STUDY SESSION AGENDA
October 22, 2002 6:00 p.m.
1. Call Meeting to Order.
2. Discussion Regarding the Fall 2002 Affordable Housing Competitive Process.

Staff is requesting direction and/or feedback regarding funding recommendations as suggested
by the CDBO Commission.
3. Discussion Regarding the Proposed Water Supply Policy and Proposed 2003 Water Rates.
(6:45 p.m. - 8:30 p.m.)
a. Water Supply Policy
Staff is requesting that Council either confirm its assumptions or give new guidance so
that staff can proceed with the development of a new Water Supply and Demand
Management Policy. Staff s intent is to have the new policy adopted in 2003 in order to
provide guidance on various water resource projects such as exercising the Halligan
option.
b. Proposed Water Rates for 2003.
Staff is seeking Council direction regarding water rate options A and B as described in
the attached Agenda Item Summary. The proposed 2003 water, wastewater and
stormwater rate ordinances were withdrawn from City Council's October 15, 2002
agenda and have been rescheduled for Council's consideration on November 5, 2002.
