SUBJECT:
Items Relating to Traffic Signal Safety on US Highway 287 (College Avenue Corridor).
RECOMMENDATION:
Staff recommends adoption of the Resolution and of the Ordinance on First Reading.
FINANCIAL IMPACT:
The Federal-Aid Project requires a 10%match from the City of Fort Collins. The matching funds
in the amount of$7,260 have been included in the 1999 Traffic Operations budget. The Colorado
Department of Transportation will reimburse the City in the amount$65,140.
EXECUTIVE SUMMARY:
A. Resolution 99-13 Authorizing the City Manager to Execute an Intergovernmental Agreement
with the Colorado Department of Transportation Allocating $72,600 of Unanticipated
Revenue for Safety Improvements tol8 Traffic Signals on the College Avenue Corridor.
B. First Reading of Ordinance No. 18, 1999, Appropriating Unanticipated Revenue in the
Transportation Services Fund for Safety Improvements to 18 Traffic Signals on the College
Avenue Corridor.
The City of Fort Collins successfully applied for Federal Highway safety dollars in 1998. Traffic
Operations applied for$72,600 that would be used for upgrading eighteen(18)traffic signals on the
College Avenue Corridor from Cherry Street to Boardwalk.
The upgrades includes new signal heads and faces (8 inch heads to 12 inch heads) to improve
visibility. Back-plates on the signal heads that eliminate background light are also included in the
project. The improving of visibility will reduce accidents along the corridor.
RESOLUTION 99-13
• OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO EXECUTE AN
INTERGOVERNMENTAL AGREEMENT WITH THE COLORADO DEPARTMENT
OF TRANSPORTATION ALLOCATING $72,600 OF UNANTICIPATED REVENUE
FOR SAFETY IMPROVEMENTS TO 18 TRAFFIC SIGNALS
ON THE COLLEGE AVENUE CORRIDOR
WHEREAS, in 1998, the City applied for federal highway safety funds to be used for the
upgrading of eighteen(18)traffic signals along the College Avenue corridor from Cherry Street to
Boardwalk Drive for the purpose of installing new signal heads, faces and backplates to improve
visibility and eliminate background light; and
WHEREAS,the Council has determined that improving visibility and reducing background
light will help to reduce accidents along the College Avenue corridor; and
WHEREAS,the Colorado Department of Transportation has communicated to the City that
the City's application has been approved upon condition that the City provide matching funds in the
amount of ten (10) percent of the cost of the project (which matching funds total the amount of
$7,260.00), which funds have been included in the 1999 Traffic Operations Budget; and
WHEREAS,the Colorado Department of Transportation has submitted to the City a contract
for the project, requesting execution thereof.
NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that the City Manager be and hereby is authorized to execute the contract for the
upgrading of eighteen(18)traffic signals along the College Avenue corridor,which contract contains
the commitment that the City will match the federal funding for the aforesaid project at the rate of
ten (10) percent of the total project cost, specifically, matching funds in the sum of SEVEN
THOUSAND TWO HUNDRED SIXTY DOLLARS ($7,260).
Passed and adopted at a regular meeting of the City Council held this 2nd day of February,
A.D. 1999.

• ORDINANCE NO. 18, 1999
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE
TRANSPORTATION SERVICES FUND FOR SAFETY
IMPROVEMENTS TO 18 TRAFFIC SIGNALS ON THE
COLLEGE AVENUE CORRIDOR
WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended appropriated amount or portion thereof from one fund or capital project
to another fund or capital project,if the purpose for which the transferred funds are to be expended
remains unchanged; and
WHEREAS,the City Council adopted Resolution 99-13, on February 2, 1999, authorizing
the City to enter into a contract with the Colorado Department of Transportation (CDOT) for the
receipt of federal highway safety funds to be used to upgrade eighteen(18)traffic signals along the
College Avenue corridor, including the installation of new signal heads, faces and backplates to
improve visibility and eliminate background light(the "Project"); and
WHEREAS,the estimated cost of the Project is Seventy-Two Thousand Six Hundred Dollars
($72,600); and
WHEREAS, CDOT has made available to the City, federal highway safety funds in the
maximum amount of Sixty-Five Thousand Three Hundred Forty Dollars ($65,340) to fund the
Project; and
WHEREAS,local funds,totaling Seven Thousand Two Hundred Sixty Dollars($7,260)have
been identified and are appropriated in the 1999 Traffic Operations budget within the Transportation
Services Fund; and
WHEREAS, it is the desire of the Council to appropriate the sum of$65,340 in federal
highway safety funds and authorize the transfer of$7.260 in local matching funds to be used to
upgrade eighteen traffic signals along the College Avenue corridor.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in
• the Transportation Services Fund, the sum of SIXTY-FIVE THOUSAND THREE HUNDRED
FORTY DOLLARS($65,340)upon receipt from the Colorado Department of Transportation federal
highway safety funds to be used to upgrade eighteen(18)traffic signals along the College Avenue
corridor.
Section 2. That the unexpended appropriated amount of SEVEN THOUSAND TWO
HUNDRED SIXTY DOLLARS ($7,260) is hereby authorized for transfer from operations dollars
in the Transportation Services Fund, 1998 Traffic Operations budget,to the Federal Highway Safety
Project in the Transportation Services Fund to be used to upgrade eighteen(18)traffic signals along
the College Avenue corridor.
Introduced and considered favorably on first reading and ordered published this 2nd day of
February,A.D. 1999,and to be presented for final passage on the 16th day of February,A.D. 1999.
