RECOMMENDATION Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY The contract is the third renewal of this partnership. The majority of changes in this version are of a routine housekeeping nature. However,as Poudre School District prepares to open its newest high school,Fossil Ridge High School,this contract also expands the School Resource Officer Program by one additional officer to staff that school. Ordinance No. 112, 2004, was adopted 5-0 (Councilmembers Hamrick and Roy were absent) on First Reading on July 6, 2004, appropriating unanticipated revenue for the School Resource Officer program. ORDINANCE NO. 112, 2004 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR THE SCHOOL RESOURCE OFFICER PROGRAM WHEREAS,in April 1995,Fort Collins Police Services and Poudre School District created a mutually beneficial partnership through the School Resource Officer Program; and WHEREAS,pursuant to Resolution 2004- ,the contract to renew the partnership between the City of Fort Collins and the Poudre School District adds one additional officer to staff the new Fossil Ridge High School; and WHEREAS,for the first year the costs associated with the new School Resource Officer will be $123,348; and WHEREAS, Poudre School District has agreed to pay$104,212 of the first year costs and the City will pay the remaining cost of$19,136 out of the existing Police Services budget; and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the funds from Poudre School District,as described herein,will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during 2004. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of ONE HUNDRED FOUR THOUSAND TWO HUNDRED TWELVE DOLLARS($104,212)for expenditure in the General Fund for the School Resource Officer Program. RECOMMENDATION COPY Staff recommends adoption of the Resolution and Ordinance on First Reading. First Reading of Ord iCoo 12, 2 4 op g Unanticipated Revenue in the General Fund for thee ce fi r Progr This Resolution also authorizes that future amendments to the contract or future replacement agreements may be executed by the City Manager to further this project specifically approved by the Council under City Code Section 1-19(b)(2). In April 1995,Fort Collins Police Services and Poudre School District created a mutually beneficial partnership through the School Resource Officer Program. Initially, this program assigned three officers to the primary high schools. Since that time the program has grown and now includes officers assigned to the primary high schools and all junior high schools within the city limits of Fort Collins. Services are also provided to the elementary feeder schools. The primary goals of the program is: July 6, 2004 -2- Item No. 24 A-B 1. Provide a safe learning environment and help reduce school violence; 2. Improve school and law enforcement collaboration; and 3. Improve perceptions and relations between students, staff and law enforcement officials. The proposed contract is the third renewal of this partnership. The majority of changes in this version are of a routine housekeeping nature. However, as Poudre School District prepares to open its newest high school, Fossil Ridge High School, this contract also expands the School Resource Officer Program by one additional officer to staff that school. These figures were derived through an analysis cost t w ass iated with the officer's primary assignment in the school for ap xima[e nine of a year, as compared to an officer assigned to routine duty throughout the City. Attachment "1" shows the breakdown of the agreed upon expenses. Police Services is not seeking any additional monies from Council for this position, but does request the appropriation of $104,212 once these funds are received by the City from Poudre School District. This payment is anticipated on or before September 15, 2004.
