RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: The City has received a grant in the amount of$11,000 for the Crimes Against Persons/Victim Services Units from the State of Colorado Violence Against Women Act (VAWA). The grant requires an in-kind match that is met by the existing Police Services budget. EXECUTIVE SUMMARY: Fort Collins Police Services' Crimes Against Persons/Victim Services Units have been awarded a one-year Violence Against Women Act (VAWA) grant to help fund training opportunities for Detectives and Victim Advocates. The grant period is from April 1, 1999 through March 31,2000. This grant is awarded to agencies to assist in the enhancement of services to women who are victims of crime. Detectives will be able to attend training on areas such as homicide,domestic violence and sexual assault, which will strengthen investigative skills as well as provide exceptional services to victims of crime. Victim Advocates will attend training that will strengthen skills in advocacy,crisis intervention, and provide specialized training in trauma specific to crimes such as homicide, domestic violence and sexual assault. The grant funds($11,000)will be used as follows: $5,000 for specialized Detective training;$2,500 for specialized Victim Advocate training; $3,000 for publication of a "sexual assault survivor" handbook; and $500 for supplies for sexual assault victims. The grant requires an in-kind match that will be met by the services provided by the Victim Advocates providing daily 24-hour coverage. ORDINANCE NO. 46, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR THE CRIMES AGAINST PERSONSNICTIM SERVICES UNITS WHEREAS,the City of Fort Collins has been awarded a grant in the amount of$11,000 from the State of Colorado Violence Against Women Act; and WHEREAS,the grant funds are to be used to assist in the enhancement of services to women who are victims of crime; and WHEREAS, the grant funds will be used by the Crimes Against PersonfVictim Services Units to provide specialized training for Detectives and Victim Advocates, to publish a "sexual assault survivor" handbook, and to purchase supplies for sexual assault victims; and WHEREAS,the grant requires an in-kind match that is met by the existing Police Services budget; and WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and anticipated • revenues to be received during the fiscal year. NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of ELEVEN THOUSAND DOLLARS ($11,000) for expenditure in the General Fund for Police Services for the Crimes Against Persons/Victim Services Units. Introduced, considered favorably on first reading, and ordered published this 16th day of March, A.D. 1999, and to be presented for final passage on the 20th day of April, A.D. 1999.
