Resolution 2008-061 Making an Appointment to the Natural Resources Advisory Board.
RECOMMENDATION
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY
A vacancy currently exists on the Natural Resources Advisory Board due to the resignation of Ryan
Staychock. Councilmembers Manvel and Troxell reviewed the applications on file and are
recommending Phil Friedman to fill the vacancy with a term to begin immediately and set to expire
on December 31, 2009.

Why do you want to become a member of this particular board or commission? Ensuring that the Natural Resources el
continues leadership in four maior program areas. Commitment to the environment recognizes
environmental protection as congruent with protecting health & auality of life. NRAB reviews innovative

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Innovative programs put the NRD in the forefront of nationwide municipalities. We need to continue this, as I believe
these programs are critical to the community--citizens, businesses, and residences. Curbside and drop-off recycling,
indoor air quality programs, Climate Wise, and ZILCH loans are all examples of superb programs. They have been
well accepted and are considered an integral part of what the NRD does and what the city can provide its citizens. I
want to ensure that these programs remain active, viable, well received, and well utilized.
p) Efforts to address community sustainability are core to what NRD and NRAB does. This is achieved via the
Environmental Planning and Information Program. If community sustainability is to be important and capable of
implementation, then the policy and program recommendations to boards council are crucial. As the role of the NRD
has become more inclusive of many environmental issues, our community has come to expect environmental quality
as a core area for city involvement and leadership. Thus, the increased responsibility in environmental planning
activities needs to be continued.
3) Efforts to address climate change& local greenhouse gas emissions. I was one of the original members of the Fort
Collins Cities for Climate Protection Advisory Committee convened in 1999. 1 worked with the city as a citizen & past
member of NRAB to support the first in the state residential wind energy program and other conservation &
efficiency programs supported by both NRD and the electric utility. Since individuals and businesses are all, in a
way, responsible for GHG emissions, it is only reasonable to expect all take a hand to address the problem. The
efforts need to continue.

board or commission:
As past NRAB board member. I am very familiar with the NRD and NRAB and its relation to staff, council, and the
city manager. I have the background &technical understanding of the material the staff provides will provide to the
board.

Comments: I have spoken with a few current board members and reviewed the September board meeting materials. I
also follow the board activities acitions via material presented on the NRD web page.
All applicants are strongly encouraged to attend a regularly scheduled meeting of the board or commission for which they
are applying. Frequent non-attendance may result in termination of the appointment

WHEREAS,a vacancy currently exists on the Natural Resources Advisory Board due to the
resignation of Ryan Staychock; and
WHEREAS, the City Council desires to make an appointment to fill this vacancy.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following named person is hereby appointed to fill the vacancy on the Natural
Resources Advisory Board, with a term to begin immediately and to expire as set forth after the
