STUDY SESSION AGENDA
November 30, 2004
1. Call Meeting to Order.
2. Building, on Basics (BCC Renewal). (1 1/4 hours - 15 minute staff presentation)
6:00 p.m.
The purpose of this Study Session item is to discuss the Building on Basics 2005 Capital
Improvement Program. Since the September 14, 2004 Study Session, staff has worked on
developing its recommendations to Council regarding how to proceed with the Building on Basics
program. Staff has specifically focused on the issue of funding Operations and Maintenance
costs, and has developed several options for Council consideration.
Transfort Update. (30 minutes - 12 minute staff presentation)
The purpose of this Study Session item is to provide Council with a review of the Transfort and
Dial -A -Ride System and to determine if there are operational procedures or issues on which
Council needs further information.
4. Update on Street Oversizing Fees. (45 minutess - 15 minute staff presentation)
The Street Oversizing Program continues to be a financially viable program for constructing
transportation infrastructure in newly -developing areas. Periodic recalculations of the Street
Oversizing fee schedule are necessary to ensure that fee revenues will be sufficient to pay for the
cost of future improvements that the program will be constructing.
At the present time, staff is requesting Council consider only routine revisions to the Street
Oversizing Program. Staff is proposing a 13.8% increase to the Street Oversizing Fee. These
routine updates are required to recover costs and keep the program solvent.
Land Use Code Changes - Raptor Buffers (1 1/4 hours - 10 minute staff presentation)
Staff recently was asked by four Council members to propose significant modifications of Red-
tailed and Swainson's hawk nest buffer standards contained within Section 3.4.1 of the Land Use
Code. Last summer, Council adopted several changes to Section 3.4.1 of the Code; among the
most significant changes were those to the buffer standards for Red-tailed and Swainson's hawk
nest sites. At that time, staff attempted to accommodate varying points of view on how best to
modify these standards and developed a proposal with significant input from a subcommittee of
the Natural Resources Advisory Board, as well as further public outreach with the development
interests and other parties. Council adopted the changes proposed by staff, although some
members of Council expressed serious reservations.
