RECOMMENDATION The Landmark Preservation Commission and staff recommend adoption of the Ordinance on First Reading. At a public hearing held on January 12, 2005, the Landmark Preservation Commission voted 6-0 to recommend designation of this property as a landmark for its architectural significance to Fort Collins under Standard 3. EXECUTIVE SUMMARY The Dukes/Dunlap property contains both a house and garage. At its December 8, 2004 meeting, the Landmark Preservation Commission found the house to be eligible for Landmark designation, and forwarded this recommendation to Council. On January 18, 2005, Council adopted Ordinance No. 003, 2005 on Second Reading, designating the Dukes/Dunlap House as a Fort Collins Landmark. The property owner, Mona Frayer, is requesting that the garage also be designated as a Landmark. At the Landmark Preservation Commission's January 12 meeting, Ms. Frayer provided detailed information on the history and architecture of the Dukes/Dunlap Garage. The Commission found that the garage is eligible for Landmark designation,and passed Resolution 3-2005,recommending this designation to Council. Qualifying under Standard 3, the Dukes/Dunlap Garage embodies the distinctive characteristics of a type, period, and method of construction, and contributes to the historical and architectural significance of both the Dukes/Dunlap property and of the Fort Collins community. Further, the Dukes/Dunlap Garage exhibits excellent integrity, retaining all seven qualities of location, design, setting, materials, workmanship, feeling, and association. BACKGROUND Based upon an evaluation of the construction materials and methods,the Dukes/Dunlap Garage was built between c.1920 and c.1930,well within the property's period of significance. The garage was likely constructed for the second owners of the property,the Samuel Dunlap family, who lived here for approximately twenty-five years,between 1908 and c.1933. The wood-frame,detached,single- car garage features narrow horizontal drop siding, painted white. The front gabled roof is of grey asphalt shingles. The garage, designed to allow a car to pass completely through, contains two February 1, 2005 -2- Item No. 20 sliding automotive doors,one located off of the alley on the west elevation,and the other on the east elevation, facing the house. These two doors are mounted on original hardware. On the southeast elevation,a shed roof addition was created by a partial extension of the roof,forming an"ell." This addition, enclosed with the same horizontal drop siding as the main, serves as a storage area. At a later time,the open portion of the"ell"was enclosed,with a wall of horizontal wooden planks below a section of vertical board and batten. This addition, although historic,was poorly constructed,and shows evidence of deterioration and structural failure. The applicant intends to remove this addition, returning the garage to its earlier appearance. ORDINANCE NO. 017, 2005 OF THE COUNCIL OF THE CITY OF FORT COLLINS DESIGNATING THE DUKES/DUNLAP GARAGE, 501 STOVER STREET, FORT COLLINS, COLORADO, AS A FORT COLLINS LANDMARK PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a public policy encouraging the protection, enhancement and perpetuation of landmarks within the City; and WHEREAS,by Resolution dated January 12,2005 the Landmark Preservation Commission (the "Commission") has determined that the Dukes/Dunlap Garage has individual significance to Fort Collins under Landmark Designation Standard(3),embodying the distinctive characteristics of a type, period, and method of construction, with excellent integrity; and WHEREAS, the Commission has further determined that said property meets the criteria of a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and has recommended to the City Council that said property be designated by the City Council as a landmark; and WHEREAS, the owner of the property has consented to such landmark designation; and WHEREAS, such landmark designation will preserve the property's significance to the community; and WHEREAS, the City Council has reviewed the recommendation of the Commission and desires to approve such recommendation and designate said property as a landmark. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the property, historically known as the Dukes/Dunlap Garage, located in the City of Fort Collins, Larimer County, Colorado, described as follows, to wit: North Half of Lot 4, Block 175, City of Fort Collins also known as 501 Stover Street is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of Fort Collins. That the Secretary of the Interior's standards and guidelines for the treatment of historic properties will serve as the standards by which alterations, additions and other changes to the buildings and structures located upon the above described property will be reviewed for compliance with Chapter 14, Article III, of the Code of the City of Fort Collins. Significance and Physical Integrity: Independent of the landmarked Dukes/Dunlap House, the Dukes/Dunlap Garage qualifies in its own right for designation as a Fort Collins Landmark, under Designation Standard 3. The garage embodies the distinctive characteristics of a type, period, and method of construction, and contributes to the historical and architectural significance of both the Dukes/Dunlap property and of the Fort Collins community. Further, the Dukes/Dunlap Garage exhibits excellent integrity, retaining all seven qualities of location, design, setting, materials, workmanship, feeling, and association. On December 8, 2004, the Commission considered the Landmark designation of the Dukes/Dunlap property at 501 Stover Street. The property contains both a house,built c.1898, and the garage, built c.1925. The Commission found the house to be eligible for Landmark designation, and passed Resolution 7-2004, recommending this designation to Council. However, the Commission felt that there was insufficient information provided to determine the eligibility of the Dukes/Dunlap Garage. Mona Frayer, the property's owner, has supplied the additional information regarding the garage, and requests that the Commission recommend the Dukes/Dunlap Garage to Council for designation as a Fort Collins Landmark. The structure embodies the distinctive characteristics of a type, period, and method of construction, and contributes to the historical and architectural significance of both the Dukes/Dunlap property and of the community. The Dukes/Dunlap Garage exhibits excellent integrity,retaining all seven qualities: Location, design, setting, materials,workmanship, feeling, and association. HISTORICAL INFORMATION According to the Fort Collins City Directories, the first owners of this property were J.F. and Lillie M. Dukes, listed in the 1902 directory. Mr. Duke was a partner in the firm of Dukes and Woodring, professional painters, located at 201 Jefferson Street. By 1908, the property had changed owners. The new owners were the Samuel Dunlap family, who owned the property for approximately twenty-five years, until c.1933. The Dunlaps were likely responsible for the construction of the garage. 501 Stover was sold several times over the next twenty years, before being purchased in the mid- to late- 1950s by LeRoy T. and A. Revah (or Renah) Penfold. After approximately fifteen years of ownership, the Penfolds moved, and the property became a rental. The new owner, Mona Frayer, a Certified Public Accountant, intends to restore and rehabilitate the property as her office. Significance and Physical Integrity: Constructed circa 1900, the Dukes/Dunlap House is an interesting variation of Victorian domestic architecture. The house and its associated garage qualify for individual Landmark designation as a Fort Collins Landmark property under Preservation Standard 3. The property embodies the distinctive characteristics of a type, period, and method of construction, and contributes to the historical and architectural significance of Fort Collins. According to the Fort Collins City Directories, the first owners of this property were J.F. and Lillie M. Dukes, listed in the 1902 directory. The new residents were the Samuel Dunlap family. Mr. Dunlap was also a painter, employed by the firm of Pfeffer and Swigart. He and his wife Hattie A. had at least three children, Raymond R.,Mabel M., and Ada. By 1922, both Samuel and his son Ray(who by now had married and owned the home across the street at 506 Stover)had been hired as fireman for the city's Fire Department. Samuel and Hattie continued to reside at this location for approximately twenty-fives years, until 1933. Ray,who had by now become a Captain for the Fire Department, continued to live across the street for several more years. Other owners of interest were the LeRoy T. and A. Revah (or Renah) Penfold,who lived in the home from the mid-1950s until the late 1960s or early 1970s. LeRoy worked as a "male nurse" for the Larimer County Hospital, now Poudre Valley Hospital. By 1963, he was listed as a registered nurse. After approximately fifteen years of ownership, the Penfolds moved, and the house became a rental, a use it still serves. The applicant, Mona Frayer, a Certified Public Accountant, is currently under contract to purchase the property to restore and rehabilitate as her office. The Dukes/Dunlap home was constructed in the late 1890s or very early 1900s, appearing in historical records as early as 1902. It is a very nice example of Folk Victorian/Late 19`h-Early 20`h Century Vernacular architecture. The home features a hipped roof, with a side-gable rear wing. The fagade has a windowless gable decorated with imbricated shingles in a variety of patterns. The projecting open front porch features turned spindle posts supporting a half hipped roof. This porch also retains its historic turned spindle posts. The gable on the rear wing sports imbricated shingles and cornice returns. Windows are vertically oriented, and are predominately narrow, one-over-one double- hung. The only alteration of note to the house was the circa 1940s addition of wavy asbestos-shingle siding over the original wood. The applicant intends to remove this siding, exposing and restoring the original cladding material. The Dukes/Dunlap property contains a detached single-car garage, with a later,poorly constructed lean-to addition. The garage itself contributes to the historic and architectural character of the property. Historic features of note include the wooden drop siding, and the sliding door with original hardware. RECOMMENDATION: Staff recommends the Commission finds that the Dukes/Dunlap House and Garage at 501 Stover Street meets the requirements for designation as a Fort Collins Landmark under Landmark Standard 3, and recommend the property to City Council for designation as a Fort Collins Landmark. STATEMENT OF SIGNIFICANCE Constructed circa 1900, the Dukes/Dunlap House is an interesting variation of Victorian domestic architecture. The house and its associated garage qualify for individual Landmark designation as a Fort Collins Landmark property under Preservation Standard 3. The property embodies the distinctive characteristics of a type, period, and method of construction, and contributes to the historical and architectural significance of Fort Collins. HISTORICAL INFORMATION According to the Fort Collins City Directories, the first owners of this property were J.F. and Lillie M. Dukes,listed in the 1902 directory. Mr. Duke was a partner in the firm of Dukes and Woodring, professional painters, located at 201 Jefferson Street. By 1908, the property had changed owners. The new owners were the Samuel Dunlap family. Mr. Dunlap was also a painter, employed by the firm of Pfeffer and Swigart. He and his wife Hattie A. had at least three children, Raymond R., Mabel M., and Ada. In 1909-10, Ray and Ada are listed as students, while Mabel is employed as a laundress. Two years later, Ray is a traveling salesman, while Ada works as a bookkeeper for the Johnston Creamery. By 1922, both Samuel and his son Ray(who by now had married and owned the home across the street at 506 Stover) had been hired as fireman for the city's Fire Department. Samuel and Hattie continued to reside at this location through the 1920s. The 1933 Directory lists this house as vacant. Ray, who had by now become a Captain for the Fire Department, continued to live across the street for several more years. Revised 05-2002 Page 2 Following the approximately twenty-five year ownership of the Dunlaps, 501 Stover was next occupied by Henry and Florence Schafer, along with their fifteen year old daughter Leona, and six year old son Robert Lee. In 1948, the Grant Boam family lived here, followed in the early 1950s by Claud F. and Elizabeth B. Rieman and their two children. Mr. Rieman was a mechanic for the National Forest Service. The Rieman owned the property for only a couple of years before they,in turn, sold the property to LeRoy T. and A. Revah(or Renah)Penfold. LeRoy worked as a"male nurse"for the Larimer County Hospital,now Poudre Valley Hospital. By 1963,he is listed as a registered nurse. After approximately fifteen years of ownership, the Penfolds moved, and the house became a rental, a use it still serves. The applicant,Mona Frayer, a Certified Public Accountant,is currently under contract to purchase the property to restore and rehabilitate as her office. ARCHITECTURAL DESCRIPTION The Dukes/Dunlap home was constructed in the late 1890s or very early 1900s, appearing in historical records as early as 1902. It is a very nice example of Folk Victorian/Late 19`h-Early 20"' Century Vernacular architecture. The home features a hipped roof,with a side-gable rear wing. The fNade has a windowless gable decorated with imbricated shingles in a variety of patterns. The projecting open front porch features turned spindle posts supporting a half hipped roof. A second porch is located on the north elevation, at the junction of the main home and wing. This porch also retains its historic turned spindle posts. The gable on the rear wing sports imbricated shingles and cornice returns. Windows are vertically oriented, and are predominately narrow, one-over-one double-hung. The only alteration of note to the house was the circa 1940s addition of wavy asbestos-shingle siding over the original wood. The applicant intends to remove this siding, exposing and restoring the original cladding material. The Dukes/Dunlap property contains a detached single- car garage,with a later, poorly constructed lean-to addition. The garage itself contributes to the historic and architectural character of the property. Historic features of note include the wooden drop siding, and the sliding door with original hardware.
