RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: A vacancy currently exists on the Art in Public Places Board due to the resignation of Eric Reno. Applications were solicited and interviews were conducted by Councilmembers Smith and Mason. The Council interview team is recommending that Michael Histand be appointed to fill the vacancy with a term to begin immediately and to expire on June 30, 2002. A vacancy also currently exists on the Cultural Resources Board due to the resignation of Robin Planer. Applications were solicited and Councilmembers Smith and Mason conducted interviews. The Council interview team is recommending that Ayleen Burns be appointed to fill the vacancy with a term to begin February 1, 1999 and to expire on June 30, 2002. The Telecommunications Board has a vacancy due to the resignation of Ernie Powell. Councilmembers Kneeland and Byrne reviewed the applications on file and are recommending that Braun Mincher be appointed to fill the vacancy with a term to begin immediately and to expire on June 30, 2003. In order to facilitate a smooth transition for the Telecommunications Board, the expiration date has been extended from June 30, 1999 to June 30, 2003. RESOLUTION 99-12 OF THE COUNCIL OF THE CITY OF FORT COLLINS • MAKING APPOINTMENTS TO VARIOUS BOARD AND COMMISSIONS WHEREAS, a vacancy currently exists on the Art in Public Places Board due to the resignation of Eric Reno; and WHEREAS, a vacancy also exists on the Cultural Resources Board due to the resignation of Robin Planer;and WHEREAS,a vacancy also exists on the Telecommunications Board due to the resignation of Ernie Powell; and WHEREAS, in order to facilitate a smooth transition for the Telecommunications Board, Council wishes to extend the expiration date on the Telecommunications Board from June 30, 1999 to June 30, 2003; and WHEREAS, Council wishes to fill said vacancies. The calendar could also be used as a promotional tool for visitors and newcomers and could be distributed through the Visitors Bureau and the Chamber of Commerce. **3)Tnerease cultural and arts activities ay ilahlP to i .i .Pns with limited incomes: Other than the summer concerts in Old Town and some events at CSU and Front Range, I am unaware of other opportunities where individuals without discretionary income for "the ext s" can participate in what the community has to offer in cultural activities. Could the Board provide liaison assistance between performing groups, art galleries, the museum and communi ty representatives to provide more "art in public places" kind of activities. Would it be appropriate for the Board to seek local, regional, national funding to support projects des Lgr o promo a these s o activities. I would like to become more involved in the Ft. Collins community, and I have a particular interest in the telecom, wireless, cable and Internet fields. Briefly.explain what you believe are the three most important issues facing this board or commission,and how do you believe this board or commission should address each issue? �ITechnology - There are daily technological changes in the entire telecom industry. I believe that the board should be up to date and current on any new technologies or advancements which may better serve the City and its residents. Additional opportunities for communication should be explored, especially as it relates to the Internet. 2) Education/Awareness - With the current and future technology available, the community should be aware of products/services available to them, and how to personally benefit by their use. Community members should be aware and educated about their options, and what resources are available to them to perform research. Additionally, should be aware of precautions to take against scams which take advantage of those who are not technically minded (i.e. Information on the Internet and Telephone Slamming, etc.). 3) Regulation/Revenue - As telecom entities expand globally, and into Ft. Collins, there is a need to expand opportunities, and minimize regulation. However, there is also a need to insure telecom/cable companies continue to provide competitive services.
