Resolution 99-93 Making Appointments to the Urban Growth Area Review Board.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY:
The Intergovernmental Agreement between the Latimer County Commissioners and the Fort Collins
City Council established a Fort Collins Urban Growth Area Review Board to act as the single
recommending body to the Commissioners concerning development applications for properties
. located within the unincorporated portions of the UGA that are ineligible for voluntary annexation
into the city. The Board consists of two members appointed by the City Council, two members
appointed by the County Commissioners,and three members appointed by mutual agreement of the
Council the Commissioners,who shall be residents of the Urban Growth Area(the area between the
city limits and the Urban Growth Area boundary).
There are currently three vacancies on the UGA Review Board requiring Council action. The three
seats jointly appointed by the Council and the Commissioners are vacant due to the expiration of
terms of Bob Long, Tim Wakefield and the resignation of Natalie Warren.
Latimer County did not receive a sufficient number of applications to fill all three vacancies.
Recruitment efforts are underway for more applications. In order for the Urban Growth Area
Review Board to have a quorum at its meetings, two appointments will be made immediately.
Names of those individuals recommended for appointment have been inserted in the Resolution.

RESOLUTION 99-93
OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO THE URBAN GROWTH AREA REVIEW BOARD
WHEREAS,the Intergovernmental Agreement between the Latimer County Commissioners
(the"Commissioners")and the Fort Collins City Council(the "Council')dated September 7, 1988,
established a Fort Collins Urban Growth Area Review Board(the 'Board"); and
WHEREAS, the Board is to act as the single recommending body to the Commissioners
concerning development applications for properties located within the unincorporated portion of the
Urban Growth Area that are ineligible for voluntary annexation into the city; and
WHEREAS, the Board consists of two members appointed by the Council, two members
appointed by the Commissioners,and three members appointed by mutual agreement of the Council
and the Commissioners; and
WHEREAS, vacancies currently exist on the Board due to the expiration of terms of Bob
Long and Natalie Warren,which vacancies are to be filled by joint appointment by the Council and
the Commissioners; and
WHEREAS,the Council wishes to make appointments to fill the above referenced vacancies.
NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following named persons be,and hereby are,appointed as members of the Urban
Growth Area Review Board, filling positions designated for appointment by mutual agreement of
the City Council and the Larimer County Commissioners, with terms to expire as forth after each
name:

Issues:
A significant major issues is not pertinent just to this board,but is a concern with the overall
Lariiner Cuunty Laud Use Manning process. This is being addressed with the development of the
Partnership Land Use System(PLUS). Since the City of Fort Collins is also in the process of
revising their Land Use Planning process, this is an ideal time for this Board to be actively
involved in the integration of the two procesaeR to provide an appropriate planning process for the
UGA Some specific issues are as follows:
I. Issue:It can be difficult to gather an appropriate perspective on a development proposal
from a formal review of submitted materials and a formal review meeting.
How to address: The board members should actively pursue input from applicants as well
as neighborhood residents regarding development proposals . With the development of a
new plauniag pruc,=. there is the opportunity to incorporate something like the
neighborhood meetings the City of Fort Collins uses to facilitate discussion between
applicants and neighborhoods. This is one method of raising issues and listening to
concerns from all viewpoints with time to consider and research these concerns prior to
making a recommendation. Other methods may be appropriate as well, but it is important
that some technique be used to provide a sense of fairness and predictability to all
participants.
2. Issue:The Urban Growth Area Review Board should provide fair,well informed
recommendations to the Latimer County Commissioners.
How to address: This board should diEgeady review and research all proposals that are
submitted to the board and make recommendations based on adherence to and compatibility
with current Inter-Governmental Agreements, Land Use Planning Regulations, and County
Land Use Plana. This should include consideration of any applicable planning concepts for
the UGA, unique situations for the proposal being reviewed, as well as consideration of
long range plans for the neighborhood, Larimer County, and Fort Collins.
3. Issue: The Urban Growth Area Review Board should represent residents of the UGA in
recommendations made to the County Commissioners.
How to address: Recognizing that there is a great diversity of viewpoints, it is imperative
that the board members be open minded and good at understanding a multiplicity of
perspectives, wbile balancine these with the appropriate regulations and policies. Board
members should be encouraged to be involved in forums and symposia to keep abreast of
currcnr views and concerns ill die City and Cuuuty. They must be willing and able to
temper their views with perspectives of others.
