FORT COLLINS CITY COUNCIL STAFF: Dave Gordon
SUBJECT
Resolution 2004-104 Identifying Projects to be Funded by Passenger Facility Charges Collected at
the Fort Collins-Loveland Municipal Airport.
RECOMMENDATION
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT
The Passenger Facility Charge ( PFC), will generate an estimated $315,329 of revenues from
ticketed airline passengers flying from the Airport.
EXECUTIVE SUMMARY
The Aviation Safety and Capacity Expansion Act of 1990 provided a new source of funding
(Passenger Facility Charges-PFC),for authorized airports to fund needed airport expansion projects
that might otherwise go unfunded. A new PFC Application is being submitted to the FAA for
recovery of eligible project costs in accordance with this Act. The Cities are required to approve
the projects being submitted in the application.
The PFC funds that will be collected from this application total $315,329 and must be used for the
three projects listed in the PFC Application. The projects are:
1. Recover costs for rehabilitation of runway 15-33
2. Apply seal coat to runway 15-33 and repaint runway markings
3. Install replacement airfield lighting control system
The application approval process takes approximately 10-months to complete. Once the application
is approved by the FAA, the collections will not start until the current PFC collections have been
completed; which is estimated to be early next year. It will take approximately 2.5 years to collect
the $315,329, once collections start, based on estimated enplaned passengers.
