SUBJECT
Second Reading of Ordinance No. 102, 2004, Appropriating Unanticipated Grant Revenue in the
General Fund for the Operation of the Fort Collins Welcome Center.
RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY
The Colorado legislature created the Colorado Tourism Board("Board")and authorized the Board
to operate State Welcome Centers. The Board determined that the State Welcome Center for Fort
Collins would be more efficiently and effectively operated by the City of Fort Collins. In August
of 2000, the Colorado Tourism Office was created and was authorized to operate State Welcome
Centers. This Ordinance,which was adopted 5-0(Councilmembers Hamrick and Roy were absent)
on First Reading on July 6, 2004, appropriates grant revenue for the operation of the Fort Collins
Welcome Center.
ORDINANCE NO. 102, 2004
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND
FOR THE OPERATION OF THE FORT COLLINS WELCOME CENTER
WHEREAS, pursuant to Resolution 1999-097, the City contracted with Colorado State
University for visitor center space at the Environmental Learning Center/Visitors Center; and
WHEREAS,the City currently has a contract with the Fort Collins Convention and Visitors
Bureau ("CVB") for convention and visitor services; and
WHEREAS,the CVB is now located in the Environmental Learning Center/Visitors Center
where it operates a welcome center to welcome and attract visitors to Fort Collins; and
WHEREAS, the City of Fort Collins has been awarded a grant for a fifth year of operation,
in the amount of$52,688,from the Colorado Tourism Office to be used for the operation of the Fort
Collins Welcome Center for fiscal year July 1, 2004 through June 30, 2005; and
WHEREAS, the Purchasing Agent has negotiated new terms to be added to the City's
contract with the CVB, pursuant to which the CVB will operate the Fort Collins Welcome Center
for this period; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,City staff has determined that the appropriation of the Colorado Tourism Office
grant funds as described herein will not cause the total amount appropriated in the General Fund to
exceed the current estimate of actual and anticipated revenues to be received in that fund during the
fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum
of FIFTY TWO THOUSAND SIX HUNDRED EIGHTY EIGHT DOLLARS ($52,688) for
expenditure in the General Fund for the operation of the Fort Collins Welcome Center for fiscal year
July 1, 2004 through June 30, 2005.

Pursuant to Resolution 1999-097, the City contracted with Colorado State University for visitor
center space at the Environmental Learning Center/Visitors Center, south of Prospect Road,
approximately one-quarter mile west of Interstate 25. The City, seeking to attract and welcome
visitors to Fort Collins through the activities of its convention and visitor services contractor, the
Fort Collins Convention and Visitors Bureau ("CVB"), uses the visitor center space for the Fort
Collins Welcome Center. The CVB, in addition to promoting tourism activity, operates the
Welcome Center consistent with the City's Intergovernmental Agreement with the Colorado State
Board of Agriculture acting by and through Colorado State University.
