RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: Ordinance No. 115, 1999, was unanimously adopted on First Reading on July 20, 1999, and appropriates additional federal funds made available in 1999 for the City as well as transferring funds from the Transit Services Fund prior year reserves for the required local matching funds. � I I ; i i AGENDA ITEM SUMMARY ITEM NUMBER: 13 DATE: July 20, 1999 10 FORT COLLINS CITY COUNCIL STAFF: Tom Frazier SUBJECT: First Reading of Ordinance No. 115, 1999, Appropriating Unanticipated Revenue and Prior Year Reserves in the Transit Services Fund to be Used for the Provision of Transit Services. RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. FINANCIAL IMPACT: This Ordinance will appropriate a total of$761;127an Ale l�msitl$ervices Fund. JOB ACCESS Transfort/Dial-A-Ride was awarded a Federal Transit Administration Job Access Grant of$184,549 to operate a route from downtown Fort Collins along the Colorado Highway 14 corridor. The local match for this service is $184,549 and it is available in the Transit Services Fund Prior Year Reserves. VEHICLE REPLACEMENT Transfort/Dial-A-Ride also receive'da FederalZransit Adiffinisttaion 5309 Grant for$700,000 to acquire replacement buses. The City of Fort Collins,'=A 1949 Tiansfort/Dial-A-Ride budget,had budgeted the grant at$625,000.This Ordnance will appropriate an additional$75,000 unanticipated federal portion and transfer $18,750 for the required additionallocal match from Transit Services Fund Prior Year Reserves. FEDERAL OPERATING AND PLANNING/CAPITAL During 1999,staff closed a 1996 Federal Transit Administration(FTA)grant,which had an unspent balance of$157,228. The FTA authorized the $157,228 to be carried forward to the FTA 1999 Grant. Additionally, the FTA 1999 grant for general transit operations was $81,395 higher than originally projected. The 1996 unspent grant balance and the additional 1999 grant funding approval created unanticipated federal revenues of $238,623. This Ordinance appropriates an additional $238,623 in unanticipated federal grant funds and transfers $59,656 for local match from Transit Services Fund Prior Year Reserves. DATE: July 20, 1999 2 ITEM NUMBER: 13 EXECUTIVE SUMMARY: Federal funds for transit are not usually finalized until after the City's budget is adopted. This Ordinance reflects the additional federal funds made available in 1999 for the City and the required local matching funds. These additional funds are all FTA grants, but for different programs. 1. JOB ACCESS TRANSIT SERVICE: The City applied for a FTA Job Access Grant to serve the corridor from downtown, along Colorado Highway 14, to I-25 and back. The City was awarded a$184,549 grant to service this corridor Monday thru Saturday from 6 a.m.to midnight 310 days/year. The grant is-primarily,to support low income and welfare individuals in transportation from home to work'and trips associates with work such as child care,health care, and counseling. This corridor is parf of the(�ity'=s Transit Development Plan,and it was chosen because of the large number of hourly jobs%vailable along Lincoln Avenue and around the I- 25/Mulberry intersection. The local match is$184,549 and will be taken from Transit Services Fund Prior Year Reserves for year one of the grant. Staff has started a campaign to partner with Larimer County Human Services and business owners along the corridor to assist in local match for future grant years. The grant award is for one year;however,future grant submissions should receive preference over agencies submitting new grant requests in subsequent years. 2. VEHICLE REPLACEMENT:In the preparation for the 1999 budget,staff projected the City would receive $625,000 in federal funds to replace existing vehicles. The federal grant was awarded at $700.000. The additional fending wvdif$be used to replace seven (7) high mileage/maintenance vehicles. Since funds are%lburrently budgeted in 1999 for vehicle replacement,this Ordinance will appropriateke difference between the federal funding budgeted ($625,000)and the unanticipated revenue($700,000)plus the additional funds needed for local match($18,750). 3. FEDERAL OPERATING &PLANNING/CAPITAL FUNDS: The FTA provides grantees three (3) years to spend grant funds. At the end of three years the grants are closed and any funding remaining goes back to the FTA. The 1996 Transfort/Dial-A-Ride Grant was closed in 1999 and it had a remaining balance of$157,228. The City requested that the $157,228 be transferred to the City's 1999 FTA grant to be used for the original purposes of planning and capital purchases.
