SUBJECT
Resolution 2008-101 Authorizing a Grant Agreement with the State of Colorado and an
Intergovernmental Agreement with Larimer County to Receive Grant Funds from the State of
Colorado for Construction of Trails and Other Public Improvements at Soapstone Prairie Natural
Area.
RECOMMENDATION
Staff recommends adoption of the Resolution.
The Land Conservation and Stewardship Board reviewed and recommended approval of the Grant
Agreement and IGA at its regularly scheduled meeting on October 8, 2008.
FINANCIAL IMPACT
The Grant Agreement and IGA authorized by this Resolution will generate$210,000 income for the
City of Fort Collins through grant revenue from the State of Colorado, which is to be used for
construction of trails and other public improvements at Soapstone Prairie Natural Area. The Grant
Agreement requires that the facilities constructed as a part of this Project be maintained in a
reasonable state of repair for the purposes specified in the Project Grant Application for not less than
25 years.
EXECUTIVE SUMMARY
The City of Fort Collins and Larimer County have received a special cycle trails grant from the State
of Colorado's Great Outdoors Colorado(GOCO)to help fund construction of trails and other public
improvements at Soapstone Prairie Natural Area and Red Mountain Open Space. This Resolution
will authorize the City Manager to sign a Grant Agreement with the State of Colorado and enter into
an Intergovernmental Agreement(IGA)with Larimer County to facilitate acceptance and dispersal
of the funds.
BACKGROUND
In July 2008 Natural Areas Program(NAP)staff submitted a joint application with Larimer County
for a special cycle trails grant offered by the State of Colorado's Great Outdoors Colorado(GOCO).
The GOCO Board approved funding for this project on October 3, 2008 in its full amount, which

will award $210,000 to the City of Fort Collins and$340,000 to Larimer County for a total award
of$550,000. The total project is expected to cost $1,386,880. The City's share of the cost of the
project is available for expenditure in the Natural Areas Program fund.
The grant will provide funding for trails (including new trail construction and retrofitting ranch
roads, trail signs, pedestrian gates, etc) and trailhead features (vault toilets, interpretive signs,
fencing, etc.) at Soapstone Prairie Natural Area and Red Mountain Open Space. The Grant
Agreement requires that all of the elements of the project will be completed by October 2010 and
that the facilities constructed during this Project be maintained in a reasonable state of repair for the
purposes specified in the Project Grant Application for not less than 25 years. Both sites are planned
to be opened to the public on June 6, 2009.
Due to the regional nature of the project, Larimer County was the applicant and the City of Fort
Collins was the partner agency. In order to receive the grant funds from the State of Colorado,both
parties will sign a Grant Agreement with GOCO, and the City of Fort Collins and Larimer County
will need to enter into an IGA to acknowledge their partnership in the project. A copy of the Grant
Agreement and IGA are on file at the Clerk's office for review.

• Erica: In July 2008 Natural Areas Program staff submitted a joint application with
Latimer County for a special cycle trails grant offered by Great Outdoors Colorado
(GOCO). The grant would provide funding for trails and trail features at Soapstone
Prairie Natural Area and Red Mountain Space. Due to the regional nature of the project,
Latimer County was the primary applicant and the City. Fort--rCollins was the partner
agency.
GOCO staff and the GOCO project committee have recommended funding this project in
its full amount, which will award $210,000 to the City of Fort Collins and$340,000 to
Latimer County for a total award of$550,000. .On October 3, 2008 the eIi#ir8 GOCO
board formalized this decision.
Anything that we construct with the money needs to be in place for 25 years.
• Gaughan: Are you ok with the plan of the area, and are you comfortable with the 25 year
period?
• Sears: Our long range financial model takes us through 20-1.
• Erica: Daylan Figgs was in charge of the Management Planning Process, and there was a
lot of careful thought A Technical Advisory Group made up of resource experts from
the Division of Wildl¢te, J, and Jason LaBelle with the Laboratory of Public
Archaeology gave a lot of 6� ert input in the plan.
• Figgs: We surveyed a1)the alignments, and we will continue to do that while constructing
the trails.
Grooms motioned for the Land Conservation and Stewardship Board to recommend that City
Council approve:
1. The intergovernmental agreement(IGA) with Larimer County.
2. The contract with Great Outdoors Colorado (GOCO)

AUTHORIZING A GRANT AGREEMENT WITH THE STATE OF COLORADO AND AN
INTERGOVERNMENTAL AGREEMENT WITH LARIMER COUNTY TO RECEIVE
GRANT FUNDS FROM THE STATE OF COLORADO FOR CONSTRUCTION OF TRAILS
AND OTHER PUBLIC IMPROVEMENTS AT SOAPSTONE PRAIRIE NATURAL AREA
WHEREAS,the City is the owner of property known as "Soapstone Prairie Natural Area";
and
WHEREAS, the City intends to open Soapstone Prairie Natural Area for public recreation
in 2009, with trails and other public improvements available for public use; and
WHEREAS, on July 1, 2008,the City jointly applied with Larimer County for a grant from
the State of Colorado's Great Outdoors Colorado Trust Fund(GOCO)to fund a portion of the cost
of constructing trails and other public improvements at Soapstone Prairie Natural Area and the
County's Red Mountain Open Space; and
WHEREAS this construction project is called the Larimer Foothills Trail Development
Project(the "Project"); and
WHEREAS,Larimer County was the applicant for the grant and the City of Fort Collins was
the primary partner; and
WHEREAS,on October 3,2008 the GOCO Board approved the grant application in the total
amount of$550,000, of which$210,000 is allocated to the City of Fort Collins and$340,000 goes
to Larimer County; and
WHEREAS, the total cost of the Project is estimated at $1,386,880; and
WHEREAS, the City's share of the cost is available for expenditure in the Natural Areas
Program fund; and
WHEREAS, to receive the grant funds, the City must sign a Grant Agreement (the "Grant
Agreement")with the State of Colorado and enter into an intergovernmental agreement(the"Project
Agreement") with Larimer County, copies of which are on file in the office of the City Clerk and
available for public inspection; and
WHEREAS, the City is authorized, under Article II, Section 16 of the Charter of the City
of Fort Collins and Section 29-1-203, C.R.S., to enter into intergovernmental agreements, such as
the Grant Agreement and the Project Agreement, to provide any function, service or facility; and
WHEREAS,the Grant Agreement requires that the facilities constructed during this Project
be maintained in a reasonable state of repair for the purposes specified in the Project Application
for not less than 25 years; and
WHEREAS,the Grant Agreement further requires that the Project be completed by October
2010; and
WHEREAS, City staff recommends that the City Council authorize the Grant Agreement
and the Project Agreement as described herein.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Manager is hereby authorized to enter into a Grant Agreement
with the State of Colorado for the receipt of State of Colorado Great Outdoors Colorado funds, to
be used for construction of trails and other public improvements,on terms and conditions consistent
with the terms of this Resolution, along with such additional terms and conditions as the City
Manager, in consultation with the City Attorney, deems necessary and appropriate to protect the
interests of the City.
Section 2. That the City Manager is hereby authorized to enter into the Project
Agreement with Larimer County to acknowledge the City's partnership in the Larimer Foothills
Trails Development Project and outline each parry's responsibilities as identified in the Project
Application, on terms and conditions consistent with the terms of this Resolution,along with such
additional terms and conditions as the City Manager, in consultation with the City Attorney,deems
necessary and appropriate to protect the interests of the City.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 21 st
day of October A.D. 2008.
