RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. s FINANCIAL IMPACT: i The City has been awarded a grant from the Colorado Historical Society State Historical Fund in the amount of$162,362 for the restoration of 328 Remington Street. Matching funds in the amount of $161,843 will be provided by the owner of the building. i I i I EXECUTIVE SUMMARY: This request is for appropriating unanticipated revenue in the amount of$324,205 for the restoration of 328 Remington Street(the historic 1904 First Baptist Church)which will become the"Old Town School for Film, Theatre and Dance." i j The City of Fort Collins has been awarded a State Historical Fund grant in 1999 by the Colorado Historical Society. The purpose of the grant is to restore 328 Remington Street in Fort Collins. i State Historical Fund grants are available to private entities if a public entity will be the applicant for its project. This project will have a significant impact on the historical character and economic viability of downtown Fort Collins. Therefore,the City agreed to be the applicant,and the building owner, Michael S. Gaines, was the co-applicant. The building owner will provide grant matching funds in the amount of$161,843, and will be contracting for the work from sole source vendors. The City's role is to: (1)be the grant applicant for the project; (2) contract with the State to receive and administer the grant funds; (3) enter into a Memorandum of Understanding with the building owner in order to receive the cash match funds in defined amounts at defined stages of the construction completion; and(4)be responsible for the distribution of the grant and cash match funds. The grant management will be administered by the i DATE: June 15, 1999 2 ITEM NUMBER: 15 Advance Planning Department. The cost of this administration will be covered by the building owner's cash match for the grant. The grant funds will be distributed periodically in accordance with the Proiect Time and Payment Schedule. The owner has also been awarded a Downtown Development Authority (DDA) facade grant for $50,000. The DDA award will be available as a reimbursement to the owner's cash match at the approved completion of the project. • ORDINANCE NO. 100, 1999 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR FACADE RESTORATION OF 328 REMINGTON STREET, THE HISTORIC 1904 FIRST BAPTIST CHURCH WHEREAS, the City of Fort Collins has been awarded a grant in the amount of$162,362 from the Colorado Historical Society's State Historical Fund; and WHEREAS, the grant will be used to restore 328 Remington Street,the historic 1904 First Baptist Church,which will become the "Old Town School of Film, Theatre and Dance'; and WHEREAS,the facade restoration of 328 Remington Street will cost$324,205; and WHEREAS, pursuant to the terms of a related agreement, the owner of the building will provide matching funds to the City in the total amount of$161,843; and WHEREAS, the Grant contract requires that the City administer and distribute the grant funds and the cash matching funds; and WHEREAS,Article V. Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, do not exceed the then current estimate of actual and anticipated revenues to be received during the fiscal year. NOW, THEREFORE.BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That there is hereby appropriated for expenditure from unanticipated grant revenue in the General Fund the sum of ONE HUNDRED SIXTY-TWO THOUSAND THREE HUNDRED SIXTY-TWO DOLLARS ($162,362) for expenditure in the General Fund for facade restoration of 328 Remington Street. Section 2. That there is hereby appropriated for expenditure from unanticipated revenue in the General Fund the sum of ONE HUNDRED SIXTY-ONE THOUSAND EIGHT HUNDRED FORTY-THREE DOLLARS($161,843)for expenditure in the General Fund for facade restoration of 328 Remington Street. Introduced, considered favorably on first reading, and ordered published this 15th day of June,A.D. 1999, and to be presented for final passage on the 6th day of July,A.D. 1999.
