RECOMMENDATION Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY The owner of the property, Mona Frayer, is initiating this request for Fort Collins Landmark designation of the Dukes/Dunlap House. Constructed circa 1900,the Dukes/Dunlap House is a nice example of Folk Victorian/Late 19th-Early 20th Century Vernacular architecture. The house qualifies for designation as a Fort Collins Landmark under Preservation Standard 3. The property embodies the distinctive characteristies of a type,period,and method of construction,and contributes to the historical and architectural significance of Fort Collins. Ordinance No. 003, 2005 was unanimously adopted on First Reading on January 4, 2005. ORDINANCE NO. 003, 2005 OF THE COUNCIL OF THE CITY OF FORT COLLINS DESIGNATING THE DUKES/DUNLAP HOUSE, 501 STOVER STREET, FORT COLLINS, COLORADO, AS A FORT COLLINS LANDMARK PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a public policy encouraging the protection, enhancement and perpetuation of landmarks within the City; and WHEREAS,by Resolution dated December 8,2004 the Landmark Preservation Commission (the"Commission")has determined that the Dukes/Dunlap House has individual significance to Fort Collins under Landmark Designation Standard (3), as a nice example of Folk Victorian/Late 19th- Early 20th Century Vernacular architecture, with good integrity; and WHEREAS, the Commission has further determined that said property meets the criteria of a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a landmark,and has recommended to the City Council that said property be designated by the City Council as a landmark; and WHEREAS, the owner of the property has consented to such landmark designation; and WHEREAS, such landmark designation will preserve the property's significance to the community; and WHEREAS, the City Council has reviewed the recommendation of the Commission and desires to approve such recommendation and designate said property as a landmark. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the property, historically known as the Dukes/Dunlap House, located in the City of Fort Collins, Larimer County, Colorado, described as follows, to wit: North Half of Lot 4, Block 175, City of Fort Collins also known as 501 Stover Street is hereby designated as a Fort Collins landmark pursuant to Chapter 14 of the Code of the City of Fort Collins. The property contains an historic, single-story garage, which is not a part of these designation proceedings. Section 2. That the Secretary of the Interior's standards and guidelines for the treatment of historic properties will serve as the standards by which alterations, additions and other changes to the buildings and structures located upon the above described property will be reviewed for compliance with Chapter 14, Article III, of the Code of the City of Fort Collins. Introduced, considered favorably on first reading, and ordered published this 4th day of January, A.D. 2005, and to be presented for final passage on the 18th day of January, A.D. 2005. RECOMMENDATION The Landmark Preservation Commission and staff recommend adoption of the Ordinance on First Reading. At a public hearing held on December 8, 2004, the Landmark Preservation Commission voted 4-1 to recommend designation of this property as a landmark for its architectural significance to Fort Collins. The property embodies the distinctive characteristics of a type, period, and method of construction, and contributes to the historical and architectural significance of Fort Collins. The Dukes/Dunlap property contains a detached, single-car garage, which dates to the property's period of significance. Due to a lack of sufficient information, the garage is not a part of these designation proceedings. The applicant has submitted additional materials, and, following a recommendation by the Landmark Preservation Commission at its January 12, 2005 meeting, the application for Landmark designation of the garage will be brought forward for Council consideration as a separate action in the near future. BACKGROUND ry 7- The Dukes/Dunlap home was cons, to in the lie 8 s or verylly 1900s. It is a nice example of Folk Victorian/ Late 19th-Early 20th Century Vernacular architecture. The home features a hipped roof, with a side-gable rear wing. The fagade has a windowless gable decorated with imbricated shingles in a variety of patterns. The projecting open front porch features turned spindle posts supporting a half hipped roof. A second porch is located on the north elevation,at the junction of the main home and wing. This porch also retains its historic turned spindle posts. The gable on the rear wing sports imbricated shingles and cornice returns. Windows are vertically oriented, and are predominately narrow, one-over-one double-hung. The only alterations of note are a small January 4, 2005 -2- Item No. 13 historic addition enclosing the rear entry, and the circa 1940s addition of wavy asphalt or asbestos shingle siding over the original wood. The applicant intends to remove this siding, exposing and restoring the original cladding material. Mr. Dukes was a partner in the firm of Dukes and Woodring,professio )xpa nters;•located- 01 Jefferson Street. By 1908, the property had been sold to the Samuel Dunlap family, who resided here for over a quarter of a century. Mr. Dunlap was also a painter, employed by the firm of Pfeffer and Swigart. He and his wife Hattie had at least three children, Raymond, Mabel, and Ada. By 1922, both Samuel and his son Ray (who had married and purchased the home across the street at 506 Stover), were hired as firemen for the City's Fire Department. In the early 1930s,Ray was promoted to Captain of the Fire Department. The applicant, Mona Frayer, purchased the property in December 2004. A Certified Public Accountant, Ms. Frayer intends to restore and rehabilitate the property as her office. ATTACHMENTS 1.
