Items Relating to the Realignment of East Vine Drive.
RECOMMENDATION:
Staff recommends the adoption of the Vine Drive realignment Option C as shown in Resolution 99-
129,Attachment 1. Staff recommends the amendment of the City Structure Plan and Mountain Vista
Subarea Plan to reflect the changes in the Master Street Plan(see Resolution 99-130,Exhibits A,B,
C and D).

EXECUTIVE SUMMARY:
A. Resolution 99-129 Amending the City's Master Street Plan Regarding East Vine Drive.
B. Resolution 99-130 Amending the City's Structure Plan Map and the Mountain Vista Subarea
Plan-Framework Plan Map,and Proposed Transportation Plan,and Related Text to Reflect
the Changes Made to the City's Master Street Plan Regarding East Vine Drive.
At Council's request, staff has prepared four options that amend the City's Master Street Plan by
realigning East Vine Drive as an arterial street in the spirit of the "Modified Vine" alignment. The
four alignment options considered are shown in Attachment I (see Resolution 99-129).
Staff recommends adoption of the Option C -Pifion South alignment.
Contingent on adoption of one of the Vine Drive realignment options, staff recommends that the
classification of the old alignment of Vine Drive from College Avenue to Redwood Street be
changed on the Master Street Plan to Minor Arterial.

If the Master Street Plan is amended,changes to other documents are also required. Staff asks that
Council fiirther support amendments to the City Structure Plan Map and Mountain Vista Subarea
Plan-Framework Plan Map, and Proposed Transportation Plan and related text as required due to
changes in the City Master Street Plan. These changes are shown in Resolution 99-130, Exhibits
A, B, C and D.
BACKGROUND:
Over the past two years, staff has conducted an extensive study to examine potential locations for
Colorado Highway 14. The Highway 14 Relocation-Northeast Fort Collins Truck Route Project
was coordinated with the Mountain Vista Subarea Plan,a plan City Council adopted earlier this year.
The joint planning efforts ensured that land use and transportation were considered essential
elements of both proposed plans as they were developed.
The modified Vine alignment was integrated into the final recommendations of the subarea,but as
a result of deferring a decision on March 16, 1999,any reference to the realignment was taken out
of the Plan. Future land use and the overall transportation system developed for the northeast
quadrant of the City will support this realignment of East Vine Drive.
The Modified Vine Alternative Route was recommended for Council's consideration by the
Technical Advisory Committee, the Citizen Advisory Committee, the Transportation Board, the
Planning and Zoning Board, City staff, and the consulting team. However, City Council declined
to approve East Vine Drive as a future site for Colorado Highway 14,but has expressed an interest
in altering the alignment of East Vine Drive.
At the August 3rd City Council meeting, staff was asked to bring back an amendment to the City's
Master Street Plan modifying the current alignment of East Vine Drive to approximate the alignment
used during the Highway 14 Relocation - Northeast Fort Collins Truck Route Project. Staff
informed Council that further study would be necessary to establish the future alignment of East
Vine Drive as an arterial street rather than the relocation of Colorado Highway 14. Staff agreed to
provide an update to the planning process within thirty days and a recommendation at the October
19th regular Council meeting.
Staff recommends Option C-Piiion South as the preferred realignment of Vine Drive as an arterial
roadway. This rationale for this recommendation is:
• Relatively straight alignment; more gridlike and direct
• Good intersection alignment with Lemay Avenue; 90 degree intersection is safest
• Generally follows property lines
• Allows for developable parcels on either side; doesn't render parcels undevelopable
Staff tookpublic comment regarding the potential arterial alignments at a September 13, 1999 public
meeting. Staff recommendations were presented to the Transportation Board at its September 15,
1999 meeting. The Transportation Board unanimously (8-0) recommended approval of the staff
recommendations. Staff recommendations were presented to the Planning and Zoning Board at its
September 16, 1999 meeting. The Planning and Zoning Board unanimously(4-0)agreed that none

of the proposed alignments were preferable to Vine Drive in its current alignment as shown in the
Master Street Plan.
FINANCIAL IMPACT:
Current Alignment
The cost of the improvements required to build Vine Drive as an arterial street as currently
designated in the Master Street Plan is projected to be$42.7 million. Of that amount,the City can
reasonably expect to receive $19.8 million from the Street Oversizing Fund and $5.1 million in
Local Street Portion contributions by development($24.9 million total). The remainder, or$17.8
million, would be the responsibility of the City.
Option A - East Vine Drive - (Coniferl
The cost of the improvements required to build an arterial street as Option A on the East Vine Drive
-Conifer alignment is projected to be$45.4 million. Of that amount,the City can reasonably expect
to receive $19.8 million from the Street Oversizing Fund and $5.1 million in Local Street Portion
contributions by development($24.9 million total). The remainder,or$20.5 million,would be the
responsibility of the City.
Option B - East Vine Drive - (Pinon North)
The cost of the improvements required to build an arterial street as Option B on the East Vine Drive-
Pinon North alignment is projected to be $45 million. Of that amount, the City can reasonably
expect to receive $19.8 million from the Street Oversizing Fund and $5.1 million in Local Street
Portion contributions by development on the north side of the street ($24.9 million total). The
remainder, or $20.1 million,would be the responsibility of the City.
Option C - East Vine Drive - (Pinon South)
The cost of the improvements required to build an arterial street as Option C on the East Vine Drive-
Pinon South alignment is projected to be $44.8 million. Of that amount, the City can reasonably
expect to receive $19.8 million from the Street Oversizing Fund and $5.1 million in Local Street
Portion contributions by development on the north side of the street ($24.9 million total). The
remainder, or $19.9 million, would be the responsibility of the City.
Option D - East Vine Drive - (Pinon Central)
The cost of the improvements required to build an arterial street as Option D on the East Vine Drive
- Pinon Central alignment is projected to be $45 million. Of that amount,the City can reasonably
expect to receive $19.8 million from the Street Oversizing Fund and $5.1 million in Local Street
Portion contributions by development on the north side of the street ($24.9 million total). The
remainder, or $20.I million, would be the responsibility of the City.
• RESOLUTION 99-129
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING THE CITY'S MASTER STREET PLAN
REGARDING EAST VINE DRIVE
WHEREAS, the City's Land Use Code requires that all new development provide for or
accommodate the streets and transportation facilities identified on the City's Master Street Plan that
are associated with the development plan; and
WHEREAS,new development continues to occur throughout the northeast quadrant of the
City; and
WHEREAS,the Master Street Plan presently shows Vine Drive, from its intersection with
Interstate Highway 25 west to its intersection with College Avenue, as a future arterial (the "Vine
Drive Arterial"); and
WHEREAS,the City's staff has, during the course of studying an alternative truck route in
the northeast quadrant of the City,developed several possible options for an alternative route for East
Vine Drive,which options are identified on Attachment 1,attached hereto and incorporated herein
by this reference; and
• WHEREAS,the Council has chosen not to designate the Modified Vine Alternative as an
alternative truck route; and
WHEREAS,the Council nonetheless believes that the alignment of East Vine Drive should
be modified and that the modified route should become the route for a future arterial street and
should be substituted for the Vine Drive arterial as presently shown on the Master Street Plan; and
WHEREAS, for the foregoing reasons, the Council has determined that it is in the best
interests of the City that the Master Street Plan be amended so as to change the location of the Vine
Drive Arterial to the alternative route selected below.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Master Street Plan of the City is hereby amended to show the future
four-lane arterial roadway to be known as "Vine Drive" as said roadway is identified in Option C
on Attachment 1.
Section 2. That the Master Street Plan shall be further amended so as to change the
designation of that portion of the existing Vine Drive arterial from its intersection with College
Avenue and continuing east to its intersection with Redwood Street to the classification as a"minor
arterial"roadway,as more particularly described on Attachment 2,attached hereto and incorporated
herein by this reference.

AMENDING THE CITY'S STRUCTURE PLAN MAP, AND THE
MOUNTAIN VISTA SUBAREA PLAN-FRAMEWORK PLAN MAP, AND
PROPOSED TRANSPORTATION PLAN,AND RELATED TEXT TO REFLECT
THE CHANGES MADE TO THE CITY'S MASTER STREET PLAN
REGARDING EAST VINE DRIVE
WHEREAS,pursuant to Resolution 99-129 adopted by the City Council this same date,the
alignment of East Vine Drive has been changed; and
WHEREAS, said changes to East Vine Drive necessitate further amendments to the City's
Structure Plan Map, the Mountain Vista Subarea Plan-Framework Plan Map, and the Proposed
Transportation Plan and related text.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City's Structure Plan Map is hereby amended to reflect the re-
alignment of the transit route along East Vine Drive, as identified on Exhibit"A", attached hereto
and incorporated herein by this reference.
• Section 2. That the Mountain Vista Subarea Plan-Framework Plan Map is hereby
amended to reflect the alignment of East Vine Drive, as identified on Exhibit`B", attached hereto
and incorporated herein by this reference.
Section3. That the Mountain Vista Subarea Plan-Proposed Transportation Plan is hereby
amended to reflect the alignment of East Vine Drive, as identified on Exhibit"C", attached hereto
and incorporated herein by this reference.
Sectior14. That Section 5.3.1 (Street Improvements)ofthe Mountain Vista S ubarea Plan
is hereby repealed and readopted to read as shown in Option C on Exhibit"D", attached hereto and
incorporated herein by this reference.

Proposed Amendment to Chapter 5
5.3.1 Street Improvements
Option A- (Conifer Street):
• East Vine Drive is programmed by the City to be expanded to a four(4) lane Arterial
Street as described on the Master Street Plan. The current alignment of East Vine Drive
will be modified extending west from the proposed Interstate 25 interchange location,
connecting to the current alignment at the intersection of Timberline Drive, incorporating
a new alignment extending northwest to intersect with the proposed Lemay Avenue bi-
pass and continuing to North College Avenue at Conifer Street.
Option B- (PM'-On Street North):
• East Vine Drive is programmed by the City to be expanded to a four(4) lane Arterial
Street as described on the Master Street Plan. The current alignment of East Vine Drive
will be modified extending west from the proposed Interstate 25 interchange location,
connecting to the current alignment at the intersection of Timberline Drive, incorporating
a new alignment extending northwest to intersect with the proposed Lemay Avenue bi-
pass and continuing directly west to intersect with North College Avenue at Pinon Street.
Option C- (Pinon Street South):
• East Vine Drive is programmed by the City to be expanded to a four(4) lane Arterial
Street as described on the Master Street Plan. The current alignment of East Vine Drive
will be modified extending west from the proposed Interstate 25 interchange location,
connecting to the current alignment at the intersection of Timberline Drive, incorporating
a new alignment extending northwest from Timberline Drive through the intersection of
the proposed Lemay Avenue bi-pass and continuing west to intersect with North College
Avenue at Pm—on Street.
Option D- (PM—on Street Central):
• East Vine Drive is programmed by the City to be expanded to a four(4) lane Arterial
Street as described on the Master Street Plan. The current alignment of East Vine Drive
will be modified extending west from the proposed Interstate 25 interchange location,
connecting to the current alignment at the intersection of Timberline Drive, incorporating
a new alignment extending northwest to intersect with the proposed Lemay Avenue bi-
pass and continuing west to intersect with North College Avenue at Pinon Street.
