Items Pertaining to the Mason Transportation Corridor Trail Project.
RECOMMENDATION
Staff recommends adoption of the Resolution and Ordinance on First Reading.
FINANCIAL IMPACT
CDOT has awarded a Surface Transportation — Urban (STU) grant to the City of Fort Collins to help
build the Mason Transportation Corridor (MTC) Trail Project. This new grant funding will be added to
the existing Building Community Choices (BCC) funds and the other grant funds received for this
project.

This new grant from CDOT will fund the design of the MTC Trail north from the Spring Creek Trail
to connect with the Colorado State University campus. The matching funds for this grant will be
provided out of the existing BCC funds for the MTC project. In the future, the City will continue to
pursue additional grant funding to cover the construction costs for this segment of the MTC Trail.
EXECUTIVE SUMMARY
A. Resolution 2005-005 Authorizing the Mayor to Enter into an Intergovernmental Agreement
with the Colorado Department of Transportation in order for the City to Receive Grant Funding
for the Mason Transportation Corridor Trail Project.
B. First Reading of Ordinance No. 012, 2005, Appropriating Unanticipated Revenue in the
Building Community Choices Capital Projects Fund - Mason Transportation Corridor Trail
Design - Spring Creek Trail North Project for Design of the Mason Transportation Corridor
Trail North from the Spring Creek Trail and Connecting With the Colorado State University
Campus.

These Council actions will authorize the Mayor to enter into an agreement with the Colorado
Department of Transportation (CDOT) for the City to receive the grant for the Mason Transportation
Corridor (MTC) Trail project as well as appropriate these new grant funds into the project's budget.
This new grant from CDOT will fund the design of the MTC Trail north from the Spring Creek Trail
to connect with the Colorado State University campus. In the future, the City will continue to pursue
additional grant funding to cover the construction costs for this segment of the MTC Trail. This
extension of the MTC Trail northward from the Spring Creek Trail is consistent with the adopted
Master Plan for the Mason Transportation Corridor Project.
BACKGROUND
The MTC bicycle/pedestrian trail system will be a significant enhancement for the Fort Collins
community, offering a convenient north/south route for cyclists and pedestrians along the Burlington
Northern Santa Fe railroad corridor.
This new grant funding provided by CDOT and the North Front Range Metropolitan Planning
Organization (MPO) will fund the design of the MTC trail north from the Spring Creek trail to connect
with the Colorado State University campus. This extension of the MTC trail northward from the
Spring Creek trail is consistent with the adopted Master Plan for the Mason Transportation Corridor
project.
The trail design will include a 12' concrete trail with soft shoulders for joggers/pedestrians, plus a
grade-separated crossing of Prospect Road as well as other interim-level roadway crossing
improvements if necessary such as pedestrian/cyclist activated crossing signal. The ultimate goal is to
design the project to best serve pedestrians and cyclists of all ability levels as well as minimize any
impacts to the east/west vehicular traffic on Prospect Road. The City will continue to pursue any
funding options that include federal, state and local sources, as well as public-private partnerships, to
construct this segment of the MTC trail project.
The City will not be proceeding with the other elements of the MTC at this time, such as the transit
element of the corridor — the Bus Rapid Transit (BRT) system - or conversion of Mason and Howes
Streets to two-way travel in the downtown area. These elements of the MTC will be designed and
built in the future based upon community support and additional funding opportunities.
The MTC trail was committed to and funded by the 1997 "Building Community Choices" 1/4 cent
sales tax and by previous grants from the Colorado Department of Transportation and the North Front
Range Transportation & Air Quality Planning Council. In addition, the MTC trail project has been
awarded additional grant funds from Great Outdoors Colorado.

RESOLUTION 2005-005
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL
AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION
IN ORDER FOR THE CITY TO RECEIVE GRANT FUNDING FOR THE
MASON TRANSPORTATION CORRIDOR TRAIL PROJECT
WHEREAS,the Colorado Department of Transportation("CDOT")has awarded a$251,585
Surface Transportation-Urban grant to the City to assist in funding the design of the Mason
Transportation Corridor("MTC")trail project north from the Spring Creek Trail to connect with the
Colorado State University campus, on condition that the City supply matching funds in the amount
of$61,415; and
WHEREAS, the Council has determined that it is in the best interest of the City that the
Mayor enter into an agreement with CDOT in order for the City to receive the $251,585 in grant
funding for the MTC trail project.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that, contingent upon Council appropriation of funds therefor, the Mayor is hereby
authorized to enter into an agreement with the Colorado Department of Transportation in order for
the City to receive a grant in the sum of $251,585 to assist in the funding of the Mason
Transportation Corridor bicycle/pedestrian trail project.
Passed and adopted at a regular meeting of the City Council held this 1st day of February,
A.D. 2005.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE
BUILDING COMMUNITY CHOICES CAPITAL PROJECTS FUND - MASON
TRANSPORTATION CORRIDOR TRAIL DESIGN - SPRING CREEK TRAIL NORTH
PROJECT FOR DESIGN OF THE MASON TRANSPORTATION CORRIDOR
TRAIL NORTH FROM THE SPRING CREEK TRAIL AND CONNECTING
WITH THE COLORADO STATE UNIVERSITY CAMPUS
WHEREAS, on April 8, 1997, the voters of the City approved Ordinance No. 30, 1997,
authorizing the imposition of a quarter cent sales and use tax for the purpose of generating revenues
to construct certain transportation projects described in the Building Community Choices("BCC")
capital improvement program; and
WHEREAS, one such project approved for funding by the voters was the Mason
Transportation Corridor project, Phases 1 and 2; and
WHEREAS, included within the scope of the Mason Transportation Corridor ("MTC")
project is the construction of a bicycle/pedestrian trail(approximately 3.5 miles)along Mason Street
from the Spring Creek Trail south to the Fossil Creek Trail, offering a convenient north/south route
for cyclists and pedestrians along the Burlington Northern Santa Fe railroad corridor, and including
signalized street crossings at Harmony, Horsetooth, and Drake Roads; and
WHEREAS, the Colorado Department of Transportation ("CDOT") has awarded the City
a Surface Transportation-Urban ("STU")grant,totaling$251,585,to assist in funding the design of
the MTC trail project north from Spring Creek Trail to connect with the Colorado State University
campus, contingent upon the City providing local matching funds in the amount of$61,415; and
WHEREAS, the City Council adopted Resolution 2005-005, on February 1, 2005,
authorizing the City to enter into an intergovernmental agreement with the Colorado Department of
Transportation for the receipt of STU funds to be used for the design of the MTC trail project north
from Spring Creek Trail to connect with the Colorado State University campus; and
WHEREAS, the extension of the MTC trail northward from the Spring Creek Trail and
connecting with the Colorado State University campus is consistent with the adopted Master Plan
for the MTC project; and
WHEREAS,the City will pursue funding options including federal,state,and local sources,
as well as public-private partnerships, to construct the aforementioned segment of the MTC trail
project; and
WHEREAS, Article V,Section 9, of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of proceeds from the Great
Outdoors Colorado grant as described herein will not cause the total amount appropriated in the
Capital Projects Fund - Mason Transportation Corridor project to exceed the current estimate of
actual and anticipated revenues to be received during the fiscal year; and
WHEREAS, it is the desire of the Council to appropriate the sum of$251,585 from CDOT
STU funds to be used for the design of the MTC trail project north from Spring Creek Trail to
connect with the Colorado State University campus.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the
Building Community Choices Capital Projects Fund-Mason Transportation Corridor Trail Design-
Spring Creek Trail North capital project,the sum of TWO HUNDRED FIFTY-ONE THOUSAND
FIVE HUNDRED EIGHTY-FIVE DOLLARS ($251,585) from Colorado Department of
Transportation, Surface Transportation-Urban grant proceeds to be used for the design of the MTC
trail project north from Spring Creek Trail to connect with the Colorado State University campus.
Introduced, considered favorably on first reading, and ordered published this 1st day of
February, A.D. 2005, and to be presented for final passage on the 15th day of February,A.D. 2005.
