First Reading of Ordinance No. 018, 2005, Designating the Snook/Hale House and Two Garages,
220 South Sherwood Street,Fort Collins,Colorado,as a Fort Collins Landmark Pursuant to Chapter
14 of the City Code.
RECOMMENDATION
The Landmark Preservation Commission and staff recommend adoption of the Ordinance on First
Reading. At a public hearing held on January 12, 2005, the Landmark Preservation Commission
voted 6-0 to recommend designation of this property as a landmark for its architectural significance
to Fort Collins under Standard 3. The property embodies the distinctive characteristics of a type,
period, and method of construction, and contributes to the historical and architectural significance
of Fort Collins.
EXECUTIVE SUMMARY
The owners of the property, Leroy and Marie Twarogowski, are initiating this request for Fort
Collins Landmark designation of the Snook/Hale House and Two Garages. The Snook/Hale House
is an excellent example of Craftsman architecture, with very good integrity. The two garages date
to the period of significance and are eligible for designation under Standard 3. Both demonstrate
good integrity, and contribute to the historical and architectural significance of the property.
BACKGROUND
Constructed circa 1920 by architect Harley Hale, the Snook/Hale House served as the Hale's
residence for close to fifty years. Notable stylistic features include in part the tan brick full-width
front porch, with tapered or battered columns; bands of four four-over-one double-hung windows,
in the front gable and in the boxed bay on the south elevation; square cut shingles in the gable ends;
purlins; exposed rafters with shaped rafter tails; beveled glass multi-light sash in the front entry
door; and brass fleur de lis door hardware. Its most outstanding feature, and one that is relatively
rare now in Fort Collins, is the wonderful porte cochere.
The property contains two historic garages. The first was built circa 1920. It is a front gable, wood
frame structure,with narrow lapped wood siding. Craftsman details on this building include,in part,
exposed rafter tails, square cut shingles in the gable ends, and a four-beside-four-light horizontal
sliding window. The second garage is located directly off the alley. Notable features of this garage
include the two sets of side-hinged double doors, with bracing; exposed rafter tails; and square cut
shingles in the gable ends. The only alteration of note to this garage is the addition of solar panels
atop the spine of the roof.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING THE SNOOK/HALE HOUSE AND TWO GARAGES,
220 SOUTH SHERWOOD STREET, FORT COLLINS, COLORADO,
AS A FORT COLLINS LANDMARK PURSUANT TO
CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS
WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a
public policy encouraging the protection, enhancement and perpetuation of landmarks within the
City; and
WHEREAS,by Resolution dated January 12,2005,the Landmark Preservation Commission
(the "Commission") has determined that the Snook/Hale House and Two Garages have individual
significance to Fort Collins under Landmark Designation Standard (3), as nice examples of
Craftsman architecture, with good integrity; and
WHEREAS,the Commission has further determined that said property meets the criteria of
a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and
has recommended to the City Council that said property be designated by the City Council as a
landmark; and
WHEREAS, the owners of the property have consented to such landmark designation; and
WHEREAS, such landmark designation will preserve the property's significance to the
community; and
WHEREAS, the City Council has reviewed the recommendation of the Commission and
desires to approve such recommendation and designate said property as a landmark.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the property, historically known as the Snook/Hale House and Two
Garages, located in the City of Fort Collins,Latimer County,Colorado,described as follows,to wit:
Lot 10, Block 82, City of Fort Collins
also known as 220 South Sherwood Street
is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of
Fort Collins.
Section 2. That the Secretary of the Interior's standards and guidelines for the treatment
of historic properties will serve as the standards by which alterations, additions and other changes
to the buildings and structures located upon the above described property will be reviewed for
compliance with Chapter 14, Article III, of the Code of the City of Fort Collins.
Introduced, considered favorably on first reading, and ordered published this 1st day of
February, A.D. 2005, and to be presented for final passage on the 15th day of February, A.D. 2005.

RECOMMENDING LANDMARK DESIGNATION OF THE
SNOOK/HALE HOUSE AND TWO GARAGES
220 SOUTH SHERWOOD STREET, FORT COLLINS, COLORADO
WHEREAS, it is a matter of public policy that the protection, enhancement and perpetuation
of sites, structures, objects, and districts of historical, architectural, or geographic significance,
located within the city, are a public necessity and are required in the interest of the prosperity,
civic pride and general welfare of the people; and
WHEREAS, it is the opinion of the City Council that the economic, cultural and aesthetic
standing of this city cannot be maintained or enhanced by disregarding the historical,
architectural and geographical heritage of the city and by ignoring the destruction or defacement
of such cultural assets; and
WHEREAS, the Snook/Hale House and Two Garages have individual significance to Fort
Collins under Landmark Preservation Standard 3, embodying the distinctive characteristics of a
type, period, and method of construction; and the House and Garages contribute to the historical
and architectural significance of the Fort Collins community; and
WHEREAS, the Landmark Preservation Commission has determined that the Snook/Hale
House and Two Garages meet the criteria of a landmark as set forth in Section 14-5 of the code
and are eligible for designation as a Fort Collins Landmark; and
WHEREAS, the owners of the property, Leroy and Marie Twarogowski, have consented to
such landmark designation.
NOW, THEREFORE, be it resolved by the Landmark Preservation Commission of the City
of Fort Collins as follows:
Section 1. That the Landmark Preservation Commission recommends to the Council of the
City of Fort Collins that the property, known historically as the Snook/Hale House and Two
Garages, located in the City of Fort Collins, Latimer County, Colorado, described as follows, to
wit:

be designated as a Fort Collins Landmark in accordance with Chapter 14 of the Code of the City

REQUESTS: Landmark Designation of the Snook/Hale House and Two Garages, at 220 South
Sherwood Street, Fort Collins, Colorado

APPLICANTS: Leroy and Marie Twarogowski, Owners.
Significance and Physical Integrity: The Snook/Hale House and Two Garages meet the
criteria for Fort Collins Landmark Designation under Designation Standard (3). This house is a
nice example of a Craftsman dwelling, with good integrity. Constructed circa 1920 by architect
Harley Hale, it served as the Hale's residence for close to fifty years. Notable stylistic features
include in part the tan brick full-width front porch, with tapered or battered columns; bands of
four four-over-one double-hung windows, in the front gable and the boxed bay on the south
elevation; square cut shingles in the gable ends; purlins; exposed rafters with shaped rafter tails;
beveled glass multi-light sash in the front entry door; and brass fleur de lis door hardware. Its
most outstanding feature, and one that is relatively rare now in Fort Collins, is the wonderful
porte cochere.
The property contains two historic garages. The first was built circa 1920. Measuring
approximately 12' x 22', is a front gable wood frame structure with narrow lapped wood siding.
Craftsman details on this building include in part exposed rafter tails, square cut shingles in the
gable ends, and a four-beside-four light horizontal sliding window. The second garge is located
direcly off the alley. This building measures approximately 22' x 20'feet. Notable features of
this garage include in part the two sets of side-hinged double doors, with bracing, the exposed
rafter tails, and the square cut shingles in the gable ends. Alterations include the additon of solar
panels atop the spine of the roof, and replacing the glazing in a hozizontal sliding window with a
round vent opening and single glass pane.
RECOMMENDATION: Staff recommends approving this request for Fort Collins Landmark
designation of the Snook/Hale House and Two Garages, at 220 South Sherwood Street, for its
architectural significance to Fort Collins under Landmark Standards (3).

inhabited by native grasses,rabbits and prairie dogs."In 1862 Samuel P.Holland,one of the first settlers
