RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. EXECUTIVE SUMMARY The City was awarded a $43,030 grant from the Department of Education via a sub-award from Colorado State University. This Ordinance appropriates that grant money in the Recreation Works Grant H project. BACKGROUND On September 13, 2004, the Recreation Division received written notice that it had been awarded a $43,030 grant from the Department of Education, via a sub-award from Colorado State University. This Recreation Works H grant will enable the Adaptive Recreation Opportunities program ('Recreation Program") to continue work begun in the Recreation Works Grant. The Recreation Program will utilize the grant funds to continue providing inclusion support and recreation opportunities to people with disabilities. The $43,030 will be disbursed over a three year period. The Recreation Division is requesting appropriation of the $43,030 into the Recreation Works H project account for use over the next three fiscal years, October 2004 through September 2007. The grant will pay for 0.20 Full Time Employee ("FTE") in year one for the project co-director, and 0.25 FTE in years two and three for an Inclusion Coordinator. The grant also provides funds for registration, travel, food and lodging at the National Therapeutic Recreation Conference in year three. ORDINANCE NO. 179, 2004 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE RECREATION FUND TO BE USED FOR GENERAL OPERATING SUPPORT OF THE ADAPTIVE RECREATION OPPORTUNITIES PROGRAM RECREATION WORKS PROJECT WHEREAS, in 2001, The Center for Community Participation in the Department of Occupational Therapy at Colorado State University, in collaboration with the City of Fort Collins Recreation Division's Adaptive Recreation Opportunities Program applied for and was awarded a Recreation Works grant, in the amount of $315,000 from the U.S. Department of Education's Rehabilitation Services Administration ("RSA"); and WHEREAS, on February 5, 2002, City Council adopted Ordinance No. 003, 2002, appropriating $123,742 in the City's Recreation Fund, representing the City's share as a Subrecipient of the aforementioned grant proceeds from Colorado State University, to be used to provide individuals with disabilities enhanced opportunities and support to participate in inclusive recreation programs at their greatest level of independence, while also pursuing employment goals ("Recreation Works Project"); and WHEREAS, the City's share of the aforementioned funding spanned a three-year period commencing in October 2001 and ending September 2004; and WHEREAS, on September 13, 2004,the City of Fort Collins Recreation Division received notice that it had been awarded a$43,030 grant from the U.S. Department of Education, via a sub- award from Colorado State University that will enable the City's Adaptive Recreation Opportunities program to continue providing inclusion support and recreation opportunities to people with disabilities; and WHEREAS, as the subrecipient, the City will provide the necessary personnel, services, equipment and facilities to continue the work of the Recreation Works Project; and WHEREAS, the City will receive reimbursement from Colorado State University, in the amount of$43,030, during the three-year grant period (10/l/04 - 9/30/07), for the City's share of expenses associated with the Recreation Works Project; and WHEREAS, the City's share of the aforementioned funding for the three-year period is as follows: 2005 $ 14,173 2006 $ 13,691 2007 $ 15,166 Total $43,030 WHEREAS,no local matching funds are required by the City for the three-year period;and WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the grant funds to support the Recreation Works Project, beginning in 2004, as described herein, will not cause the total amount appropriated in the relevant funds to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year; and WHEREAS, it is the desire of the Council to appropriate the sum of $43,030 in grant proceeds in the Recreation Fund to be used for the City's share of implementing the second phase of the Recreation Works Project. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Recreation Fund, Recreation Works Grant H project the sum of FORTY-THREE THOUSAND THIRTY DOLLARS ($43,030) from the U.S. Department of Education via a sub-award from Colorado State University, to be used for the City's share of implementing the second phase of the Recreation Works Project. Introduced and considered favorably on first reading and ordered published this 16th day of November,A.D.2004,and to be presented for final passage on the 7th day of December,A.D.2004.
