RECOMMENDATION: Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY: The State and the County now require that the governing body of a municipality approve of the issuance of regular,non-governmental license plates for City vehicles. This Resolution is intended to satisfy this requirement so that the City vehicles assigned to the Chief of Police and the City Manager can obtain such license plates. There is no additional charge for these plates. BACKGROUND: The City vehicles assigned to the Chief of Police and the City Manager have, until last year, been issued non-government,regular license plates by the Larimer County Motor Vehicle Office without formal approval of Council. However,as of last year,the County required such approval before new plates of this type could be issued. The non-government,regular license plates do not specifically state on their face that the vehicle is a City-owned vehicle. However, the registration records do state that the City is the owner. These types of plates are not to be confused with "undercover" plates which would be registered in a fictitious name. Because the vehicles assigned to the Chief of Police and the City Manager are for both business and personal uses, the explicit identification of the vehicles as "city vehicles" on the license plates could lead to the public's misunderstanding as to the proper uses to which the vehicles are being put. The Resolution is intended to communicate City Council's approval of this type of plate on the City vehicles assigned to the City Manager and the Chief of Police. Because the County requires that the vehicles be specifically identified, the Resolution also authorizes the Mayor to inform the County Motor Vehicle Office of Council's approval along with the designation of the specific vehicles to be assigned to the City Manager and the Chief of Police. Each year or upon the change of vehicles, Fleet Services will prepare a letter to the County Motor Vehicle Office for the Mayor's signature which will authorize the non- government, regular license plates per this Resolution and designate the vehicles for the City Manager and the Chief of Police. • RESOLUTION 99-91 • OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING NON-GOVERNMENT, REGULAR COLORADO LICENSE PLATES ON CITY VEHICLES ASSIGNED TO THE CHIEF OF POLICE AND THE CITY MANAGER WHEREAS,there exists a need to display regular,non-government license plates upon the City of Fort Collins vehicles assigned to the Chief of Police and the City Manager; and WHEREAS,the Larimer County Motor Vehicle Office and the State of Colorado require that the governing body of a municipality approve of the request for such vehicle license plates. NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS,COLORADO that non-government,regular license plates for the City vehicles assigned to the Chief of Police and the City Manager are hereby authorized and approved. The Mayor is hereby authorized to advise the Latimer County Motor Vehicle Office and the State of Colorado of such authorization and approval concerning the vehicles specifically assigned to the City Manager and the Chief of Police.
