RECOMMENDATION Staff recommends adoption of the proposed Resolution. EXECUTIVE SUMMARY This Resolution will reestablish the Council Finance Committee to consider financial policy issues facing the City and to make recommendations regarding those issues to the City Council. BACKGROUND Until2002,City Council utilized several committees to assist the Council in making policy decisions in various areas of concern. These included committees dealing with finance,governance, growth management and health and safety issues. In 2002, the City Council reconsidered its committee structure,reviewed the functions and duties of its committees, and reached the conclusion that the purposes served and issues addressed by the committees could be more efficiently addressed by the Council as a whole. Accordingly, the City Council adopted Resolution 2002-083 abolishing its committees. Recently,the City has been faced with very significant financial issues,and at its recent City Council retreat, the Council and the City Manager discussed the possible reestablishment of a Council Finance Committee to help formulate recommendations to the Council regarding these and other issues. This Resolution reestablishes that Committee. RESOLUTION 2004-136 OF THE COUNCIL OF THE CITY OF FORT COLLINS RE-ESTABLISHING THE COUNCIL FINANCE COMMITTEE WHEREAS, on May 17, 1988, the City Council formally created a Council Finance Committee for the purpose of studying important financial issues and giving staff and Councilmembers the opportunityto study such areas priorto consideration of related legislation;and WHEREAS,the Council Finance Committee served,along with other Council committees, until August 20,2002,at which time the City Council adopted Resolution 2002-083 abolishing such committees because of the belief that the purposes served and issues addressed by the committees could more efficiently be addressed by the Council as a whole; and WHEREAS, the City is currently facing continued revenue shortfalls, a proposed tax reduction measure, and other important financial issues; and WHEREAS, the City Council believes that a number of issues could appropriately be addressed by a Council Finance Committee and that such Committee review could assist the Council in making important financial policy decisions in the near future; and WHEREAS, for these reasons, the City Council wishes to reestablish the Council Finance Committee. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Council Finance Committee (the "Committee") is hereby reestablished, which Committee shall consist of three Councilmembers. Section 2. That the following named Councilmembers are hereby appointed to serve on the Council Finance Committee until such time as the Council may decide to make new appointments: Eric Hamrick Kurt Kastein Bill Bertschy Section 3. That the Committee is hereby directed to formulate recommendations to the City Council regarding such financial policy issues as the Committee, in consultation with the City Manager, may deem appropriate.
