AGENDA ITEM SUMMARY DATE: January 19, 1999 FORT COLLINS CITY COUNCIL STAFF: Ken Waido SUBJECT: First Reading of Ordinance No. 11, 1999,Appropriating Unanticipated Revenue in the Community Development Block Grant Fund for the Renovation of the Kitchen at the Catholic Chanties Northern Mission. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: Upon adoption of this Ordinance, $60,000 will be appropriated from unanticipated revenue in the Community Development Block Grant(CDBG)Fund. The unanticipated revenue represents funds raised by Catholic Chanties Northern, which the CDBG program will receive and use with funds already appropriated for the construction of a walk-in cooler and freezer and renovation of the kitchen at The Mission. The total cost of the project is$85,000,with$25,000 already appropriated. EXECUTIVE SUMMARY: On June 2, 1998,the City Council approved Community Development Block Grant(CDBG)funding in the amount of$25,000 for the construction of a walk-in cooler and freezer and for renovation of the kitchen at The Mission. The total cost of the project is $85,000, with $25,000 of Community Development Block Grant(CDBG)funds already appropriated. The remaining$60,000 was raised by Catholic Charities Northern and has been paid to the City,to be disbursed by the City together ,Aith the previously appropriated grant funds. • ORDINANCE NO. 11, 1999 • OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE RENOVATION OF THE KITCHEN AT THE CATHOLIC CHARITIES NORTHERN MISSION WHEREAS, the Community Development Block Grant (CDBG) Program provides for federal funds from the Department of Housing and Urban Development(HUD)to the City of Fort Collins which can be allocated to housing and community development related programs and projects,thereby reducing the demand on the City's General Fund; and WHEREAS,the Council annually approves projects for federal and fiscal year projects,upon recommendations from the CDBG Commission,and authorizes appropriations for expenditure on said projects; and WHEREAS, on June 2, 1998, City Council adopted Resolution 98-91, approving projects for the 1998-1999 CDBG Program; and WHEREAS,on June 16,1998,City Council adopted Ordinance No. 107, 1998,appropriating revenues and authorizing the transfer of appropriations for expenditures relating to the I998-1999 • CDBG Program; and WHEREAS, as part of the 1998-1999 CDBG Program, City Council approved funding in the amount of $25,000 to be used to construct a walk-in cooler and freezer and to renovate the kitchen at the Catholic Chanties Northern Mission(the"Project"); and WHEREAS,the original proposal for the Project,called for the CDBG Program to contribute $25,000, to the Project, and for private funds, totaling $60,000, to be secured by the Catholic Chanties Northern, for a total Project cost of S85,000; and WHEREAS,the Catholic Chanties Northern has secured the$60,000 needed to construct the Project and said funds have been deposited in the CDBG Fund; and WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such appropriations, in combination with all previous appropriations for that fiscal year, do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS,it is the desire of the Council to appropriate unanticipated revenue in the CDBG Fund,totaling$60,000.to be used with existing appropriations,totaling$25,000,for the construction of a walk-in cooler and freezer and renovation of the kitchen at the Mission. NOW,THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Community Development Block Grant Fund, the sum of SD'TY THOUSAND DOLLARS ($60,000), representing dollars raised by Catholic Charities Northern to be used with existing appropriations for the construction of a walk-in cooler and freezer and renovation of the kitchen at the Mission. Introduced, considered favorably on first reading, and ordered published this 19th day of January, A.D. 1999, and to be presented for final passage on the 2nd day of February,A.D. 1999.
