SUBJECT
Resolution 2004-119 Approving Expenditures from the Art in Public Places Reserve Account in the
Water Fund to Commission an Artist to Create Sculptural Elements for the Water Cycle Wall
Expansion Project.
RECOMMENDATION
Staff and the Art in Public Places Board recommend adoption of the Resolution.
FINANCIAL IMPACT
The Water Cycle Wall Expansion Project art budget is $37,000 to be used for design, fabrication,
installation, signage and contingency for this project.
The funds for this item have been appropriated in the Art in Public Places Reserve Account in the
Water Fund. The Art in Public Places(APP)program has a maintenance fund for the long-term care
of the APP art collection.
EXECUTIVE SUMMARY
This Resolution would approve expenditures of$37,000 for design,fabrication,installation,signage
and contingency for a project to install sculptural elements by Joe McGrane at the Water Cycle Wall
outdoor classroom site.
BACKGROUND
Section 23-303 of the Code, which was added in 1995, established the Art in Public Places (APP)
Reserve Accounts, and designated them for use in acquiring or leasing works of art, maintenance,
repair or display of works of art, and administrative expenses related to the Art in Public Places
Program, in accordance with the Art in Public Places Guidelines adopted by the Council in
Ordinance No. 20, 1995. The Council permanently adopted the Art in Public Places Program, and
reenacted City Code Chapter 23, Article IX, with certain modifications in 1998.

The Art in Public Places Board moved to select an artist for this project using an RFP process
through the City's Purchasing Department. Artist Joe McGrane was selected and worked with the
project team to create a design concept appropriate to the site. This design concept was reviewed
and recommended by the Water Cycle Wall Expansion Project team and the APP Board. The APP
Board reviewed the design for this project at the Board's regular meeting on June 16, 2004.
The artwork, entitled Water Washes the Earth is an addition to the existing Water Cycle Wall
outdoor classroom area located on Spring Creek off of Drake Road. The piece is designed to
reinforce,complement,and expand upon the interpretive themes already established at the site. The
existing sculpture Water Sculpts the Earth,by Janet Austin,and the accompanying interpretive sign,
follows the path of water as it shapes the landscape from the mountains to the plains. The proposed
art piece, Water Washes the Earth, by Joe McGrane, references the cleansing aspect of water—
specifically as it relates to water quality within the context of the Spring Creek Watershed. The
piece is playful and interactive. The piece includes three mist towers that rain down on an abstracted
landscape of flowing colored tile. Set into the tiled form are small,painted steel icons representing
common activities and elements affecting runoff and water quality. This piece will help support the
Water Utility's education goals.
The written description and drawings of the proposed work of art is attached as Attachment "A".
The final piece may vary from this description.
RESOLUTION 2004-119
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE
ACCOUNT IN THE WATER FUND TO COMMISSION AN ARTIST TO CREATE
SCULPTURAL ELEMENTS FOR THE WATER CYCLE WALL EXPANSION PROJECT
WHEREAS, the City's Water Utility has completed construction projects at sites which are
not appropriate locations for public art; and
WHEREAS, pursuant to Section 23-304 of the City Code, one percent (1%) of the funds
appropriated for those construction projects was required to be set aside in the Art in Public Places
reserve account of the Water Fund,for use in the acquisition or leasing of works of art;maintenance,
repair or display of works of art; and administrative expenses related to the Art in Public Places
Program, in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance
No. 47, 1998 (the "Guidelines"); and
WHEREAS,City Utilities staff and the Art in Public Places Board propose using these funds
to create an addition to the Water Cycle Wall outdoor classroom area located on Spring Creek off
of Drake Road, which will help support the Water Utility's education goals; and
WHEREAS, the Art in Public Places Board(the"Board") evaluated the design proposal of
artist Joe McGrane(the "Artist"), at its June 16, 2004, regular meeting, pursuant to the Guidelines;
and
WHEREAS,based on that evaluation,the Board voted to recommend the Artist's proposal
for an art piece titled "Water Washes the Earth" referencing the cleansing aspect of water,
specifically as it relates to water quality within the context of the Spring Creek Watershed,consisting
of mist towers, a landscape of colored tile, and painted steel icons representing activities and
elements affecting runoff and water quality (the "Art Project"); and
WHEREAS, the estimated cost to create the Art Project, including design, fabrication,
installation, signage and contingency for the Art Project, is $37,000; and
WHEREAS,those funds have been appropriated in the Art in Public Places reserve account
in the Water Fund; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval,because the cost of the art exceeds
$10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby finds that expenditure of funds from the Art in
Public Places reserve account in the Water Fund for the Art Project shall be for a specific utility
purpose that is beneficial to the rate payers of the utility.
Section 2. That the Council hereby authorizes the expenditure of up to THIRTY SEVEN
THOUSAND DOLLARS($37,000)from the Art in Public Places reserve account in the Water Fund
for the Art Project consisting of the art piece, "Water Washes the Earth",referencing the cleansing
aspect of water, specifically as it relates to water quality within the context of the Spring Creek
Watershed, as an addition to the Water Cycle Wall, proposed by artist Joe McGrane and reviewed
by the Art in Public Places Board on June 16, 2004.
Passed and adopted at a regular meeting of the City Council held this 5th day of October,
A.D. 2004.

The piece is integrated into its setting and draws
from the existing vocabulary of the site's design.
It is oriented to the West, incorporating views of
Horsetooth Rock and the upper Spring Creek
Watershed. A sandstone apron at the base of
the concrete wall unifies the two art pieces.
Like the layout of the concrete wall, a snaking
line of sandstone boulders traces a shifting
oxbow. It provides seating, defines a space for
the existing mural, is a separation for the new
art piece, orients views, and provides a
repetitive element that links art to the main
Spring Creek Trail.

V. Spring Canyon Community Park Presentation:
Mr.Matt Day from the Parks Planning Dept.gave an overview of the Spring Canyon Community Park Project.
The board also discussed the Southwest Pump Station project because it was suggested at a previous board
meeting to combine these projects. Discussion was had by the co mmittee.
Mr.Needham moved to combine the Spring Canyon Community Park project and the Southwest Pump
Station,to take advantage of the$8,000 design budget.
The motion was seconded by Mr.Howe.
Motion passed unanimously.
Mr.Howe moved that we put out an RFP for the combined projects.
Mr.Needham seconded the motion.

VI. Water Cycle Wall Phase II Design Presentation:
Artist Joe McGrane presented his model of the design, "Water Washes the Earth." Mr.McGrane presented a
time line,budget&description of the project.
Ms.Hixon-Cunningham moved to recommend Mr.Joe McGrane's art piece for approval at City Council.
Mr.Howe seconded the motion.
Motion passed unanimously
VII. Drake Water Reclamation Facility Proposal Review:
The selection committee reviewed proposals from 18 artists/artist teams for this project.
Mr.Howe moved that we accept Lynn Hull as the selected artist with Robert Ellison as the standby or alternate
artist.
