SUBJECT:
First Reading of Ordinance No. 131, 1999, Appropriating Unanticipated Revenue in the General
Fund and Authorizing the Transfer of Appropriated Amounts Between Accounts and Projects for
the Multi-Jurisdictional Drug Task Force.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
The City has received a grant for the Multijurisdictional Drug Task Force from the Colorado
Division of Criminal Justice in the amount of$295.506. The funding cycle for this grant is July 1,
1999 through June 30, 2000. The required local match of $129,399 is already appropriated and
available in the Police Services budget for 1999. As administrator of the grant, the City of Fort
Collins will also receive$ 32,712 from Task Force participating agencies as a portion of their share
of training and equipment costs.
EXECUTIVE SUMMARY:
For the past twelve years, Fort Collins Police Services has applied to the Colorado Division of
Criminal Justice for federal drug grant monies to help fund the investigation of illegal narcotics
activities. Fort Collins is once again joined with other members of the Drug Task Force,to include
the Loveland Police Department, Larimer County Sheriffs Department and the Colorado State
University Police Department, in one application for funding of the multijurisdictional drug task
force to be administered by the City of Fort Collins. As administrator of the 1999-2000 grant,Police
Services will assure funding to other participating agencies for their share of the federal funds. The
City has recently received notification of a grant award in the amount of$295,506. The participating
agencies will be providing matching funds in the amount of$295,506. A portion of the $295,506
match will consist of$32.712 from participating agencies so as to fund training and equipment
needs. Fort Collins portion of the match is$129,399. This match is met via the budgeted salary and
fringe benefits ($117,931)of existing Fort Collins Police Services personnel currently assigned to
the Drug Task Force and $11,468 earmarked for Fort Collins Polices Service's share of equipment
and training costs.
The participating agencies will benefit from grant funds in the area of overtime,confidential funds,
equipment,training,and lease expenses associated with the off-site facility and 50%funding of the
lieutenant position which manages the Task Force. This appropriation is not a request to identify

new dollars for Police Services' 2000 budget. This action appropriates the$295,506 in new federal
grant money received in connection with the program and $32,712 from Task Force participating
agencies.
ORDINANCE NO. 131, 1999
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND
AND AUTHORIZING THE TRANSFER OF APPROPRIATED AMOUNTS
BETWEEN ACCOUNTS AND PROJECTS FOR THE
MULTI-JURISDICTIONAL DRUG TASK FORCE
WHEREAS,Fort Collins Police Services has been awarded a grant of federal money in the
amount of$295,506 through the Colorado Division of Criminal Justice; and
WHEREAS,this grant is to be used by the Multi jurisdictional Drug Task Force to help fund
the investigation of illegal narcotics activities; and
WHEREAS,the City of Fort Collins will administer the grant for the Drug Task Force which
includes the Fort Collins Police Department,Loveland Police Department,Larimer County Sheriff s
Department, and the Colorado State University Police Department; and
WHEREAS,the members of the Drug Task Force will provide grant matching funds in the
amount of$295,506; and
WHEREAS, Fort Collins' portion of the matching funds is $129,399 which is included in
the 1999 Police Services budget for this purpose and is available for transfer to the Multi-
jurisdictional Drug Task Force Grant Project; and
WHEREAS, the City of Fort Collins will also receive $32,712 from the Drug Task Force
participating agencies to fund their portion of training and equipment needs; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,Article V,Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one fund or project
to another fund or project, provided that the purpose for which the transferred funds are to be
expended remains unchanged.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the General
Fund the sum of TWO HUNDRED NINETY-FIVE THOUSAND FIVE HUNDRED SIX
DOLLARS($295,506)for expenditure,upon receipt,in the General Fund for Police Services for the
Multi jurisdictional Drug Task Force Grant Project.
Section 2. That the unexpended appropriated amount of ONE HUNDRED TWENTY NINE
THOUSAND THREE HUNDRED NINETY-NINE DOLLARS($129,399)is authorized for transfer
from the Police Services operating budget in the General Fund to the Multi jurisdictional Drug Task
Force Grant Project.
Section 3. That there is hereby appropriated from unanticipated revenue in the General Fund
the sum ofTHIRTY-TWO THOUSAND SEVEN HUNDRED TWELVE DOLLARS($32,712)for
expenditure,upon receipt,in the General Fund for Police Services for the Multi jurisdictional Drug
Task Force Grant Project.
Introduced and considered favorably on first reading and ordered published this 3rd day of
