Resolution 2004-125 Supporting the City's Entry into the Great American Main Street Awards
Competition.
RECOMMENDATION
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY
This Resolution states City Council's endorsement of the City's entry into the Main Street Awards
competition sponsored by the National Trust for Historic Preservation.
BACKGROUND
Staffbelieves the redevelopment of downtown Fort Collins is a successful project that deserves entry
into this national awards competition. While several awards have been received for individual
projects in the downtown area,the Main Street competition considers the overall redevelopment of
a downtown area based upon the financial, aesthetic and redevelopment success of the project.
The award competition is open to all commercial districts for which there has been a community-
driven revitalization effort using historic preservation as a guiding principle and a comprehensive
approach. The deadline for entries is November 1,2004. Five cities are selected annually to receive
the recognition, and the 2005 winners will be announced next March.
The entry into this competition requires a resolution of support from City Council.
RESOLUTION 2004-125
OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUPPORTING THE CITY'S ENTRY INTO THE
GREAT AMERICAN MAIN STREET AWARDS COMPETITION
WHEREAS,the economic health and cultural vibrancy of downtown Fort Collins is crucial
to the overall well-being of the City of Fort Collins; and
WHEREAS,the City ofFort Collins wholeheartedly supports the revitalization ofdowntown
Fort Collins through direct investment in downtown projects;cooperative efforts with private sector
businesses;promotion of historic preservation; and partnerships with the Downtown Development
Authority and other organizations; and
WHEREAS,the City of Fort Collins has revitalized its downtown district,which effort has
resulted in expanded retail business,dining and entertainment opportunities,additional professional
office space,new and rehabilitated residential housing and a significant increase in employment in
the downtown area,
WHEREAS,the National Trust for Historic Preservation sponsors a"Great American Main
Street Award," which is open to all commercial districts for which there has been a community
driven revitalization effort using historic preservation as a guiding principal and a comprehensive
approach; and
WHEREAS, the criteria used in evaluating applications for the award are:
• Active involvement of the public and private sectors;
• Broad-based community support for the revitalization effort;
• Quality of achievements over time;
• Innovative solutions to significant problems;
• Commitment to historic preservation;
• Evolving track record of successful commercial district revitalization;
• Comprehensive revitalization effort: activity in all four points of the Main Street
Four-Point ApproachTM to commercial district revitalization;
• Economic impact of the revitalization program; and
• Successful small business development.; and
WHEREAS, the City Council believes that the revitalization of its downtown meets the
foregoing criteria; and
WHEREAS, the City's application for the award must be accompanied by a resolution of
support by the City Council.
NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City of Fort Collins hereby authorizes,and expresses its support for,the entry of
the City's downtown revitalization effort into the Great American Main Street Awards competition.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 19th
day of October, A.D. 2004.
