RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT The City has received two grants for the Drug Task Force from the Office of National Drug Control Policy.The first was for January 1 to December 31,2007 in the amount of$70,200. Apparently this grant was not appropriated last year. The second is for January 1 to December 31, 2008 in the amount of $101,250. There is no financial impact to the City of Fort Collins as there are no matching funds required. EXECUTIVE SUMMARY Fort Collins Police Services applied to the Office of National Drug Control Policy on behalf of the Latimer County Drug Task Force for federal grant monies to help fund the investigation of illegal narcotics activities in Larimer County. The Larimer County Drug Task Force currently includes Fort Collins Police Services, Loveland Police Department, Larimer County Sheriffs Department, Estes Park Police Department and the Colorado State University Police Department. This grant award will be used to offset overtime costs of each participating agency. As the grant administrator, Police Services will assure funding to other participating agencies for their share of the federal funds. The City has received notification of the grant awards in the amount of$70,200 for 2007 and $101,250 for 2008. This Ordinance appropriates the $70,200 and $101,250 in new federal grant money. ORDINANCE NO. 104, 2008 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE FROM THE OFFICE OF NATIONAL DRUG CONTROL POLICY IN THE GENERAL FUND FOR THE LARIMER COUNTY DRUG TASK FORCE WHEREAS, the Office of National Drug Control Policy has awarded Fort Collins Police Services ("FCPS") two grants of federal money in the amount of $70,200 and $101,250 (the "Grants") for a total of$171,450; and WHEREAS, the Grants are to be used by the Larimer County Drug Task Force (the "Task Force")to help fund the investigation of illegal narcotics activities; and WHEREAS, the Task Force consists of representatives from Fort Collins Police Services, Loveland Police Department,Larimer County Sheriffs Department,Estes Park Police Department, and the Colorado State University Police Department; and WHEREAS, the City and FCPS will administer the Grants for the Latimer County Drug Task Force; and WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the grant funds as described herein will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during the fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of ONE HUNDRED SEVENTY ONE THOUSAND FOUR HUNDRED FIFTY DOLLARS ($171,450) for expenditure, upon receipt, in the General Fund for Police Services for the Multi- jurisdictional Drug Task Force Grant Project. Introduced, considered favorably on first reading, and ordered published this 2nd day of September, A.D. 2008, and to be presented for final passage on the 16th day of September, A.D. 2008.
