RECOMMENDATION Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY Fort Collins Police Services has been awarded a grant under the Colorado Department of Transportation, Enforcement of Underage Drinking Laws program (EUDL) in the amount of $26,000.The grant funds will be used for overtime in possession/illegal sales operations,to provide educational materials for School Resource officers,and to fund educational programs conducted by TEAM Fort Collins. The grant period begins March 1,2005 and ends May 30,2006. Ordinance No. 002, 2005 was unanimously adopted on First Reading on January 4, 2005. ORDINANCE NO. 002, 2005 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND FROM THE COLORADO DEPARTMENT OF TRANSPORTATION ENFORCEMENT OF UNDERAGE DRINKING LAWS PROGRAM WHEREAS, the City of Fort Collins Police Services has been awarded a grant from the Colorado Department of Transportation in the amount of$26,000 forsalaries,educational materials, and educational programs associated with enforcement of underage drinking laws; and WHEREAS, the grant will afford the City with the opportunity to take a multifaceted approach to reducing the incidence of underage drinking through increased enforcement,education and examination of social norms; and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the "Charter") permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year,provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,City staff has determined that the appropriation of the Colorado Department of Transportation grant funds as described herein will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during the fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund the sum of TWENTY SIX THOUSAND DOLLARS ($26,000) for expenditure in the General Fund for Police Services for the Enforcement of Underage Drinking Laws Program. Introduced, considered favorably on first reading, and ordered published this 4th day of January, A.D. 2005, and to be presented for final passage on the 18th ay of January, A.D. 2005.
