RECOMMENDATION: Staff recommends Council select Councilmembers to fill each vacancy and then adopt the Resolution. EXECUTIVE SUMMARY: A. Resolution 99-52 Making Board and Commission Liaison Assignments and Committee Appointments. . B. Resolution 99-51 Approving and Endorsing the Appointment of a Councilmember to the Larimer County Fair Board. Following the Council reorganization meeting in April of odd-numbered years, Councilmembers decide which of the various board and commission liaison assignments and committee appointments are of interest to them as individuals. A Resolution has been prepared so that the names of individual Councilmembers can be inserted in the blank spaces. ! A Resolution has also been prepared regarding approval and endorsement of a Council representative on the Larimer County Fair Board. Following adoption of the Resolution,a copy will be forwarded f to the Larimer County Commissioners for their consideration and action. k A grid reflecting current assignments, as well as a blank grid, are attached as planning tools for Council's use in determining assignments each Councilmember may be interested in assuming. A brief description of Council Committee functions and membership is also attached. RESOLUTION 99-52 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING BOARD AND COMMISSION LIAISON ASSIGNMENTS AND COMMITTEE APPOINTMENTS WHEREAS, the City Council appoints Councilmembers to serve as liaisons to the City's boards and commissions and the Urban Growth Area Review Board; and WHEREAS, Council has also established a number of Council committees and makes appointments to these various committees; and WHEREAS, Council is also desirous of appointing representatives to certain other organizations of which the City is a member. NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. Mayor ATTEST: City Clerk RESOLUTION 99-51 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING AND ENDORSING THE APPOINTMENT OF A COUNCILMEMBER TO THE LARIMER COUNTY FAIR BOARD WHEREAS, the Latimer County Fair Board (the "Fair Board") was established as an advisory board to the Board of County Commissioners; and WHEREAS,the responsibilities of the Fair Board include: organizing and coordinating the yearly County Fair with the County Fair Manager; submitting recommendations to the board of County Commissioners on the hiring of the County Fair Manager; interviewing applicants and recommending names for appointment to the Fair Board;and making recommendations concerning the Larimer County Fairground's growth and improvements: and WHEREAS, appointments to the Fair Board are made to provide balanced geographic representation in the County, so that committee members have an interest in the entire County fairground operation; and WHEREAS, the 12-member Board should include one representative from the City of Loveland and one representative from the City of Fort Collins; and . WHEREAS, it is the policy of the Council to reexamine its committee assignments at the regular meeting following the Council reorganization meeting in April of odd-numbered years. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Council formally approves and endorses the appointment of the following named person to the Larimer County Fair Board: Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this 20th day of April,A.D. 1999. Board X Resolution 97-66 NLC Board of Directors X NLC 2000 Census Advisory Committee X Resolution 92-39 a COUNCIL COMMITTEE FUNCTIONS AND MEMBERSHIP ETHICS REVIEW BOARD—Ordinance No. 112, 1989 Created to assist Councilmembers and board and commission members in interpreting and applying the definition, rules and procedures pertaining to ethics established by the Charter and Code and by the applicable provisions of state statue. Membership: 3 Councihnembers and one alternate. FINANCE COMMITTEE—Resolution 88-76 Created for the purpose of studying important financial issues and giving staff and Councilmembers the opportunity to study such issues prior to consideration of related legislation. Finance Committee shall review important City financial matters and present findings and recommendations to the City Council. Membership: 3 Councihnembers GOVERNANCE COMMITTEE—Resolution 93-83 Created to review the Charter of the City of Fort Collins and other governance matters on an on- going basis and to make recommendations to the Council regarding proposed changes to the City . Charter and the adoption of City ordinance related to the governance process. Membership: 3 Councilmembers GROWTH MANAGEMENT COMMITTEE—Resolution 93-186 Created to clarify the expectations and the products of growth-management related policy agenda items, monitor progress in accomplishing such items, improve communication among Council, the Planning and Zoning Boafd and staff and provide and integrated forum to address growth management issues. Membership: 3 Councilmembers HEALTH AND SAFETY COMMITTEE—Resolution 88-80 Created to review policies and issues directly related to public health and safety, including but not limited to,police, fire, and emergency services, hazardous materials, and underground chemical storage. The committee will also review staff recommendations on broad public health and safety concerns and make policy recommendations to the entire Council. Membership: 3 Councilmembers LEGISLATIVE REVIEW COMMITTEE—Resolution 89-211 Created to review and analyze proposed state and federal legislation which may affect the City's . interests, express the previously established policy determinations of the Council as applied to such legislation and refer back to the Council those issues and recommendations which are not governed by existing Council policy. Membership: 3 Councilmembers ORGANIZATIONAL DEVELOPMENT COMMITTEE—Established in 1994 Created to review the organizational structure and improve the policy development and implementation process. All of the initiatives addressed by this committee are underway and/or completed, therefore it is under consideration whether or not the need for this type of committee still exists. Membership: 3 Councilmembers UTILITIES AND TECHNOLOGY COMMITTEE—Resolution 91-134 Created to work with staff and other concerned groups for the purpose of presenting recommendations to City Council with regard to policies and guidelines relating to issues of public access to information and recovery of the costs of providing and maintaining public information systems. Membership: 3 Councilmembers COLORADO STATE UNIVERSITY LIAISON COMMITTEE—Resolution 98-159 Created to discuss and address matters of mutual interest(including land use,utility and transportation services,the enforcement of municipal ordinances,human rights) to the City and CSU. Membership: 2 Councilmembers, the City Manager and such administrative staff as the City manager may deem appropriate;the President of CSU;the President of ASCSU; the Vice- President for Administrative Services; the Vice-President for University Advancement; and the Directory of Campus Housing and Food Services. DOWNTOWN DEVELOPMENT AUTHORITY BOARD OF DIRECTORS—Ordinance No. 46, 1981 , The authority shall be a body corporate with all the purposes and powers authorized by Title 31, Article 25, Part 8, C.R.S., and all additional and supplemental powers necessary or convenient to carry out and effectuate the purposes and provisions of said statues. Membership: 9 members, 8 of which are either residents, landowners or tenants within the boundaries of the authority and 1 which is a City Councilmember; there is also one Alternate Councilmember. NORTH FRONT RANGE TRANSPORTATION AND AIR QUALITY PLANNING COUNCIL—Resolution 87-123 Created to work together with other local governments in Larimer and Weld Counties to develop transportation plans and policies that will assist in managing projected growth in a sound, cost- effective manner. Membership: elected officials from the cities of Fort Collins and Greeley as well as other governmental entities in the north front range area who voluntarily decide to participate in this process. POUDRE FIRE AUTHORITY BOARD OF DIRECTORS—Intergovernmental Agreement (IGA), dated November 3, 1987 IGA provides for the formation of an independent governmental entity for the purpose of providing fire protection services within the respective territorial limits of the parties hereto. Membership: The City shall appoint 2 members and the District shall appoint 2 members. The fifth member shall be appointed by the four other members. This fifth member has typically been the Fort Collins City Manager. POUDRE SCHOOL DISTRICT LIAISON COMMITTEE Created to achieve products and services of a higher quality than would be achieved by the City and the Poudre School District working separately, and by so doing provide quality education and municipal services for citizens of all ages at the lowest possible cost. Membership: Superintendent of Pourdre School District, 1 school board member, Larimer County Manager, Chairperson of County Commissioners, City Manager and 2 Councilmembers LARIMER COUNTY FAIR BOARD—Advisory board to the Larimer County Commissioners Created to organize and coordinate the yearly County Fair with the County Fair Manager, submit recommendations to the Board of County Commissions on the hiring of the County Fair Board Manager, interview applicants and recommend names for appointment to the Fair Board, and make recommendations concerning fairgrounds growth and improvements. Membership: Twelve member board which provides balanced geographic representation in the county which specifies 1 representative from the City of Fort Collins
