STUDY SESSION AGENDA
October 12, 2004 6:00 p.m.
1. Call Meeting to Order.
2. Discussion of the North College Avenue Urban Renewal Plan. (6:00 p.m.-7:00 p.m.- 10 minute
staff presentation)
Staff is requesting direction and feedback regarding the following:
• Should the North College Avenue Urban Renewal Plan make provisions to retain the
option of using either property taxes or sales taxes, or both, generated by
development/redevelopment projects to help finance infrastructure improvements within
the North College Corridor?
• Does the City Council wish to appoint a special advisory committee to advise the Council
acting as the Urban Renewal Authority's Board ofDirectors for issues related to the North
College Avenue Urban Renewal Plan?
• Does Council wish to delay the adoption of the Urban Renewal Plan so the Existing
Conditions Survey(a.k.a. "Blight Study")can be amended to extend the boundary of the
Plan east of Redwood Street to Lemay Avenue and south to Lincoln Avenue?
• Should the Urban Renewal Plan be written in such a manner as to prohibit the location
of any additional social service agencies in the North College Corridor?
3. Review of the Second Year(2005)of the Adopted 2004-2005 City Budget. (7:00 p.m-7:30 p.m.
- 5 minute staff presentation)
Council reviewed the Interim City Manager's recommended adjustments to the 2005 budget plan
as well as those recommended by the Budget Advisory Committee at the September 28, 2004
Study Session. Based upon that discussion and the direction received at this Study Session, an
appropriation ordinance for the 2005 fiscal year will be prepared.
4. Rental Licensing Alternatives. (7:30 p.m - 9:00 p.m. - 15 minute staff presentation)
Staff would like Council direction and feedback regarding the following:
• Does Council wish to proceed with the package of alternatives outlined in this document?
• What feedback is Council seeking from citizens from this point forward?
5. Other Business.
