SUBJECT:
Second Reading of Ordinance No. 101, 1999,Appropriating Unanticipated Revenue in the General
Fund and Authorizing the Transfer of Appropriated Amounts Between Accounts and Projects for
Rehabilitation of the Nelson Milk House.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Ordinance No. 101, 1999, was unanimously adopted on First Reading on June 15, 1999 and
appropriates unanticipated revenue in the amount of$10,000 for the rehabilitation of 1035 East
Swallow,the Nelson Milk House in Spencer Park. It also authorizes the transfer of matching funds
from Parks and Advance Planning budgets.

FINANCIAL IMPACT:
The City has been awarded a grant from the Colorado Historical Society State Historical Fund in the
amount of$10,000 for the rehabilitation pf1036 East"S�vall w,the"Nelson Milk House in Spencer
Park. Matching funds in the amount of$3,400 will beprovideb the Parks/Cultural,Library, and
. Recreational Services Divisimitand the Advance Planning De ent.
EXECUTIVE SUMMARY:
This Ordinance appropriates unanticipated revenue in the amount of$10,000 for the rehabilitation
of 1035 East Swallow, the Nelson Milk House in SpencergPark. -It-also authorizes the transfer of
matching funds from Parks an$Advance Planning budgets. wY '
The City of Fort Collins has beon�awarded a State Historical Fiord grant in 1999 by the Colorado
Historical Society. The purpose of the grant is to rehabilitate 1035 East Swallow,the Nelson Milk
House in Spencer Park.
State Historical Fund grants are available to public entities as applicants for the purpose of
rehabilitating their public buildings.
The City's role is to: (1)be the grant applicant for the project; (2) contract with the State to receive
and administer the grant funds; (3) provide the cash match; (4) contract for the rehabilitation; and
. (5) be responsible for the distribution of the grant and cash match funds. The grant management
will be administered by the Advance Planning Department. The cost of this administration will be
covered by the Parks/CLRS Division's cash match for the grant.
