City of Fort Collins PROCLAMATION
WHEREAS, investment in the education of talented persons, regardless of economic status,
is the cornerstone of a productive economy and democratic society; and
WHEREAS, TRIO Programs(High School Upward Bound,Student Support Services, Talent
Search Educational Opportunity Centers, Veterans Upward Bound, and the Ronald E. McNair
program) were created to serve educationally and economically disadvantaged students; and
WHEREAS,five of these TRIO Programs are located in Fort Collins at Colorado State
University; and
WHEREAS, the American public recognizes the need to balance the Nation's budget and
still believes that spending federal dollars in education is prudent and essential; and
WHEREAS, although the U.S. Secretary of Education, Mr. Richard Riley, said "They are
willing to spend on education, but they demand results,"it is true that the Federal TRIO Programs
are investing in the human talent and resources that result in the student/client completion of a post-
secondary education, thus becoming self-sufficient and no longer dependent on government
intervention for life-long support.
NOW, THEREFORE, I,Ann Azari, Mayor of the City of Fort Collins, do hereby proclaim
February 24, 1999 as
NATIONAL TRIO DAY
in the city of Fort Collins and urge our citizens to increase their awareness of the devastating impact
that federal budget reductions will have on equal education opportunities.
IN WITNESS WHEREOF, I, have hereunto set my hand and the seal of the City of Fort
