SUBJECT:
Items Relating to the Construction of a Traffic Signal at the Intersection of County Road 32 and
Timberline Road Utilizing Federal STU Funds.
RECOMMENDATION:
Staff recommends adoption of the Resolution and of the Ordinance on First Reading.

FINANCIAL IMPACT:
The Federal-Aid Project requires a 18.7%match from the City of Fort Collins. The matching funds
in the amount of$23,000 have been included in the 1999 Street Oversizing budget. The Federal
portion of the project will be reimbursed by the Colorado Department of Transportation in the
amount of$100,000.
EXECUTIVE SUMMARY:
A. Resolution 99-72 Approving an Intergovernmental Agreement with the Colorado
Department of Transportation Providing for the Construction of Traffic Signals and
Improvements at the Intersection of County Road 32 and Timberline Road.
B. First Reading of Ordinance No. 107, 1999, Appropriating Unanticipated Revenue in the
Transportation Services Fund and Authorizing the Transfer of Appropriations from the Street
Oversizing Fund to the Transportation Services Fund for the Construction of Traffic Signals
and Improvements at the Intersection of County Road 32 and Timberline Road.
The City of Fort Collins successfully applied for Federal Highway STU funds for the construction
of a needed traffic signal at the intersection of County Road 32 and Timberline Road. The project
also entails adding left rum lanes at the intersection to improve the efficiency of the intersection.
Construction of the traffic signal is scheduled for the Fall of 1999.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH
THE COLORADO DEPARTMENT OF TRANSPORTATION PROVIDING FOR THE
CONSTRUCTION OF TRAFFIC SIGNALS AND IMPROVEMENTS AT THE
INTERSECTION OF COUNTY ROAD 32 AND TIMBERLINE ROAD
WHEREAS, the City applied for an allocation of certain Federal Surface Transportation
Program funds to be utilized in the construction of traffic signals and intersection improvements at
the intersection of Timberline Road and County Road 32 (the "Project"), which Federal Surface
Transportation Program funds have been allocated for said Project; and
WHEREAS, the Colorado Department of Transportation ("CDOT") has prepared and
presented to the City an agreement providing for the City to install said traffic signals and
intersection improvements at Timberline Road and County Road 32,under CDOT Project No. STM
M455-047; and
WHEREAS,the proposed intergovernmental agreement contains a commitment that the City
will provide matching funds for the Project at the rate of 18.7% (in the amount of$23,000); and
WHEREAS, Colorado law and the City Charter authorize governments to enter into
• contractual agreements with one another for the purpose of cooperating together in joint activities;
and
WHEREAS, the Council of the City of Fort Collins has determined that it is in the best
interest of the City that the proposed intergovernmental agreement be entered into with the Colorado
Department of Transportation for the purpose of installing traffic signals and intersection
improvements at Timberline Road and County Road 32.
NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Mayor be, and hereby is, authorized and directed to enter into an
intergovernmental agreement between the City of Fort Collins and the Colorado Department of
Transportation,which agreement shall provide for the installation of traffic signals and intersection
improvements at the intersection of Timberline Road and County Road 32 in the total funding
amount of$121,000.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this
15th day of June, A.D. 1999.

ORDINANCE NO. 107, 1999
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE
TRANSPORTATION SERVICES FUND AND AUTHORIZING THE TRANSFER
OF APPROPRIATIONS FROM THE STREET OVERSIZING FUND TO THE
TRANSPORTATION SERVICES FUND FOR THE CONSTRUCTION OF TRAFFIC
SIGNALS AND IMPROVEMENTS AT THE INTERSECTION OF COUNTY ROAD 32 AND
TIMBERLINE ROAD
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins (the"Charter")
permits the City Council to make supplemental appropriations by ordinance at any time during the
fiscal year,provided that the total amount of such supplemental appropriations,in combination with
all previous appropriations for that fiscal year,do not exceed the then current estimate of actual and
anticipated revenues to be received during the fiscal year; and
WHEREAS,Article V,Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended appropriated amount or portion thereof from one fund or capital project
to another fund or capital project,if the purpose for which the transferred funds are to be expended
remains unchanged; and
WHEREAS,the City Council adopted Resolution 99-72,on June 15, 1999, authorizing the
City to enter into a contract with the Colorado Department of Transportation ("CDOT") for the
receipt of federal highway STU funds to be used to construct a traffic signal at the intersection of
County Road 32 and Timberline Road, and to construct left turn lanes at the same intersection(the
"Project'); and
WHEREAS, the estimated cost of the Project is One Hundred Twenty Three Thousand
Dollars ($123.000); and
WHEREAS,CDOT has made available to the City federal highway STU funds in the amount
up to One Hundred Thousand Dollars($100,000)to fund the Project; and
WHEREAS,local matching funds,totaling Twenty Three Thousand Dollars($23,000)have
been identified and are appropriated in the 1999 Street Oversizing Fund budget; and
WHEREAS, it is the desire of the Council to appropriate the sum of$100,000 in federal
highway STU funds,and to authorize the transfer of$23,000 in local matching funds to be used to
construct a traffic signal and left turn lanes at the intersection of County Road 32 and Timberline
Road.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLIN''S as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenue in
the Transportation Services Fund, the sum of ONE HUNDRED THOUSAND DOLLARS
($100,000) upon receipt from the Colorado Department of Transportation federal highway STU
funds to be used to construct a traffic signal and left turn lanes at the intersection of County Road
32 and Timberline Road.
Section 2. That the unexpended appropriated amount of TWENTY THREE THOUSAND
DOLLARS ($23,000) is hereby authorized for transfer from the Street Oversizing Fund, 1999
budget,to the County Road 32/Timberline Road Intersection Project in the Transportation Services
Fund and appropriated therein to be used to construct a traffic signal and left turn lanes at the
intersection of County Road 32 and Timberline Road.
Introduced and considered favorably on first reading and ordered published this 15th day of
June, A.D. 1999, and to be presented for final passage on the 6th day of July, A.D. 1999.
