First Reading of Ordinance No. 177, 1999, Appropriating Unanticipated Revenue in the General
Fund for the Climate Wise Local Government/Industrial Partnership to Reduce Greenhouse Gas
Emissions.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT:
This action will allow the City to spend $11,000 from the International Council for Local
Environmental Initiatives(ICLEI). The grant requires an in-kind match of$6,000 that the City will
provide from existing Natural Resource appropriations.
EXECUTIVE SUMMARY:
This Ordinance appropriates $11,000 of unanticipated revenue in the General Fund. These funds
will be used to encourage local industrial and manufacturing businesses to increase energy
efficiency,reduce waste generation, save money, and reduce their greenhouse gas emissions. The
City will encourage local businesses to participate in the Department ofEnergy's and EPA's Climate
Wise program through offers of technical assistance, economic incentives, and opportunities for
public recognition. Participating businesses will be able to take advantage of existing outreach
programs offered by the City's Transportation Demand Management department to develop
strategies to reduce emissions from the transportation sector. In order to take a leadership role,the
City also will develop a plan to reduce greenhouse gases from municipal activities.
BACKGROUND:
Commerce and industry are the City's second largest source of air pollution, following motor
• vehicles. A key objective in the Air Quality Action Plan is to reduce emissions from commercial
and industrial sources. Specifically,the 2000-2003 Air Quality Action Plan directs that:

4.2 Pollution Prevention(P2)
4.2.1 Staff will explore ways to better utilize P2 in education and outreach and to make P2 the first
line of attack when dealing with air pollution prevention. Whenever possible,staff will coordinate
P2 efforts with other departments and agencies and examine resources both inside and outside Fort
Collins. Staff will regularly measure the progress of the P2 program.
The City has applied for and received a "Local Government/ Industrial Partnership to Reduce
Greenhouse Gas Emissions" grant from ICLEI to assist in outreach to local industrial businesses.
A total of$ 22,000 has been awarded by ICLEI, with an additional $ 6,000 in-kind match to be
provided by the City of Fort Collins. Grant funds will be used to reimburse $4,550 worth of staff
time and will provide$11,700 for a local Pollution Prevention consultant,and will cover$5,750 for
material costs. Half of the funds($11,000)will be received in 1999,and the remaining$11,000 will
be received upon completion of the project in 2000. The Ordinance appropriates the first half of the
award amount.
The funds will be used by the Natural Resources Department (with assistance from the
Transportation Services Area)to recruit at least eight local businesses into the Climate Wise program
and assist at least three of those businesses in completing Action Plans. The funds will also be used
to develop a Municipal Action Plan for reducing greenhouse gas emissions from municipal
government activities. The project is scheduled for completion by October 2000.
These funds provide the City of Fort Collins with an enhanced opportunity to conduct outreach and
provide assistance to local industrial businesses in the community, helping them to save money
through energy conservation and waste reduction actions,while reducing greenhouse gas emissions.
ORDINANCE NO. 177, 1999
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND
FOR THE CLIMATE WISE LOCAL GOVERNMENT/INDUSTRIAL PARTNERSHIP
TO REDUCE GREENHOUSE GAS EMISSIONS
WHEREAS, the City of Fort Collins has been awarded a Local Government/Industrial
Partnership to Reduce Greenhouse Gas Emissions grant from the International Council of Local
Environmental Initiatives (ICLEI) in the amount of$22,000; and
WHEREAS,one half of the grant funds($11,000)will be received by the City in 1999,and .
the remaining $11,000 will be received by the City upon completion of the project in 2000; and
WHEREAS, these funds will be used by the Natural Resources Department to encourage
local industrial and manufacturing businesses to increase energy efficiency,reduce waste generation,
save money, and reduce their greenhouse gas emissions; and
WHEREAS,the City will also develop a plan to reduce greenhouse gases from municipal
activities; and
WHEREAS,the grant requires an in-kind match of$6,000 that will be met by the existing
Natural Resources Department budget for 1999; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year.
NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum
of ELEVEN THOUSAND DOLLARS($11,000)for expenditure,upon receipt,in the General Fund
for the Natural Resources Local Government/Industrial Partnership to Reduce Greenhouse Gas
Emissions Project.
