RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: On August 3, 1999, Council unanimously adopted Resolution 99-96 authorizing the City Manager to enter into an agreement with the Colorado Department of Transportation(CDOT),and the Union Pacific Railroad Company (UPRR), is for installation of crossing warning devices at the Larimer County Road 32 and UPRR crossing. Also on August 3, 1999, Council unanimously adopted Ordinance No. 132, 1999,appropriating Federal Funds budgeted towards the project in to the City's Minor Streets Capital Project in the Capital Projects Fund. RECOMMENDATION: Staff recommends adoption ofithe Resolution and of the Ordinance on First Reading. FINANCIAL IMPACT: Federal "ISTEA" funds will pay for 100% of the cost for the new crossing warning devices. $134,258 in Federal Funds has been budgeted towards this project and is being appropriated into the City's Minor Streets Capital Fuh1. The agreement with the Colorado Department of Transportation (CDOT), and the Union Pacific Railroad Company (UPRR), is for installation of crossing warning devices at the Latimer County Road 32 and UPRR crossing as shown on the attached map. The project consists of replacing the existing stop sign controlled crossing with a signal system and gates to improve safety at the crossing. In addition,the signal system will improve the function of the street by requiring vehicles to stop only for trains. This installation will work well with the traffic signal planned for installation at Latimer County Road 32 at Timberline Road (700 feet to the east of the crossing). DATE: August 3, 1999 2 ITEM NUMBER: 20 A-B The City applied for and received Federal ISTEA Funds to pay for 100%of the cost to upgrade the crossing warning devices. Ordinance No. 132, 1999, appropriates the $134,258 in Federal Funds budgeted towards the project in to the City's Minor Streets Capital Project in the Capital Projects Fund. The UPRR's estimated cost for the upgrade is $126,758. The City is required to pay for CDOT's costs for administering the project, because the federal funds may not be used for this purpose. These costs, estimated at $2,242, will be paid for with existing Minor Streets Capital Funds. This project is planned to be done in coordination with another project under separate agreement between the City and the UPRR to replace and widen the crossing material to provide width for the two travel lanes and two bicycle lanes/shoulders. Construction of the improvements is sch6duled to be done in tie fall of this year.
