RECOMMENDATION Staff recommends adoption of the Resolution. FINANCIAL IMPACT The City of Fort Collins has been awarded a Colorado State Parks grant of$350,000 funded with Great Outdoors Colorado(GOCO)State Park Funding for the development of the Power Trail south of Harmony Road. The total cost for this trail section is estimated at about $650,000. The City's share of the cost(about $300,000) is available in the Conservation Trust Fund. Funding for the annual operation and maintenance cost of the 1.4 miles of new trail is estimated at $5000 and is available in the 2009 approved Park Maintenance budget. EXECUTIVE SUMMARY This Resolution authorizes the City Manager to enter into a grant agreement with the State of Colorado Department ofNatural Resources,Division of Parks and Recreation. The grant funds will enable the City to extend the Power Trail south of Harmony to Trilby Road. BACKGROUND The Power Trail is an important north/south recreation and commuter trail for southeast Fort Collins. This grant along with City funding will make possible the extension of the Power Trail south of Harmony Road to Trilby Road. The project will result in a new trail for citizens to enjoy. The trail provides improved access to neighborhoods,schools,parks,businesses and places of employment. The continuation of the Power Trail south of Harmony Road is strongly supported by residents who will be served by the trail. The Power Trail north of Harmony Road is extremely popular by recreation and commuter users. The City has until June 20, 2010 to complete the project to meet GOCO regulations. ATTACHMENTS 1. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager is hereby authorized to enter into an intergovernmental agreement with the State of Colorado for the receipt of Colorado State Parks State Trails Program GOCO funds, to be used for the construction of a section of the Power Trail, on terms and conditions consistent with the terms of this Resolution, along with such additional terms and conditions as the City Manager, in consultation with the City Attorney, deems necessary and appropriate to protect the interests of the City.
