RECOMMENDATION Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY Vacancies currently exist on the Affordable Housing,Personnel, and Transportation Boards due to expiration of terms which were not filled during the annual appointment process. The application deadline was extended to solicit additional applications for those boards lacking sufficient applications to fill existing vacancies. Councilmembers Tharp and Kastein conducted interviews and are recommending Michelle Jacobs to fill the vacancy on the Affordable Housing Board. Mayor Martinez and Councilmember Hamrick conducted interviews and are recommending Wynette Cerciello and Francisco Romero to fill the vacancies on the Personnel Board. Councilmembers Kastein and Tharp conducted interviews for the Transportation Board and are recommending Sara Frazier, Jeannette Hallock-Solomon, Ed Robert, Kevin Westhuis, and Lee Watkins to fill the vacancies on the Transportation Board. A vacancy currently exists on the Air Quality Advisory Board due to the resignation of Katie Walters. Applications were solicited, Councilmember Hamrick and Mayor Martinez conducted interviews, and Dave Dietrich is being recommended to fill the vacancy. A vacancy currently exists on the Electric Board due to the resignation of Lisa Skolds.Applications were solicited and Mayor Martinez and Councilmember Hamrick conducted interviews. The Council interview team is recommending Tom Barnish to fill the vacancy. A vacancy also exists on the Golf Board due to the resignation of Vanessa Kabel. Councilmembers Bertschy and Hamrick reviewed the applications on file and are recommending Deron Grothe to fill the vacancy. A vacancy exists on the Youth Advisory Board due to violation of the attendance policy by Ryann Peats. Mayor Martinez and Councilmember Hamrick conducted interviews and are recommending Lee Swanson to fill the vacancy. A diverse housing stock is a must for a vibrant community. Fort Collins lacks that diversity, and I hope to bring-.my talents to this Board to influence that change. Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Land availability. While Ft. Collins has started a land banking program efforts _ need to be more agressive. Reaching out to the community to create the awareness of more land needed would be a step in the right direction. I would like to use Amy contacts in the residential construction industry to help with these efforts. In addition, I would like to see City policy giving affordable housing-and the lan needed- a high priority. 2) Community involvement. Many people in Ft. Collins see only''THEIR quality of life, and most residents here are financially stable, with a high homeownership rate. However, I believe more needs to be done to reach out to the entire community to come together to find solutions for all ranges of affordable housing. This city has shown many times they can come together to help others-affordable housing should be no different. 3) Regulations. There are many local, state, and Federal regulations that hinder the production of affordable housing. Too many times over the last few years other issues have "trumped" the affordable housing needs of Ft. Collins. The "feel good" issues are lauded, but the "invisible" - those lacking adequate housing - are left to find a way to pay for the priviledge of living".in-Ft. Collins. I believe a strong voice for more and good affordable housing is a must. I have attended many seminars that teach about financing options, new and different types of housing that can be affordable, as well as land development issues. Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) The new wind/solar energy amendment places an unprecedented burden on the electric utility as it mandates a certain percentage resource mix which may run contrary to making affordable energy available to business and residences It is crucial that the subject be exhaustively studied to determine what is the right mix of traditional and alternative energy resources 2) Maintaining a cost structure that is attactive to business. The only way Fort Collins can compete with larger metropolitan areas for large employers is to entice them with amenities not available in large communities. A low cost locally operated electric utility is one of those amenities and into the future may become the most important item for locating or expanding a large corporation 3) Maintaining a skilled and enthusiastic work force within the utility is critical for consistent and reliable operation of the utility. If the electric department were to lose some employees due to a business slow down or budget crunch, and during an upswing there was a great demand for system expansion the electric department may not be capable of meeting the expectations of the business community. Budgets are tight and internal services are often hit the hardest As a board we can support the efforts of the Human Resources Department and work with HR in an attempt to find creative ways to provide services with limited funds. Z) Another issues directly related to the budget is the compensation of employees. City employees have not received an increase in salary for three years. The City has a pay philosophy of paving at the 70th percentile, but due to the freeze on raises they are falling further and further behind. Employees are becoming dissatisfied and retention will become an issue if it hasn't already. As a board I believe we can work closely with HR in an attempt to balance the staffing needs of the organization with a way to reward employees for their dedication and hard work. 3) A fairly new issue for the Human Resources Department is the collective bargaining issue with the Police Department The board may not have a lot of impact in this particular area but could offer advice and assistance in helping HR balance the demands of the bargaining unit with the needs and demands of the rest of the organization. Why do you want to become a member of this particular board or commission? I've lived in Fort Collins since 2000, t have not been involved in the community as much as I would like to be. This opportunity will be a solid way to contribute to the community in some way and get to know more community leaders. Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? 1) Fair and impartial review process. Next to marriage, people identify themselves most strongly with their livelihood and disciplining or in the most extreme cases terminating employees is serious business The process of taking these actions needs to be fair and impartial to ensure adequate due process is given. I am not suggesting that the current process does not do this, but think that it is an issue that should be front and center in the board's business. 2) Solid understanding of the facts and applicable law and regulations. If I were facing the personnel board, I would expect that the members(finders of fact)are well-versed in the facts and the law of my case so that adequate due process is afforded 3) Equitable processes Balancing justice and mercy is tricky business. I have litigated contested administrative hearings in civilian courts agencies and for the Army. Taxi service and bus service has inadequate coverage and availability.The shortage of cab service at night contributes to intoxicated patrons driving and endangering themselves and others.The inadequate bus service contributes to increased traffic, which is troublesome during peak hour times. I would like the board to identify ways to fund an expanded bus route with more frequency. I would also like the board to investigate the licensing laws for cab/taxi service and work toward amending them. 2) Intersection safety. There are several intersections around town that have a history of accidents. 1 would like to see the board perform an analysis of problem intersections, not just for vehicular accidents, but for pedestrian and bike accidents as well. The cause of the accidents should be established and recommendations to mitigate these causes should be made. A good example of a solution is Drake and College. Similar solutions, along with public education, can improve these problem intersections. 3) Bike/pedestrian trails. A better network of trails will allow a larger percentage of potential motorists to walk or ride to work and shopping. Also trail safety would increase walking and riding. This in turn would help mitigate issues 1 and 2 above. I would like to see the board evaluate the existing trail network and identify strategic locations to add or upgrade trails to improve the trail network. The committee should also determine the most viable way to make these improvements and ascertain a optimal timeline, coordinated with projects currently in design.
