HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 06/01/1999 - FIRST READING OF ORDINANCE NO. 92, 1999, APPROPRIA AGENDA ITEM SUMMARY ITEM NUMBER: 16 DATE: June 1, 1999 FORT COLLINS CITY COUNCIL STAFF: Matt Baker SUBJECT: First Reading of Ordinance No.92, 1999,Appropriating Prior Year Reserves in the Street Oversizing Fund and Authorizing the Transfer of Appropriations Between Funds for the Purpose of Constructing Improvements at the Horsetooth Road and Mason Street Intersection. RECOMMENDATION: Staff recommends adoption to the Ordinance of First Reading. FINANCIAL IMPACT: The engineer's estimate for the Horsetooth and Mason right turn lane project is $261,077. This is a Minor Streets Capital project,with contributions from Pedestrian Access,Traffic Operations and Street Oversizing. This Ordinance will appropriate$136,750 into the Minor Streets Capital Project fund to construct arterial roadway improvements for the right turn lane project at Horsetooth Road and Mason Street. This project will go to bid as soon as the funds are available. Minor Streets Capital will contribute$124,327 to the project. The balance of the project cost will be appropriated from other funds as follows: Pedestrian Access $ 35,000 Traffic Operations $ 5,000 Street Oversizing Fund $ 96,750 EXECUTIVE SUMMARY: The intersection of Horsetooth Road and Mason Street is currently at level of service F, which indicates severe delays to traffic during peak hours. This project will add a right turn lane at the intersection of Horsetooth Road and Mason Street to alleviate this congestion, plus complete the pedestrian connections in the area. These improvements include a southbound right turn lane onto Mason Street from Horsetooth Road, curb and gutter along Horsetooth and Mason, attached sidewalk, storm sewer improvements and pedestrian crosswalks at the intersection. The project is 4 predominantly funded by the Minor Streets Capital Program, but includes contributions from the Pedestrian Access Program, Traffic Operations and the Street Oversizing Program. Staff is requesting that funds be appropriated from the Pedestrian Access, Street Oversizing, and Traffic Operations programs so that construction of these arterial road improvements can begin in the summer of 1999. Staff believes this project needs to start in the summer in order to alleviate the severe traffic delays and congestion in the area. BACKGROUND: Staff has been working on the design plans for the right turn lane at Horsetooth Road and Mason Street for one year, and plans are nearing completion. The improvements will span from an east bound right turn lane onto Mason Street,new curb and gutter along Horsetooth Road,new sidewalk DATE: Jane 1, 1999 2 ITEM NUMBER: 16 along Horsetooth Road and Mason Street,storm sewer improvements,and purchase of right-of-way for a future left turn lane into,the Albertson shopping center on Mason Street. Staff has designed the project to meet current City arterial street standards, including beautification and transit amenities within existing budget constraints. The project is planned to begin construction in the summer of 1999.with final completion and landscaping to be completed in the fall of 1999. Funding for the project is split between four different City programs, including Minor Streets Capital, Street Oversizing,Pedestrian Access and Traffic Operations. The total cost for this project is $261.077.77 and the breakdown of contribution is as follows: Minor Streets Capital $124,327 Pedestrian Access $ 35,000 Traffic Operation $ 5,000 Street Oversizing Fund $ 96,750 Staff from the Street Oversizing program will manage the construction of the project. Project documents are nearing completion and will be ready to go to bid and construction this summer. Staff has been working with several other departments to coordinate construction of the project in an effort to minimize inconvenience to the traveling public. In order to take this project to bid and to start construction in the summer, all funds for the project must be appropriated into the Minor Street Capital Project fund. ORDINANCE NO. 92, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING PRIOR YEAR RESERVES IN THE STREET OVERSIZING FUND AND AUTHORIZING THE TRANSFER OF APPROPRIATIONS BETWEEN FUNDS FOR THE PURPOSE OF CONSTRUCTING IMPROVEMENTS AT THE HORSETOOTH ROAD AND MASON STREET INTERSECTION WHEREAS, the intersection of Horsetooth Road and Mason Street is currently at level of service F,which indicates severe delays to traffic during peak hours; and WHEREAS, City staff has been working on the design plans for improvements to the aforementioned intersection at Horsetooth Road and Mason Street (the "Project') including the construction of a southbound right turn lane onto Mason Street from Horsetooth Road, attached sidewalk, storm sewer improvements, and pedestrian crosswalks; and WHEREAS,the estimated cost ofthe Project is$261,077,and funds are available in the form of existing appropriations,totaling$124,327 in the Minor Streets capital project within the Capital Projects Fund, $35,000 in the Pedestrian Accessibility capital project within the Capital Projects Fund, $5,000 from the Transportation Services Fund, and$96,750 from prior year reserves in the Street Oversizing Fund; and . WHEREAS,upon completion of the bid process,the Project would begin in the summer of 1999, with final completion and landscaping scheduled for Fall of 1999; and WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins (the"Charter") permits the City Council to appropriate by ordinance at any time during the fiscal year such funds for expenditure as may be available from reserves accumulated in prior years,notwithstanding that such reserves were not previously appropriated; and WHEREAS,Article V,Section 10,of the Charter authorizes the City Council to transfer by ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital project to another fund or capital project,provided that the purpose for which the transferred funds are to be expended remains unchanged; and WHEREAS, it is the desire of the City Council to appropriate $96,750 from prior year reserves in the Street Oversizing Fund and authorize the transfer of said amount, as well as $5,000 from the Transportation Services Fund and$35,000 from the Pedestrian Accessibility capital project within the Capital Projects Fund to the Capital Projects Fund, Minor Streets capital project, to be used with existing appropriations,totaling $124,127,to construct improvements at the intersection of Horsetooth Road and Mason Street. NOW, THEREFORE,BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated from prior year reserves in the Street Oversizing Fund,the sum of NINETY-SIX THOUSAND SEVEN HUNDRED FIFTY DOLLARS ($96,750) and authorized for transfer to the Capital Projects Fund,Minor Street Capital Project to be used to construct improvements at the intersection of Horsetooth Road and Mason Street. Section. 2. That the unexpended appropriated amount of THIRTY-FIVE THOUSAND DOLLARS ($35,000) is hereby authorized for transfer from the Pedestrian Accessibility Capital Project within the Capital Projects Fund to the Capital Projects Fund,Minor Streets Capital Project to be used to construct improvements at the intersection of Horsetooth Road and Mason Street. Section. 3. That the unexpended appropriated amount of FIVE THOUSAND DOLLARS ($5,000)is hereby authorized for transfer from the Transportation Services Fund,Traffic Operations budget, to the Capital Projects Fund, Minor Streets Capital Project to be used to construct improvements at the intersection of Horsetooth Road and Mason Street.
