RECOMMENDATION Staff recommends adoption of the Resolution. Disbursements from funds in the City's Cultural Development and Programming and Tourism Programming accounts were recommended by the Cultural Resources Board at its regular meeting of June 25, 2008 for Tier#2 and Tier#3 applicants. EXECUTIVE SUMMARY The Cultural Development and Programming and Tourism Programming accounts (Fort Fund) provide grants to fund community events. This Resolution will adopt the recommendations from the Cultural Resources Board to disburse these funds. BACKGROUND The guidelines for the Cultural Development and Programming and Tourism Programming accounts (Fort Fund) provide a four-tiered funding system. Organizations may apply for grants from these accounts to fund community events. Tier#1 was established as an annual programming fund for organizations whose primary purpose is to present three or more public events annually. These groups may apply for funding from Tier#1 each April. Tier#2 allows organizations that are not eligible for Tier#1 support to apply for funding of events that are not fund-raising in nature and do not generate more than$5,000 in proceeds after expenses. Tier#3 allows organizations that are not eligible for Tier #1 support to apply for funding of events that generate more than $5,000 in proceeds after expenses and are fund-raising in nature. Applications for support from Tier#2 and Tier#3 are accepted each January and June. Tier#4 is the Cultural Entrepreneurial and Innovation Tier and aims to encourage new, larger cultural projects, that help forward the goal of increasing Fort Collins' identity as a cultural center and destination. Call to Order- (3:02 p.m.) Mr. Moran II. Consideration of agenda: A discussion with Kerry Doyle from the Museum regarding Arts and Humanities Month was added to Hot Topics From Liaisons. III. Consideration and approval of minutes of March 27, 2008: Ms.Beck-Ferkiss made a motion to accept the minutes as amended. Ms.Hixon seconded the motion.. Passed unanimously. IV. Public Input—None V. Hot Topics From Liaisons: Kerry Doyle from the Museum, discussed ideas for fall programming and special events for Arts and Humanities Month in October. She requested that the Board members provide suggestions and opinions on how to increase attendance numbers, how to better promote local celebrations, and their thoughts on new sponsors and performers. Further ideas and recommendations are to be e-mailed to her. Mr. Moran led a discussion regarding the sharply reduced funding to local organizations by Colorado Council on the Arts (CCA)and the possible ramifications to the City of Fort Collins. VI. Fort Fund Tiers 2 & 3 Discussion and Funding Recommendations: The Board discussed Fort Fund application revisions that need to be completed and posted to the website nnoprior to funding sessions. The Boardrd then then reviewed 26 grant applications for Tier 2 and 3 and developed their recommendations. Ms. Beck-Ferkiss made a motion to submit recommendations for Fort Fund disbursements to City Council as outlined in the attached spreadsheet. Ms. Hixon seconded the motion. Passed unanimously. VII. Review of past Fort Fund Events: Ms. Beck-Ferkiss reported on the Terrace and Garden Tour presented by the Junior League of Fort Collins, stating that the event was well organized, well attended and the Junior League did a great job recognizing Fort Fund.. VIII. Other Business: Ms. Stilwell presented to the attending members Jack Steele's letter of resigna ' the Cultural Resources Board. The Board would like to include an item on the July a dress the feasibility of moving the current Tier 4 application deadline and fundin i. They would also like to address revising the guidelines regarding an organizati0 ' to apply for both Tier 2 or 3 in addition to Tier 4. IX. Adjournment- m. Respectfully submitted, Gail Budner Administrative Clerk II RESOLUTION 2008-064 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE RECOMMENDATIONS OF THE CULTURAL RESOURCES BOARD REGARDING FORT FUND DISBURSEMENTS WHEREAS, the City disburses funds from the City's Cultural Development and Programming Account and Tourism Programming Account in accordance with the provisions of Section 25-244 of the City Code through its Fort Fund Program; and WHEREAS,the City's Cultural Resources Board reviews applications for Fort Fund monies and makes recommendations to the City Council in accordance with the provisions set forth in Section 2-203(3) of the City Code, and administrative guidelines for the Fort Fund program (the "Fort Fund Guidelines"); and WHEREAS, pursuant to Section 25-244 of the City Code, the Cultural Development and Programming Account was established for the purpose of funding cultural development and programming activities and the Tourism Programming Account was established for the purpose of funding tourist-related special events; and WHEREAS, at its regular meeting on June 25, 2008, the City's Cultural Resources Board recommended funding for various proposals as set forth on Exhibit "A", which is attached hereto and incorporated herein by this reference, based upon the criteria and considerations set forth in Section 2-203 and the Fort Fund Guidelines; and WHEREAS, the proposals recommended by the City's Cultural Resources Board provide a public benefit to the Fort Collins community by supporting cultural development and programming activities, and promote the utilization of public accommodations within the City; and WHEREAS, the Council wishes to adopt the recommendations of the City's Cultural Resources Board. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that funds in the total amount of FORTY EIGHT THOUSAND FIVE HUNDRED DOLLARS ($48,500)in the City's Cultural Development and Programming Account and SEVEN THOUSAND ONE HUNDRED DOLLARS ($7,100)in the City's Tourism Programming Account be distributed in accordance with the recommendations of the City's Cultural Resources Board as set forth on Exhibit "A".
