SUBJECT
Resolution 2008-059 Approving Expenditures from the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund to Commission an Artist to Create Art Elements for the
Soapstone Prairie Natural Area Project.
RECOMMENDATION
Staff recommends adoption of the Resolution.
At its meeting on June 4, 2008, the Art in Public Places Board recommended approval of the
Resolution.
FINANCIAL IMPACT
The funds for this item have been appropriated in the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund. The Art in Public Places program has a maintenance fund for
the long-term care of the APP art collection.
The Soapstone Prairie Natural Area Project art budget is $26,595 to be used for design, materials,
installation, and contingency for this project.
EXECUTIVE SUMMARY
This Resolution approves expenditures of$26,595 for design,materials, installation and contingency
for a project with the artist Robert Tully to create sculptural elements for the Soapstone Prairie Natural
Area Project.
BACKGROUND
Section 23-303 of the Code, which was added in 1995, established the Art in Public Places Reserve
Account,and designated it for use in acquiring or leasing works of art,maintenance,repair or display
of works of art,and administrative expenses related to the Art in Public Places Program,in accordance
with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 20, 1995. The
Council permanently adopted the Art in Public Places Program,and reenacted City Code Chapter 23,
Article IX, with certain modifications in 1998.

The Art in Public Places Board moved to select an artist for this project using the APP pre-approved
list of Design Consultants. Artist Robert Tully was selected to work with the project team. The
artist worked with the project team to develop design concepts appropriate to the site. This design
concept was reviewed and recommended by the project team and the APP Board. The APP Board
reviewed the design for this project at the board meeting on June 4,2008.
The artist will design, fabricate, and install exterior sculptural elements for the entrance of the
natural area and for the interior walls of the Lindenmeier Observatory. The sculptural entrance
elements consist of four stacked rock cairns to be situated next to the road at set intervals along the
approach to the Soapstone entrance. The cairns will build a sense of welcome, orientation, and
arrival. Next to the last cairn, a large sculpted limestone block with hammered bronze and
sandblasted text will be placed as the entrance sign.Nine carved stone reliefs depicting artifacts that
were found at the Lindenmeier archeological site will be set in the interior walls of the observatory
structure. These will support the interpretive purpose of the building by showing people what the
artifacts looked like, but in a much larger scale. The artist Robert Tully also contributed to the
architectural design of the built structures and roof lines.

Artist Robert Tully worked closely with the project team to develop concepts
appropriate for this amazing site . Tully will create art elements that add to the
esthetic and also the educational aspects of the site . The works include a y:
series of stacked rock cairns guiding visitors to the entrance station , a hand
` carved stone entrance sign and multiple stone sculptural reliefs representing
artifacts found at the Lindenmeier archeological site .
The artist also provided design consultation for the project site . His artistic {
viewpoint helped shape the designs of the observatory structure and picnic '
shelters .

gathered on site, will be situated next to the road along the approach to the Soapstone entrance.

The design generally keeps the random stacking needed to appear as a trail cairn but does introduce
a smooth, sculptured edge to each, as a gesture symbolic of historic, human presence on the land.
The contrast of rough to smooth is inspired by stone house remnants from ranching days and a few
heepherder cairns found on site.

Next to the last and largest cairn will be the entry sign, composed of a large sculpted limestone block
with custom lettering. Letters saying, "Soapstone Prairie Natural Area," will be made of hammered,
blackened bronze. The artist will also sandblast "City of Fort Collins" and the grass symbol of the
Natural Areas Program. Recessed letters will be stained for readability. The simple, flowing nature of
the design reflects the prairie landscape as it meets the foothills.

The Lindenmeier Observatory will be a covered shelter overlooking the site where archaeologists
found Folsom artifacts 10,000 years old. No surface remnants are visible. Nine artworks will
support the interpretive purpose of this building by showing people what artifacts looked like in an
enlarged fashion.

Design Consultation

V. C.oC OA Presentation on Old Town Murals Project:
C herise from CoC:OA presented a new project they are presenting to the community of having art
projects/murals created for exterior business walls in Fort Collins. The goals of the project are to have
community involvement,use green ideas and materials,and increase art participation and citizen
participation.The project will have the art projects located mainly in Old Town,turning it into a living
gallery.APP was approached to see if the board was interested in participating on one of the steering
committees for the project.None of the buildings considered are City of Fort Collins owned and so no
designs will need to go through APP as gifts to the city. Locations,funding and process of art creation are
all in the planning stages. Discussion was had
VI.Park Presentation:
Matt Day with the Parks Department joined the board to present the plans for a new city neighborhood
park Ms. Martin gave some background to this park site for this initial presentation Mr. Day presented
the board with the location of the park, boundaries of the park, park size, the history of the park
development and open house responses from the public. Design development is on the horizon and they
are moving forward Construction is to start in the fall and winter of 2008 to have it ready for next
summer. Parts is requesting to select an artist from the pre-approved Design Consultant list. Discussion
was had
Ms. Liska Smith made a motion for Parks to have permission to use an artist from the pre-approved
Design Consultant list.
Ms.Nevivry seconded the motion

VII.Soapstone Prairie Design Review:
Karen Manci with Natural Areas and artist Robert Tully joined the board for a final design presentation for
WWWW> the Soapstone Prairie Natural Area project.Ms.Mani gave a brief over view and history of the natural area
site and handed out a map of the location. Ms. Martin presented the board with a handout including the
budget and concept for the project. Artist Robert Tully went through an overview of the project and his
experience with the process. Several elements are proposed for the site;the first element of the project are
rock caims: entry sign for the natural area, and second are carved wall inserts and carved relief at the
Lindenmeier Observatory. The third elements designed for this project are architectural designs for the
built structures, like the picnic shelter at the observatory site. The project team and the artist had a
wonderful experience with this project.Discussion was had.

VIII.Transformer Cabinet Mural Design Review:
Kraig Bader with Utilities and three of the eleven artists joined the board for a final design presentation to
then start their mural Ms.Martin explained the process of the cabinet painting as a reminder to the board
and the guidelines presented to the artists for the planning. A handout was given to the board with the
cabinet mural designs and location of cabinets of each of the four artists presenting. Each of the four
presented their design concepts to the board Artists Mary Hamett,Kasten Savage,and Barry Quentin Lee
presented Ms. Martin presented the design for artist, Blake Neubert, unable to attend Discussion was
had
Ms.Liska-Smith made a motion to accept the presentations by the four artists.

IX.Staff Reports:
Ms Martin presented staff reports to the board to update on current APP Projects.
X. Other Business:
APP will have an article in the Utilities Billing Newsletter to advertise the Transformer Cabinet Mural
Projects.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES
RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND
TO COMMISSION AN ARTIST TO CREATE ART ELEMENTS FOR
THE SOAPSTONE PRAIRIE NATURAL AREA PROJECT
WHEREAS, the City is currently in the process of constructing public improvements at
Soapstone Prairie Natural Area(the "Project"); and
WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the
funds appropriated for the Project was set aside in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the
maintenance, repair or display of works of art, and administrative expenses related to the Art in
Public Places Program, in accordance with the Art in Public Places Guidelines adopted by Council
in Ordinance No. 047, 1998 (the "Guidelines"); and
WHEREAS, the Art in Public Places Board (the "Board"), selected an artist to design
artwork for the Project using the pre-approved list of APP Design Consultants; and
WHEREAS,Robert Tully(the"Artist")was selected to work with the Project Team to create
a design concept appropriate to the Project site; and
WHEREAS, the Board evaluated the Artist's final design at its regular meeting on June 4,
2008, pursuant to the Guidelines; and
WHEREAS, based on that evaluation,the Board voted to recommend the Artist's proposal
for sculptural elements consisting of stone cairns and a sculpted sign at the entrance to the Natural
Area, and carved stone reliefs at the Lindenmeier Observatory within the Natural Area (the "Art
Project"); and
WHEREAS, the estimated cost to create the Art Project, including design, materials,
installation and contingency for the Art Project, is $26,595; and
WHEREAS, those funds are available in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund,and are appropriated as part of the 2008 budget,to provide for
the Artist's design fees, materials, installation and contingency for the Art Project; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval,because the cost of the art exceeds
$10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Council hereby authorizes the expenditure of up to TWENTY SIX THOUSAND
FIVE HUNDRED NINETY FIVE DOLLARS ($26,595) from the Art in Public Places reserve
account in the Cultural Services and Facilities Fund for the Art Project proposed by Robert Tully,
the conceptual design of which was reviewed and approved by the Art in Public Places Board on
June 4, 2008.
Passed and adopted at a regular meeting ofthe Council of the City of Fort Collins this 1st day
of July, A.D. 2008.
