RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: Ordinance No. 122, 1999, which was unanimously adopted on First Reading on August 3, 1999, appropriates revenue dedicated to the project to fund an addendum to the scope of work for Balloffet for a vehicle intercept origin and destination survey, a transit on-board survey, and a special generator study for Colorado State University. RECOMMENDATION: Staff recommends adoption ofthe Resolution and of-the Ordinance on First Reading. The Mason Street Transportation Corridor Project("Corridor")is in the planning and design stage. The original scope of work issued to the consulting firm of Balloffet&Associates,Inc.("Balloffet") for planning and design of the Corridor does not include a comprehensive travel origin and destination study. The purpose of this study is to identify transportation opportunities along the Corridor, accurately predict transit usage, and develop a multi-modal transportation model. This Ordinance appropriates revenue dedicated to the project to fund an addendum to the scope of work for Balloffet for a vehicle intercept origin and destination survey, a transit on-board survey, and a 41 special generator study for Colorado State University. DATE: August 3, 1999 2 ITEM NUMBER: 15 A-B BACKGROUND: Voters approved funding for the first two phases of the Mason Street Transportation Corridor Project ("Corridor") on April 8, 1997, as part of the Building Community Choices ballot package. The Corridor is intended to enhance opportunities for pedestrians,bicyclists,and transit riders along its length,to encourage in-fill development and to provide economic opportunities. It will provide a direct north/south route for bicyclists and a faster passenger-trip time using transit rather than having to use autos on a congested College Avenue corridor. It also offers the future possibility of rail service from Fort Collins to destinations throughout the region. The Corridor will extend at least from Cherry Street o'the nord to Harmony Road on the south, centered along the right-of-way of the BurlingtowNorthern'6anta Fe Railroad tracks. Phase 1 includes design and engineering studies'and the acquisition ofgights-of-way. Phase 2 will be the construction of a bike and pedestrian way from Prospect Street to Harmony Road. Other development and construction will be added, as funding becomes available. On December 14, 1998, the City of Fort Collins entered into an agreement with Balloffet & Associates, Inc. ("Balloffet") for the planning and design of the Corridor. This agreement did not include a detailed user origin and destination study because it was assumed that most of this information could be gathered from other locally collected data such as the North Front Range Mobility Report Card. Since these data are not as specific to the Corridor and Fort Collins as was hoped,it is necessary to expand'Ball6ffet3s scope o�•..� o to clure a comprehensive travel origin and destination study. The purpose of this study�s td 'fy ittgisportation opportunities along the Corridor, accurately predict transit usage, and develop a muld�rnodal transportation model. It is critical that this information be statistically valid so ihat the Master Plan for the Corridor will be accurate. Additional dedicated revenue above 1999 appropriations is available in the Sales and Use Tax Fund to fund the addendum to Balloffet's scope of work. Appropriating these funds now, instead of waiting until FY 2000 insures that the Corridor planning and design can remain on schedule for adoption by the City Council in 2000.
