Second Reading of Ordinance No. 124, 1999,Appropriating Unanticipated Revenue and Prior Year
Reserves in the Transportation Services Fund and Authorizing the Transfer of Appropriations
Between Funds for the Local and Regional Transportation Demand Management Programs.
RECOMMENDATION:
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY:
Ordinance No. 124, 1999, which was unanimously adopted on First Reading on August 3, 1999,
appropriates unanticipated revenue and prior year reserves to be used by the City of Fort Collins and
the North Front Range Transportation and Air Quality Planning Council ("NFRT&AQPC") to
promote the use of alternative transportation and raise awareness of air quality issues and steps that
can be taken by citizens to help preserve good air quality. The monies are part of a state grant of
federal transportation dollars allocated to the City of Fort Collins by the NFRT&AQPC.

FINANCIAL IMPACT: This Ordinance appropriates $299,835 of unanticipated revenue into the Transportation
Services Budget for the Fort Collins Local TDM program($85,344)and the regional SMARTTrips Transportation Demand
Management Program ($214,491). Available funding federal/local match, has been identified as follows:

EXECUTIVE SUMMARY:
These dollars will be used by the City of Fort Collins and the North Front Range Transportation and
Air Quality Planning Council ("NFRT&AQPC') to promote the e of alternative transportation
and raise awareness of air quality issues ad steps th , c bbe ° en y citizens to help preserve good

Specifically, these dollars will by used for the following projects:
I. Expand current business outreach to corridors such as the Mulberry Corridor;
2. Provide interactive information kiosks at the malls, Downtown areas, and other locations
with high public traffic;
3. Establish a bicycle education and enforcement program,modeled after the one currently used
at Colorado State University;

4. Create educational materials to be used for youth outreach and awareness-raising as to the
benefits of using alternative transportation;
5. Develop a strategy of identifying and facilitating the repair of hi-emitter vehicles, and to
disseminate information region-wide to mechanics and others regarding standardized
approaches for diagnosis and repair;
6. Work through major employers to encourage employee compliance with emissions-sticker
laws;
7. Develop a Clean Air Trunk t&educate youth'as to the impact of vehicles on air quality;
8. Develop a variety of learning models formiddle grade students on the impacts of automobile
use. This will be done by working with a consultant at the National Center for Vehicle
Emissions Control and Safety at CSU;
9. Develop the next 3-year work plan,and a 6-year strategic plan for the regional SMARTTrips
program;
10. Develop a new strategic plan which outlines and defines the transportation relationship
between the City of Fort Collins and Colorado State University.
