefly explain what you believe are the three most important issues facing this
board or commission, and how do you believe this board should address each
issue?
1) Addressing air quality issues involves complex consideration of environmental,
economic, and social components. The most important problem is always seeking
innovative solutions to reduce the debilitating polarization of differing viewpoints that
too often exists.
2) The upcoming termination of emissions testing at the end of 2006 presents challenges.
Some important questions are: 1) Will this have significant impacts on air quality? 2) If
so, how do we innovatively combine solutions from the environmental, economic, and
social components mentioned above?
3) Models are often used in addressing air quality issues. The underlying model
processes and parameters need careful examination and understanding for reliably using
these models. My advanced degrees and years of experience in programming, simulation
modeling, and systems approach will allow me to contribute to a better understanding by
the board of these models.
List any abilities, skills, licenses, certificates, specialized training, or interests you
have which are applicable to this board or commission:
Ph.D. and 30+ years of scientific research experience in the areas of ecological and
agricultural research. This involves extensive creation and use of computer simulation
models. Have taught courses in biostatistics as well.

Why do you want to become a member of this particular board or commission? I strongly believe in the preservation f
the community's historic resources that preserving significant parts of the past is an integral part of a
community's identity. Being on a City commission is also a way of giving back to the community I love
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Preservation and protection of significant resources within the community. Following the country-wide destruction of
historic resources during the Urban Renewal craze in the 1950s-60s, the National Historic Preservation Act of 1966
provided communities across the Unied States with tools to preserve historic properties. A local commission is
important as it gives a local voice to the preservation cause. Local residents know their community best and can be
advocates for the built past and prevent historic resources from being lost.
2) Education of the public regarding historic resources in the community.ln addition to protecting significant resources
the Landmark Preservation Commission can assist in educating the public about local resources and the importance
and value of those resources. People tend to value the beautiful, elegant, and rare: but without education about the
significance of the less-obvious resources, those resources can be lost. The LPC can be advocates for lesser
known resources and through advocacy educate others about the community's history.
3) Act as a liason between the public and the preservation community and activities.Act as a liason for the community,
guiding them through the process of preservation and assisting in the understanding of preservation law,
technologies, and goals. Help the community understand their responsibilities in guarding resources for the future.
Commission members should act as advocates for preservation but also work with the community to achieve the
best results for all involved.
List any abilities, skills, certificates, specialized training, or interests you have which are applicable to this
board or commission:
MS in Historic Preservation. Classes on preservation legal issues technologies planning architectural history,
archival research, and preservation design. Participated &taught hands-on preservation workshops. Helped the
Oregon State Parks develop a preservation workshop.

On occassion,the company I work for may be presenting projects to the LPC at which time I would recuse myself
from commenting or voting on such projects.

through the use of knowledge, experience & reference material.
2) Budget; Growth and Maintenance of the parks:
H appears that because of budget reasons existing parks may lose funding to do maintenance,
recreation programs and run recreation centers but yet new parks are being built which would
also require future funding for these issues. Open communication between the City Council &the
board is vital to predict if H is viable to construct a new park(s). On the new parks the proposals
should reviewed thoroughly that the most efficient means of maintaining equipment and the

3) Public Outreach &Aocesibility:
Met and listen to the public. Negotiate with the public and the designers to provide
recommendations that will benefit the public beyond a place in the community to being a part of
