SUBJECT:
Items Relating to the Arapaho Bend 2nd Annexation.
RECOMMENDATION:
Staff and the Planning and Zoning Board recommend adoption of the Ordinances on Second
Reading.
EXECUTIVE SUMMARY:
A. Second Reading of Ordinance No. 238, 1998, Annexing Property Known as the Arapaho
Bend 2nd Annexation.
B. Second Reading of Ordinance No.239, 1998,Amending the Zoning Map of the City of Fort
Collins and Classifying for Zoning Purposes the Property included in the Arapaho Bend 2nd
Annexation.
On December 15, 1998.Council unanimously adopted Resolution 98-164 Setting Forth Findings of
Fact and Determinations Regarding the Arapaho Bend 2nd Annexation.
On December 15, 1998.Council also unanimously adopted Ordinance No. 238, 1998 and Ordinance
239, 1998, which annex and zone approximately 215 acres. The property is located north of East
Harmony Road, south of East Horsetooth Road, west of 1-25 and east of County Road 9._The site
is currently zoned Larimer Countv C-Commercial and 1-Industrial, and the proposed zone district
is POL-Public Open Lands.

BACKGROUND:
The Arapaho Bend 2nd Annexation is a City-owned natural area consisting of approximately 215
acres. The property is located north of East Harmony Road, south of East Horsetooth Road, west
of I-25 and east of County Road 9. The site is currently zoned Latimer County C-Commercial and
I-Industrial, and the proposed zone district is POL-Public Open Lands.
This is a voluntary annexation, located within the Urban Growth Area of the City of Fort Collins.
The City may annex property located within the Urban Growth Area Boundary, provided that the
property has 1/6th contiguity wiTthe existing Ciryboundary. The proposed Arapaho Bend 2nd
Annexation complies with this requirement. The p operry has 2,757.06 feet of its total boundary
length of 14,191.10 feet (19% conpgaous to exifiing City limits. This exceeds the minimum
2,365.18 feet required to achieve 6th contiguity.
The contiguity to existing City limits is gained from the following common boundaries:

This property is currently zoned C-Commercial and I-Industrial in Latimer County. The proposed
zoning for this annexation is the POL,Public Open Lands Zoning District. The POL,Public Open
Lands District is for large, publicly owned-parks and open lands which have a community-wide
emphasis or other characteristics which warrant inclusion under this separate designation rather than
inclusion in an adjoining neighborhood or other District designation. The purpose of the POL zone
district is:
...to accommodate,rland use,fimctions'such as;stormwater management, native
wildlife habitat and sand and gravel operations,all:of which depend primarily on
the continued functioning`xif natural ifiver systems or are incompatible with
significant urban land'development. - - "'''
The City Structure Plan designation for the area is Rural/Open Lands and Stream Corridors,and the
proposed zoning is consistent with the City Structure Plan.
FINDINGS OF FACT/CONCLUSION:
1. The annexation of this area is consistent with the policies and agreements between Larimer
County and the City of Fort Collins, as contained in the Intergovernmental Agreement for
the Fort Collins Urban Growth Area.

2. The area meets all criteria included in State law to qualify for annexation by the City of Fort
Collins.
3. The requested POL, Public Open Lands District is in conformance with the policies of the
City's Comprehensive Plan, and is consistent with the City Structure Plan.
PLANNING AND ZONING BOARD RECOMMENDATION:
On September 17, 1998,the Planning and Zoning Board held a public hearing and considered the
annexation and zoning. The Board iebommended appii valibi a`vote of 6-0.
STAFF RECOMMENDATION: '
