FINANCIAL IMPACT: S The City has received a grant in the amount of$87,695 for the procurement of equipment and itechnology related to basic law enforcement functions from the U.S. Department of Justice, Local • Law Enforcement Block Grant(LLEBG). The grant requires a cash match of$9,744,which will be met by the existing Police Service budget. EXECUTIVE SUMMARY: Fort Collins Police Services has been awarded a grant under the U. S. Department of Justice,Local Law Enforcement Block Grant program(LLEBG)in the amount of$87,695 for the procurement of equipment and technology related to basic law enforcement functions. A local cash match of$9,744 is required and will be met by the existing Police Services budget. The grant funds will be used as follows: $ 4,000 - TRAK(Technology to Recover Abducted Kids) System software. $ 5,000 - Weapon Site night vision rifle scope. $ 28,000 - Printr-A Photo Imaging System upgrade and enhancements. $ 10,000 - Audio/visual presentation equipment $ 50,439 - Mobile data terminals (MDT) to laptop computer conversions and installation of Microsoft Word. A condition of the grant required that an Advisory Board be formed to review the use of grant funds and make a non-binding recommendation to the U.S. Department of Justice on the agency's use of the funds. The Advisory Board, consisting of representatives from local law enforcement (Chief DATE: April20, 1999 2 ITEM NUMBER: 14 Harrison), prosecutor's office (Stu VanMeveran),court system(Judge Kathy Lane),public school (Ken Forest), and non-profit agency active in crime prevention or treatment (Pam McCracken— TEAM Fort Collins),met on February 25, 1999,and supported the proposed use of the grant funds. In addition, a Public Hearing was held on February 25, 1999 to receive comments from any citizen of Fort Collins on the proposed use of the grant funds. No one attended the public hearing and no comments were received. Documentation of the Advisory Board meeting and Public Hearing was sent to the U.S.Department of Justice and final notice of grant award was received. The grant period is from February 25, 1999 to September 30, 2000. . ORDINANCE NO. 50, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR POLICE SERVICES AND AUTHORIZING THE TRANSFER OF MATCHING FUNDS PREVIOUSLY APPROPRIATED IN THE POLICE SERVICES OPERATING BUDGET TO THE GRANT PROJECT WHEREAS, the City of Fort Collins Police Services has been awarded a grant under the United States Department of Justice,Local Law Enforcement Block Grant program(LLEBG)in the amount of 587,695; and WHEREAS, the LLEBG grant fiends are to be used for the procurement of equipment and technology related to basic law enforcement functions; and WHEREAS, the LLEBG grant required that an Advisory Board be formed to review the use of the grant funds and make a non-binding recommendation to the United States Department of Justice on the agency's use of the funds; and WHEREAS, an Advisory Board was formed consisting of representatives from local law enforcement,the prosecutor's office, the court system,the public schools,and a non-profit agency active in crime prevention or treatment; and . WHEREAS,the Advisory Board met on February 25, 1999,and supported the proposed use of the LLEBG grant funds; and WHEREAS,the grant requires 59,744 of City matching funds,which have been included in the 1999 Police Services budget for this purpose and are available for transfer to the Police Services LLEBG grant project; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins(the "Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpended and unencumbered amount or portion thereof from one fund or project to another fund or project, provided that the purpose for which the transferred funds are to be expended remains unchanged. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of EIGHTY-SEVEN THOUSAND SIX HUNDRED NINETY FIVE DOLLARS ($87,695) for expenditure in the General Fund for the Police Services LLEBG grant project and appropriated therein. Section 2. That the unexpended appropriated amount of NINE THOUSAND SEVEN HUNDRED FORTY-FOUR DOLLARS($9,744)is authorized fortransfer from the Police Services operating budget in the General Fund to the Police Services LLEBG project and appropriated therein.
