RECOMMENDATION Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY Application was submitted and approved for a GOCO and Colorado State Trails program grant of $11,400. The proposed project is, working with the Larimer County Youth Conservation Corps., to re-route approximately 1/2 mile of the Foothills Trail at Reservoir Ridge Natural Area and reclaim the abandoned section. The Grant Agreement requires that a resolution be adopted by the governing body of the Grantee authorizing the execution of the agreement and approving its terms and conditions. The Grant Agreement requires that the City operate and maintain the facilities for not less than 20 years, subject to the annual appropriation of funds. The Agreement also requires the City to allow reasonable public access to the new section of trail. RESOLUTION 2004-086 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE EXECUTION BY THE MAYOR OF A GOCO GRANT AGREEMENT FOR RESERVOIR RIDGE TRAIL AND APPROVING ITS TERMS AND CONDITIONS WHEREAS, the mission of the City of Fort Collins Natural Areas Program includes providing appropriate recreation in natural areas; and WHEREAS, soft surface trails provide for hiking, bicycling, and horseback riding in natural areas; and WHEREAS, the Foothills Trail has been popular with recreationists for many years; and WHEREAS, working with the Larimer County Youth Conservation Corps., the City Natural Areas Program re-routed approximately 1/2 mile of the Foothills Trail at Reservoir Ridge Natural Area and reclaimed the abandoned section; and WHEREAS, the section of the Foothills Trail required rerouting to a gentler grade because the original trail had been aligned at too steep a grade and was badly eroded; and WHEREAS, the Board of Great Outdoors Colorado (GOCO) and Colorado State Trails program authorized a grant of up to $11,400 to reimburse the City for a portion of this trail relocation and restoration project; and WHEREAS, the Grant Agreement, a copy of which is on file in the Office of the City Clerk and available for public inspection (the "Grant Agreement'), requires a resolution, adopted by the governing body of the Grantee, authorizing the execution of the agreement and approving its terms and conditions; and WHEREAS, the Grant Agreement further requires that the City operate and maintain the facilities for not less than 20 years, subject to the annual appropriation of funds; and WHEREAS, the Grant Agreement also requires the City to allow reasonable public access to the new section of trail; and WHEREAS, City staff has recommended that the City Council approve the Grant Agreement as described herein. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: That the terms and conditions of GOCO Grant Agreement for Reservoir Ridge Trail are hereby approved and execution of the Grant Agreement by the Mayor is hereby authorized.
